SUBJECT: UPDATE ON COMMUNITY OUTREACH MEASURE AND ESTABLISHMENT
OF THE POLICE CHIEF'S ROUNDTABLE
RECOMMENDATION
Receive and file an update on a community outreach measure undertaken by the Police Department
that includes the establishment of a community roundtable. The intent of this effort is to enhance
connections and communications between the residents and businesses and the Police Department.
DISCUSSION
Background
The Police Department is consistently looking for new opportunities to better serve the community.
In order to be well connected to residents and the business community, effective two-way lines of
communication must be established and maintained. The Police Department is looking to
accomplish this, in part, through the creation of the San Luis Obispo Police Chief s Roundtable.
Similar committees have become commonplace for police agencies throughout the United States.
This diverse group of volunteers provides an effective way to build bridges between the community
and the Police Department. This results in increased awareness, improved understanding, and open
dialogue regarding challenging public safety issues. These groups have shown to be an effective
way for community members to gain knowledge and understanding of policing in general.
Moreover, increased connectivity allows for greater organizational transparency and gives the
police agency fuither opportunities to gather input when evaluating service levels and programs
intended to reduce crime in the community. The Roundtable creates an additional conduit for two
way communication on important public safety issues facing the City. The Police Chiefs
Roundtable is not a policy advisory body for the Police Chief or City Council, nor is it a civilian
oversight body for the Police Department. Cities such as Davis, Palm Springs, Fresno, Modesto,
Oxnard and Bakersfield are a few of the many California cities that enjoy the benefit of similar
citizen groups.
Locally, the Arroyo Grande Police Department and the San Luis Obispo County Sheniffls Office
both have community feedback groups. Arroyo Grande Community Advisory Council, established
in 1996, was created to provide a forum for police-community interaction and address public safety
issues and asses the effectiveness of department programs. The Sheriff s Advisory Foundation,
created in 1988 as the Sheriff s Advisory Council, formed as a non-profit to provide funding and
additional support to the Sheriff s Department including the support of DARE and training and
support for axillary units. Both provide excellent support and enable members to be advocates for
the quality programs and services provided by their respective agencies.

The Chief of Police has been in the process of inviting community members to join the Police
Chief s Roundtable over the past three months. A list of Roundtable members, the group's mission
statement and function will be available as part of the Police Department's webpage. A draft policy
and mission statement has been composed with member input. ln accordance with policy, Round-
table members are selected by the Chief of Police with focus on community connectivity and
diversity in background and perspective. Membership will be approximately 15 persons and will be
composed of a cross-section of the community to include residents, students, and members of the
business community. Members will meet periodically and meetings would be open to the public
although this body does not qualify as a legislative committee subject to the Brown Act. Staff
support for the Chief s Round Table will be provided through the Office of the Chief of Police.
FISCAL IMPACT
Staff has budgeted $3,000 for FY 20I3-I5 to cover expenses related to special programs such as the
expansion of the current volunteer program and the Police Chief s Round Table. Staff anticipates
that costs associated with the Round Table will be negligible.

San Luis Obispo Police Chiefls Roundtable
I. MISSION STATEMENT
The mission of the Police Chief s Roundtable is to serve as a community based group of
volunteers for purposes of regular direct interaction and effective communication
between the San Luis Obispo community at large and the San Luis Obispo Police
Department with regard to the consideration of public safety challenges and solutions
intended to enhance the quality of life in San Luis Obispo.
II. PURPOSE
The purpose of the Police Chief s Ro¡rndtable is to provide a regular forum between
community stakeholders and the Department:
To create dialog and explore the perceptions of the Department and the
community regarding community public safety issues;
To provide input to the Department regarding public safety nçeds within the
community;
For direct dissemination of information conceming Department programs and operations;
For community input regarding new Department programs under development;
To enhance the community understanding of the capabilities/limitations of the
Department in providing services to the community;
To identi$ other potential Department and community relationships that could help
address community public safety issues;
G To engender community resources and support for the Department public safety
activities;
III. PROCEDURE

1 The Chief of Police will select members of the round table following the
recommendation of current members. The number of members shall be
approximately 1 5 persons.

2 Members shall be composed of a cross-section of the community to include
representation of residents, students, and members of the business community of
the city of San Luis Obispo.

Staff Support
1. Staff support shall be provided through the Offrce of the Chief of Police.

b The Vice Chairperson shall act in the capacity of the Chairperson
during an absence of the Chairperson.

D. Meetings
The Police Chief s Roundtable may establish other positions within its body as
needed with the consent of the Chief of Police.
The Police Chiefls Roundtable shall meet on a regular schedule as determined by
the merribers of the group
a. Special meetings of the Police Chief s Roundtable or its sub-committees
may be convened as needed.
2. Agenda
a.The agenda for regular meetings of the Police Chiefls Roundtable shall be
emailed to Members at least seven (7) calendar days before the meeting
date whenêver possible.
P'roposed agenda items shall be submitted by Members to the Office of the
Chief of Police a minimum of eight (8) calendar days prior to the date of
the meeting.

Action notes will be recorded for all meeting of the Police Chief s Round-
table by Department staff.

We have received a request to list the current Police Chiefs Roundtable membership. The
following members were asked to serve on the Chiefs Roundtable based on the draft policy
criteria to ensure a diverse representation of the community. As indicated in the Council
Agenda Report, a list of current members as well as the group's function and mission
