HomeMy WebLinkAbout02-24-2014 CHC MinutesSAN LUIS OBISPO CULTURAL HERITAGE COMMITTEE MINUTES February 24, 2014 ROLL CALL: Present: Committee Members Sandy Baer, Jaime Hill, Patti Taylor, Victoria Wood, Vice -Chair Hemalata Dandekar Absent: Committee Member Thom Brajkovich and Chair Bob Pavlik Staff: Senior Planner Phil Dunsmore ACCEPTANCE OF THE AGENDA: The agenda was accepted as presented. MINUTES: Minutes of January 27, 2014, were approved as amended. Committee Member Patti Taylor asked to amend page 3, item c, of the minutes to change the words she quoted from "questioned" to "inquired about." PUBLIC COMMENTS ON NON - AGENDA ITEMS: There were no comments made from the public. PUBLIC HEARING ITEMS: 1. City -Wide. TA 20 -14; Amendment to the Street Name Regulations Municipal Code Chapter 12.32 to add further guidance and to recognize a Pioneer Registry; City of San Luis Obispo — Community Development Department, applicant. (Phil Dunsmore) Phil Dunsmore, Senior Planner, presented the staff report, recommending the CHC recommend the City Council approve the amendments to the Municipal Code, providing additional guidance to the street name regulations, giving preference to the pioneer registry. Joe Carotenuti, City Volunteer Historian, presented the background on the pioneer registry and discussed the historical and educational benefits of creating the registry and tying it into street names. PUBLIC COMMENTS: There were no comments made from the public. COMMITTEE COMMENTS: CHC Minutes February 24, 2014 Page 2 Committee Member Baer asked why staff was not suggesting narrowing the flexibility to just use the pioneer registry and asked why the registry would not be included in the Municipal Code. Staff responded that the registry would be a continuous work in progress and would not be appropriate in the Municipal Code. Several committee members questioned the time frame that staff suggested for the registry and noted that the time frame should be broadened. Committee Member Hill suggested the use of the title "Historic Name Registry" instead of "Pioneer Registry" since pioneer may be incorrectly associated with the pioneer era. Committee Member Hill suggested that additional name criteria such as significant places, flora, and fauna be incorporated into the code amendments. Member Hill also suggested that new neighborhoods or collections of new streets should have themes that tie the street names together and tie the street names to local area history. Committee Member Dandekar suggested that the timeframes for the historic registry be broadened and tied to the Historic Context Statement. There were no further comments made from the Committee. On motion by Committee Member Dandekar, seconded by Committee Member Hill, to approve the amendments to the Municipal Code and direct staff to develop a "Historic Name Registry" with the changes to include linking the registry to the time frames established in the Historic Context Statement and to add categories associated with sianificant places. flora. and fauna. AYES: Committee Members Baer, Dandekar, Hill, Taylor, and Wood NOES: None RECUSED: None ABSENT: Committee Members Brajkovich and Pavlik The motion passed on a 5:0 vote. COMMENT AND DISCUSSION: 2. Staff a. Staff presented a brief agenda forecast for the March hearing. b. Staff provided one of the new Historic Railroad District signs for the CHC to view. 3.
