Mrs Ed. Righetti and Rr Day appear,before the Council asking
that Murray Street.be opened from Harris Street to Monterey Street.
The matter was referred to Commisioners A. Luchessa and Geo.
H. Andrews to investigate.

foregoing claims be allowed. Motion carried by the following

Moved by J. C. Hill seconded byGco. H. Andrews that the
Council appoint a commission of ter twelve men to help the
Council to solve the water question. Motion carried and so
ordered.
Koved by Geo. H. Andrews seconded by Dick Sanders that the
Commissioner b6 Public Works be requested to measure the dater in
all nearby streams including Lopez strew; to determine the - amount
of available water. Motion carried.
The following op nzbnwaaas submitted to the Council by the Mayor.
To the Council of-the City of San Luis Obispo,
Gentleipen:
I have been considering for some tine the question of
acquiring an adequate and wholesome supply of orator for the use of the
inhabitants of the City;and for sprinkling the streets, lawns and gardens
in the City and flushing the sewers and have concluded to call your
in this formal commmnication to this urgent problem and have you decide
what is the best policy to pursue in an effort to solve the question in
some satisfactory manner,. Investigations can be made of streams
that might suggest themselves as possible sources of a water supply and
data obtained that would be of incalculable value in the future because

of the short rainfall this year and because these streams wools be studied
at a time when the stream -flow would-be at its minirnzn. ^bile this has
been a season of short rain fall yet it is no exception as far as the
municipal water supply is concerned , The fact is that the City
has outgrown it supply derived from the San Luis Obispo Creek and its
tributaries, and as the population increases the demand will be greater
with the-result that if something is not done soon to releive this bad
situation a water famine will be upon us some day with all its.attendant
evils in the shape of epidemics, an,�-,reat f1re loss perhaps and a tetarded
growth in population and wealth. Personally I think that it is
generally conceded that even normal conditions the City.denands and needs
a more -abundant supply of water than that which is available even during
the most favorable years from the sources now owned and controlled by it.
VYhile the meters have done a great deal of good it preventing a waste
of water they have not Applied the remedy for the condition that- has always
existed and still confronts us: each year we have been short of wtd;er and
anually have been: compelled to restrict the use of water during the summer
season.
I have recited the foregoing facts as a justification of the proposal
contained in this communicationn, and to impress upon you that while it is a
question that concerns-us 6nmediately a., the executives of the city yet it is
a matter in which all the residents of the eit77 e vitally interested.
Taking then this the broad view of it I beleive that it would be advisable
to adopt the plan of taking into-our confidence in our attempt to determinB
this matter a number of our fellow citicens and ask them to put thier shoulder
to the wheel and work with us in an endeavor to obtain what the. City of fan
Luis Obispo most needs; sufficient ;purte -, fresh water for all purposes.
This object could be affected by the Council creating be ordinance a
Water Commission " to consist of such number of our citizens as the Council
may deem advantageous and of such of them as the Council feels would be
willing to sacrifice some of thier time for the public good and devote
themselves to this laudable work.
