several other Cities that compare in size to this City of their mode of
isuring City Employees.
Com. Sinsheimer reports on the pipa.offer for sale and stated
that the pipe offered by Mr Scott was the better.
�v eo It was moved by Com. Sinsheimer and seconded by Com. Andrews
to accept the bid of the Brookshire Oil Co. for 4700 ft. 6 in, pipe and
thenbid of Mr Scott for 1500 ft, 6 in. and 1375 el.in. pipe. Carried.
The Chief of Police reported that he had not been able to
find the missing Minute-:Book. He learned that it had taken to the Court
House, and it,4as• °supposed::td have'.:been�retyrned to. the C.ity.Clerk,s
Office.
The City Attorney rendered the opinion that the Council has
no right:to refund the taxes on the Goldtree Property.
Moved by Com..Gowman and seconded by Com. Andrews to adjourn
to Monday. Sept. 25th. 1915.

The soot nuisance was discussed by a number of parties who use
oil as fuel. Nothing definite was determined after the expressions
of the oilburners. Mayor Stover stated that complaints from those
annoyed by the soot nuisance were constantly received by the Council,
and that the Council had been informed that an apparatus could be:-in-
stalled to_surpress the nuisance. Com. Sinsheimer stated that he
thought that the burden of the matter should'be taken up with the con-
sumers of-. 4 oil as fuel to remedy the nuisance and if they did not that
the Council compell the offenders to do so. The matter was laid over
for the present, Mayor Stover requested the gentlemen who use oil to
be as cereful as possible to avoid complaints, until the natural gas
can be obtained.
Applications for renewal of the usual quarterly licenses
were read. All Liquor Licenses to lay over until Sept: 3® th.7;30
