CALL TO ORDER: Chair Ron Batterson called the meeting to order at 5:30 PM
ROLL CALL: Committee Members: Ron Batterson, Patrick Mayeda, Gerry Johnson,
Kathi Settle, Bob Gordon, Marcia Nelson and Susan Updegrove
ABSENT: Kathi Settle, Gerry Johnson
STAFF: Shelly Stanwyck, Dave Setterlund, Todd Beights, Andrew Collins and
Barbara Lynch

CONSIDERATION OF MINUTES
MOTION: (Batterson/Kinkaid) Approve the May 8, 2013 minutes as submitted.

CONSIDERATION OF FINANCIAL REPORT
MOTION: (Batterson/Kinkaid) Approve the May 8, 2013 Financial Report as submitted.

REGULAR ITEMS
1. Question and Answer Regarding Jack House Maintenance (Beights/Collins)
Chair Batterson introduced Committee Members to Public Works employees Andrew Collins and
Todd Beights. Recreation Director Stanwyck explained staff reductions have led to the facility and
grounds at the Jack House to be overseen by two positions. Public Works Supervisor Todd Beights’
supervises the maintenance of the grounds and Public Works Supervisor Andrew Collins’
supervises the facility maintenance.
Todd Beights, Parks and Urban Forest Supervisor, explained staff reductions have created heavier
workloads for his staff; however, he is easily accessible, quick to react, and an excellent problem
solver.
Barbara Lynch, Deputy Director of Public Works, mentioned electronic work orders help staff
resolve problems in a quick and efficient manner.

Chair Batterson pointed to yearly building and grounds walkthroughs as an excellent tool for
examining wear and tear on buildings and grounds.
Committee Member Nelson suggested looking into a usage policy for the Jack House. Staff will
examine the use history of the Jack House and report back to the Jack House Committee findings at
a future meeting.
Facilities Maintenance Supervisor, Andrew Collins, expressed that staff reductions have created
heavier workloads for staff. While staff numbers have dwindled renovations have increased. More
renovations mean more maintenance, which in turn puts more strain on maintenance staff. Collins
pointed out that he is easily accessible, quick to react, and an excellent problem solver.
Chair Batterson inquired about the painting policy of the Jack House. Collins stated that buildings
are not required to be painted within a certain amount of time but that Facilities strives to have
buildings repainted every 12 years.
Recreation Director Stanwyck suggested that changes to the CIP are a tremendous help for
maintenance of the Jack House and that two new projects will be taking place in the near future.

Communication will be key with these projects when they start.
2. Parks and Recreation Update (Stanwyck/Setterlund)
Director Stanwyck reported:
Recreation Manager Shannon Bates will be retiring July 31, 2013.
The San Luis Obispo Triathlon will take place Sunday, July 28, 2013.
The Sinsheimer pool will be closed August 26 through October 21, 2013.
Parks and Recreation is currently working to fill an open position in Community Services
and two positions in Ranger Services.
3. Docent Activities
Committee Member Kincaid reported:
Three schools toured the Jack House this Spring, up from two in Spring of 2012.
Banners have been purchased and are ready to hang at the Jack House to help advertise
tours.
Need clarification of what promotion fund can be used for.
4. Member Comments/Communications
Committee Member Gordon reported:
The Friends of the Jack House will launch Sunday, July 21, 2013.
Meeting adjourned at 6:20 p.m. Next meeting is September 11, 2013 at 5:30 pm at the San Luis
Obispo Parks and Recreation Administration Office.
