Grigsby, Director of Public'Works Manny Gtzman, Engineer III SUBJECT: STREET RECONSTRUCTION SUMMER 2013, SPECIFICATION NO. 91161 RECOMMENDATIONS 1. Approve Plans and Special Provisions for "Street Reconstruction Summer 2013, Specification 91I61". 2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the lowest responsible bidder is within the Engineer's Estimate of $ 1,1 15,000 and funding has been authorized as part of the 2013-15 Financial Plan. DISCUSSION The City's Pavement Maintenance Plan (PMP) was adopted by the City Council on April 14, 1998. The key elements of the PMP include establishment of eight pavement maintenance areas within the City and a maintenance plan in which each of these eight areas will receive maintenance over an eight- year period. A ninth area,the downtown, is designated to receive maintenance on an annual basis. On October 6,2009, Council gave new direction for the PMP to give a higher priority to arterial and downtown streets. Since 2009, City projects have completed work on portions of Tank Farm, Marsh, Higuera, South Higuera, Prado, Foothill, Monterey, Johnson, Broad, Santa Rosa, Santa Barbara, Chorro, all streets classified as arterial streets by the City's Circulation Element. For the 2013-14 ftscal year, the Street Reconstruction project will maintain portions of Califomia Boulevard and Fredericks Street. Also included in the Street Reconstruction project is the replacement and rehabilitation of failed Comrgated Metal Pipe (CMP) drain systems at various locations within the street reconstruction area. This proactive approach will prevent failure of a pipe under a newly reconstructed street. The proposed project will rehabilitate the existing storm drain systems by installing new pipe liner. The project will also eliminate an existing catch basin with a metal grate that clogs and is undersized for the current stormwater runoff. The new catch basin will be able to handle more water and will be easier to negotiate for bicycles and pedestrians. Two grates within the project's work limits will also be replaced with more bicycle-friendly grates. Americans with Disability Act (ADA) accessible curb ramps required by the Federal Highways Adminishation for street reconstruction work will also be upgraded as part of this project. A total of seven existing street corners will be retrofitted with new curb ramps or truncated domes to provide improved access for the community. c5-1 Street Reconstruction Summer 2013 Spec. No. 91161 Page 2 CONCURRENCES This project qualifies for a categorical exemption from environmental review, and a notice of exemption has been filed through the Community Development Department. FISCAL IMPACT There is currently $160,323 in the Street Reconstruction & Resurfacing Master Account to support the total project cost of $1,231,500. Additional funding of $1,200,000 is proposed in the 2013-15 Financial Plan for study, design, construction and construction management for the 2013-14 fiscal year. If approved, this additional funding will be available July l, 2013 and will bring the total funding available to $1,360,323 to support this request. Any leftover funds after the award of the Street Reconstruction project will be used on testing and investigation to aid on the design of future street reconstruction projects. Project funding for this project is from a number of sources, all of which will fund separate work and bid items. An additional funding source is the CMP Replacement Master Account which cument available balance is $29,824 and an additional $350,000 is proposed in the 2013-15 Financial Plan for design, construction and construction management for the 2013-14 fiscal year. This funding will be utilized for the replacement of failing CMP and drain systems. Other sources of funding are recommended to be the Bicycle Facility Improvement Account, Raise Valve Covers Account, and the Collections System Improvement Master Account. These funding sources support drain inlet corrections for bicycle safety, and adjustment of water and sewer facilities to the new pavement elevations. This proposed project will not be awarded until after the start of the new f,rscal year, July l, 2013, when the 2013-15 Financial Plan is adopted by Council and new funding is made available. By the time bids are received, Council will have concluded the budget process. If Council has funded the 2013-14 Street Reconstruction & Resurfacing Master Account and the CMP Master Account at the time of contract award, a Budget Amendment Request will be generated to transfer funding to the appropriate project account for construction. If the funding has not been approved or if funding is approved but not sufficient to support this project's needs, staff will recommend rejection of bids, re-scoping of project and re-advertisement for bids. Staff is recommending this project is approved for advertising in advance of final budget adoption to allow for award of the project, and project completion prior to the start of Cal Poly's Fall Quarter, in mid-September 2013. Roadway construction on California Boulevard, one of Cal Poly's main entrances, could cause significant traffic congestion and public inconvenience if done during the school year. These projects are 97o/o funded through Measure Y, the half-cent sales tax measure approved by the City's residents. c5-2 Street Reconstruction Summer 2013 Spec.
