The City:-Clerk was ordered to notify. the Midland Counties Public Service Corporation and the Santa Maria Gas and Power Oompany_ that there would,be no meeting of the Council on Sept 10th , the same being.a Holiday, , and that bids.for Street Lighting would be received on Sept 11th. On motion of H..A. Gowman seconded by H.E. Kir•tland.the meeting adjourned to Tuesday, Sept. llth.1917, at 7 :30 P.M, ROLL CALL : Ayes, H.E. Kirtland, H.A.Gowman, L.F. Sinsheimer,.John Chapek, W.LF. Council met in adjourned session with Mayor Stover presiding. P.OLL.CALL: Present, He Kirtland, H.A. Gowman, L.F. Sinsheimer, John Chapek, w.m. Stover. Absent, None, The application of A. Webst.er• for permit to add a porch to residence in lot 1 block 122 , the same to cost 75.00 was granted on motion of H.A.Gowman seconded by H.B. Kirtland., The application of Cornelius Van Proyen for license for Lunch Counter at 885 Monterey Street , also that of Myra_W, Woods for Lunch Room at 971 Church Street , were referred to the Commissioner of Public Health and Safety for investigation. The application of JoW. Iditchell for Restaurant Liquor license was referred to the Commissioner of Public Health and Safety on motion of H.E. Kirtlandseconded by John Chapek. On motion.of H.B..Kirtland seconded by John Chapek.the application of Antonio Petrini and Cornelius Van Proyen for Taxicab licenses were referred to Commissioner Gowman for investigation. The petition of J, Heston Reeves for permission to place a Gasoline Pump on the sidewalk at 659 Higuera Street , Block 7, was granted upon motion of H.A. Gowman seconded by H.B. Kirtland. Applications received from the Midland Counties Public Service Corporation _for permit to open trenches in the streets at the following named locations: On Bill St. between Essex Street and Johnson Avenue. On Pacific Street between Broad and Hipomo Street. On Pismo Street between Nipomo and Broad Street. and On Garden Street between marsh and Pacific Street. It was moved by H.B. Kirtland and seconded by H.A. Gowman that the above applications be granted on condition that the streets be left in first class condition on completion of work. This was the date set for receiving informal bids on Street Lighting. The bid of the Santa Maria Gas and Power Co., which had been filed with the City Clerk 71 was read after which a representative of the Midland Counties Public Service Corporation presented a bid for that Company. Mr. Easton of the Santa Maria Gas and Power Co., objected to the bid of the Midland Counties Public Service Corporation being received , since it was not presented until after his bid had been read, but the objection was over -ruled by the Mayor , and the bid was ordered read. Discussion followed: 1 1 1 [7 1 1 1 1 Neither of the:bids submitted were along the lines requested by the Council and it was moved by L.F.Sinsheimer and seconded by H.A..Gowman that the bids of both Companies be rejected. The motion carried. It was decided that the Council would meet in executive session following the following the regular meeting.on Monday. evening,. Sept. 17th, at which time representa- tives of the two Lighting•Companie.s will be permitted to appear and discuss their plans for Street - Lighting. On motion of H. Be Kirtland.seconded by.John Chapek the request of the Santa Maria Gas and Power Co. for permission to erect and maintain a gas light standard on Marsh St. in front of the High School building was granted. Relative to the•sale of some 4000 ft, of.pipe owned by the City, it was moved by L. I* Sinsheimer and seconded by John Chapek that the City Attorney draw the necessary � r legal papers and take the necessary legal procedure in re the sale of said pipe and that the City Clerk be instructed to pablish the necessary notice for 5 days. The motion carried. The matter of the discrepancy in the accounts of the late Police Judge was brought UP* The National Surety Company had been notified of said shortage. iir. Sinsheimer stated that he had no knowledge that Judge Rhodes was short in his accounts until he had read of such fact in the evening paper.of this date. Nominations were opened for Police Judge. The name of.Bi.11iam T. Shipsey was presented by. ,Commissioner Gowman. It was moved by.H. B..Kirtland and seconded by-H,. A._ Gowman that the nominations be closed and that Mr. Shipsey be appointed Police Judge for the unexpired term. RObb HAI.b: Ayes: H. Be Kirtland, H. A. Gowman, John Chapek, 9 M.
