Lirtland seconded by John Chapek the Commissioner was .empowered to reconstruct the System as he sees fit. it was moved by H.B. Kirtland and seconded by L.A. Barneberg, presiJenLs of the union National and.Commercial Bank , respectively, was receive,3 informing the Council that the local banks were ready and willing . to take up the Bonds to.be issued for the paving of Marsh_ :,;_t., excepting certain frontages and under the condition.. that the Bonds bear interest at the rate of eight percent , payable annually. The City Attorney advised.that it was his opinion that the Council hhad the authority inder the powers given it by the General Lads of the :hate to contribute to the organization in this City known as the " Home Guards ". The matter was referred to the Commissioner of ^finance and Hevenae and the City Attorney. The Leggitt Advertising Company filed application for - r,ermission to remove bill board from B. Bassi's property, lJonterey and Toro Street, to Lot G Block 24 , omned by A. Green and L. Galewsky. On motion of H.B..Eirtland seconded.by John Chapek the matter was referred to the Commissioner of Public Health and Safety for investig &tion.
