Kirtland the petition of property owners on harsh Street between Johnson Ave. and Ida Street, requesting that an extra Gas light Standard be.placed in that block,-was laid over until the new lighting system is completed as outlined. The report of City Engineer VI.B. Burch relative to the amount of work and cost of same, necessary to be done prior to the paving of Marsh strut was received and ordered filed on motion of H.B. Kirtland seconded by H.A. Gowman.'.: . The application of Gin Forn Hing for license for laundry , was rejected on motion of H.A. Gowman seconded by H.B. nirtland. In re the application.of Rockwell & ;iitc.hell for Restaurant and Restaurant Liquor license , referred at last meeting, same reported out of business. In re application of Archie Foster for permit to erect barbed wire fence..in Norton Addn. Commissioner Gowman reported that fence had been erected but party had agreed to remove same. Applications for the regular quarterly licenses, referred from the last meeting were ordered granted on motion of H.A..Gowman seconded by H.B. Kirtland. Ordinance Uo. 68 ( New Series ), Creating a Bonded Indebtedness, providing for the issuance and sale of Bonds, Management of Funds , and making provision.for 1 assessing , levying and collecting Taxes for the Redemption of such bonds and interest coupons, was introduced and passed to print by the following vote: Ayes: H.B. Sinsheimer, John Chapek and ',:. ?'. Stover. Absent: H.A. Gowman. The minutes of !larch 18th and 25th were read and approved as read. Applications for permit to build. follow : ',- P.O. Pearle- ].ot 3 Block 46, Frttme residence, Cost 0 800.00 Idaria Van Sycle- Lot 4 Block 81, Frame residence, cost 0 1000.00 On motion of L.F. Sinsheimer seconded by John. Chapek the same were ordered gralted. The application of Peter Netto for Restaurant Liquor license and that of Duncan for Taxicab were referred to Commissioner Gowman on motion of H.B.Kirtld.nd.� seconded by John Chapek. The report of the City Collector for the month of Idarch was received and ordered filed on motion of H.B. Kirtland seconded by John Chapek. The report of Police Judge Putnam covering period from March 15th to 30th inclusive , reporting g 150.00 in fines collected , was received-and ordered filed on 1-- caused passengers alighting from or boarding trains at the Southern Pacific-Depot , 1 by a certain local Bill Posting Co., handing out advertising matter for San Francisco Hotels. The City Attorney was of the opinion that a license for Bill Posting C did not include the privilege of passing out dodgers and leaflets. The Attorney was i� instructed to draft an Ordinance establishing a zone beyond which the distribution of such advertising matter shall be restricted. A motion was made by John Chapek that the day laborers employed by the City of San Luis Obispo be paid twice a month. L.F. Sinsheimer moved to amend the motion �l by the provision, that such employees be paid every week, which amendment was seconded by H.B. Kirtland. The original motion was lost for the-Jack of a.-second. The amendment was carried and. it was.. so ordered. It was moved by H.B. Kirtland and seconded by John Chapek that the Superintendent of Streets and Water Department and . all -employees . in. the ,Public. Works Department be instructed to take orders from Co.mmi.ssioner of Public.dorks , John Chapek, and from none other. ROLL CALL : Ayes, H.B. Kirtland, _John Chapek., iY.I?. Stover. Noes; None. The application of Paul S. Roberts for Taxicab vas laid over to the next-meeting. ' The Claims against the City for the month of March were read. It was moved by H.B. Kirtland and .seconded by John.Chapek that the bills in the Department of Public Health and Safety be paid when .signed by Dr. Gowman.., Commissioner of Public Health and Safety;.the Mayor and the -City Clerk; that those in.the Public Works Department be paid when signed by John Chapek, Commissioner of.Public Works, the Mayor and the City Clerk; that those in the Administration Department -and Water Deposit Fund be paid when signed by L.F. Sinsheimer, Commissioner of Finance and = Revenue, the Mayor and the.City Clerk, or,by the Liayor. and the City Clerk. The motion carried and it was so ordered. The I,eggitt Poster Advertising Co. filed application for permit to erect -a bill board in Block 8, of.Steel.construction at a cost of � 60.00. On motion of. John Chapek seconded by H,B_.
