I:'itchell respectfully represents that on the 9th day of October, 1903 , he entered into a contract with the City of San Luis Obispo , for the_ construction of a stone masonry arch over Stenner Creek on Santa Rosa Street , which said work was to b,e completed within sixty days after the signing. of the contract . That he at once started upon said r;ork, and the same is now so far advanced that it is time for the erection of the centering for the arch. Tn order to properly support the arch it is necessary that the centering be very substanti ally constructed, and the same will have to be built in the bed of the creek. A heavy rain will cause a rise :)f the T,rater in the creek that `rill be sure to greatly damage if not totally destroy the centering and the partly completed worn. The rainy season is nov-- at hand , and ::terms can. be expected. at any time. To go on with the ,pork now would be dangerous both to the r;!ork and to people Tor!--i-ng thereon.
