It was moved by H. Be Kirtland and seconded by John Chapek that a committee of
five citizens be appointed"to select standards for lighting purposes with the under-
standing that standards be of metal And the basic price to be $20.00 per standard.
The committee follows each member of the Council nominating a member of the
committee;
John Chapek nominated Be C. Brew
H. Be Kirtland " H. L. Kemper
H. A. Gowman " A. F. Fitzgerald
W. M. Stover " William Sandercock
It was left to Commissioner L. F. Sinsheimer to name the 5th member"of the committee.
On motion of H. A. Gowman'seoonded by H. Be Kirtland the meeting adjourned.

The minutes of Sept. 17th, 19th and 24th were read and approved as corrected.
The following applications for permits to build were received and ordered-
granted upon motion of John Chapek seconded by L. F. Sinsheimer:

The following applications for curbing and gutter were received:

On motion of John Chapek seconded by H. Be Kirtland the above applications
were granted.
Applications received from Santa Maria Gas & Power Co. -for permit to open
ditch on Higuera St. between Essex and Johnson St., also on Santa Rosa St. between
Peach and Sycamore St. On motion of L. F. Sinsheimer seconded by H. A. Gowman
the applications were granted.
On motion of L. F. Sinsheimer seconded by H. A. Gowman. the application of
the Midland Counties Public Service Corporation for permit to open ditch on Leff
St. between Osos and Santa Rosa St. was granted.
The application of Thos. Fickle for a Restaurant Liquor license was referred
to the Commissioner of Public Health and Safety.on motion of L. F. Sinsheimer
seconded by John Chapek.
It was moved by H. B. Kirtland and seconded by John Chapek that the applications
of Cornelius Van Proyen and Antonio Petrini for Taxicab licenses be teferred to the
Commissioner of Public Health and Safety for investigation.
The report of the City Collector for the month of September was received and
ordered filed on motion of H. Be Kirtland seconded by L. F. Sinsheimer.
On motion of H. A. Gowman seconded by H. B. Kirtland the report of Police
Judge W. T. Shipsey covering the period from Sept. 13th to Sept. 29th, 1917 was
ordered filed.
Report of Pound faster for the months of August and September received and
ordered filed on motion of H. A. Gowman seconded by L. F. Sinsheimer.
Two petitions for street work were presented with signatures and frontages.
The first petition called for the improvement of Marsh St. between Ida St.
and Archer and junction at Higuera St, by. construction of the following named
work, to wit: Paving with lz inch bitulithic wearing surface over 4 inches of
concrete base in accordance with specifications and to include such culverts,
sidewalks and other :pork as may be deemed necessary by the .City Engineer. Said
improvements to be'done under the provisions of the Act of 1911 and amendments
thereto, to the official street grade.
The second petition called for the grading and gravelling of Marsh St. from
Ida St. to the intersection of Marsh St. vd th Higuera St., property owners to-pay
the actual cost thereof when work was completed, in the proportion that the re.
spective front footage bears to the entire cost of the work.
Discussidn followed. It was moved by H. B. Kirtland and seconded by
H. A. Gowman that the City Attorney be instructed to draft the necessary papers
and take the necessary legal steps, in accordance with the provisions of the first
petition filed calling for permanent paving, necessary to this work. ROLL CALL:

It was moved by H. Be Kirtland and seconded by.H. A. Goluman that the City
Engineer furnish the City Attorney with such data as may be necessary to this
work, and also furnish the Council with statement in regard to work which should
be doneby the City prior to paving said street.

Claims against the City for the month of September were read and on motion
of H. A. Gowman seconded by H. Be Kirtland were ordered paid.
It was moved by L. F. Sinsheimer and seconded by John Chapek that the City
Clerk notify Me Lewin, Agent, that he will be required to put in curbing and
gutter fronting the property.of Flora Goldtree on Palm St. Block 15.
In re matter of the closing of saloons three hours prior to the entrain-
ment of soldiers on mobilization flays. Same left to the Commissioner of Public
Health and Safety to handle as he sees fit,.
It was moved by L. F. Sinsheimer and seconded by H. Be Kirtland that the City
Clerk obtain a list of the names and addresses of all citizens of the City of San
Luis Obispo who are now in, or who may hereafter be drafted into the Army of the
United States. The same to.be made a part of the records of the Citye
on motion of L. F. Sinsheimer seconded by H. A. Gowman the City Attorney was
instructed to prepare the necessary legal papers calling for a Bond Election sub-
mitting to the voters the proposition of voting bonds for acquiring the property
!mown as the °City Farm". The motion carried.
On motion of L. F. Sinsheimer seconded by H: A. Gowman the City Attorney was
instructed to submit to the Council at its next meeting his opinion as to the
individual liability both legal and moral of each Councilman in the matter of the
shortage in the accounts of the late Police Judge Thomas Rhodes,
City Engineer W, Be Burch reported that E. M. Payne had completed the contract
for "Sewer Extension Division G" for which bonds were voted at the recent election.
That the work had been done according to specifications and.was satisfactory.
It was moved by L. F. Sinsheimer and .seconded H. Be Kirtland that the new
sewers be formally accepted and that the final payment be made.
Commissioner Gowman gave an interesting verbal report on the proceedings of
the meetings of the League .of California Municipalities held at Santa Rosa, which
he attended as a representative of the City of San Luis Obispo.
On motion of H.. A. Gowman seconded by H. Be Kirtland the meeting adjourned
