PARKS AND RECREATION DEPARTMENT, 1341 NIPOMO STREET ________________________________________________________________________ CALL TO ORDER: Chair Ron Batterson called the meeting to order at 7:02 p.m. ROLL CALL: Chair Ron Batterson, Committee Members Wes Conner, Greg Dillman, Bonnie Marzio, Penny Rappa and Marion Rodman. ABSENT: Committee Member Martha Schwartz STAFF: Elaina Cano, Larry Tolson, and Kim Walker IN ATTENDANCE: Richard Dresp, Docent Vice-Chair, and Melissa McCook, Parks and Recreation Department CONSENT ITEMS: M/S Committee Members Dillman/Conner to accept the February 21 minutes as submitted. The motion passed unanimously. M/S Committee Members Dillman/Rappa to accept the February financial report as submitted. The motion passed unanimously. ________________________________________________________________________ ITEM #1: GENEALOGY CLASS AT THE JACK HOUSE Melissa McCook, Parks and Recreation Dept. staff, made a proposal to hold a genealogy class at the Jack House. The Committee discussed the pros and cons about holding regular meetings in the House. The Committee suggested McCook work on a more detailed proposal. By consensus, the Committee agreed not to have any regularly scheduled meetings inside the House. ITEM #2: WORK PROGRAM UPDATE Chair Batterson continued updating the Work Program. The additional changes were as follows: 1. OFF-SITE PARKING - Add G. Dillman 2. GARDEN - Delete G. Dillman 3. HOUSE EXTERIOR - Add R. Batterson to: Schedule periodic inspections for structural safety and pest control. 4. HOUSE INTERIOR - Add R. Batterson to: Schedule periodic inspections for structural safety and pest control. The Work Program was accepted as amended. ITEM #3: CLEANING SERVICE BIDS Kim Walker, Public Information Officer, informed the Committee that the Parks and Recreation Department would be responsible for one major cleaning and any other cleanings of the House through June. The Parks and Recreation Department also proposed to share half of the cost for monthly cleanings by Merry Maids for one year. The shared cost would be $1100 from Parks and Recreation and $1100 from the Jack House Committee. M/S Committee Members Conner/Rodman to accept the Parks and Recreation's proposal for the cleaning of the House. All opposed. Motion failed. M/S Committee Members Rappa/Marzio to accept the Parks and Recreation Department’s responsibility for one major cleaning and any other cleanings of the House through J une, and for the Committee to evaluate the frequency and cost participation of future cleanings. The motion failed 1-4 with 1 abstained vote. The Committee discussed reducing the cleanings to every other month and whether it was the Committee's responsibility to pay for any cleanings of the House. M/S Committee Members Batterson/Conner to direct Kim Walker to continue to negotiate with Merry Maids for a cost estimate for cleanings every other month, and to accept the Parks and Recreation’s responsibility for one major cleaning and any other cleanings of the House through June. The motioned passed 5-1. ITEM #4: SPECIAL EVENTS Walker proposed having a co-sponsored event for the Summer Concerts. By consensus, the Committee was in support of these ideas. The Committee discussed having just one co- sponsored event this year. ITEM #5: MARILYN DARNELL'S LIST & SCHEDULE Chair Batterson commended Marilyn Darnell's hard work and dedication to the Jack House. The Committee reviewed Darnell's proposed cleaning schedule. ITEM #6: PIANO TUNING The Committee directed Walker to have Farrell Tuning tune the piano. ITEM #7: JACK HOUSE TOURS - POSTPONED ITEM #8: REPORTS AND UPDATES A. Monthly Activities - Larry Tolson, Parks Maintenance Supervisor, reported that the fire grenades (blue bottles) have been removed from the House. Tolson and Dillman agreed to work together to decide how to dispose of the materials inside the bottles. Walker informed the Committee that any change in fees does not have to go through the Council. She suggested focusing on an increased awareness to Special Tours. B. Member Comments - Dillman asked Marzio if she would be interested in developing a curriculum and/or website geared toward school-aged children. They agreed to discuss this idea at a later date.
