City Council met in adjourned session -- Mayor L.F. Sinsheimer presiding.
Present : W.B. Martin , H.A. Gowman , Geo. W. Kilbern , James Piper , L.F. Sinsheimer.
Absent : None.
The application of D.J. Riley for permit to place 150 ft. curbing and 300 ft. gutter
on the East side of Essex Street between Mill and Peach Street.was granted on motion of.
H.A. Gagman seconded by W.B. Martin.
The petition of Mrs: Alpha Barcellos for permit to place a sign at curb of sidewalk at
797 Higuera Street , was referred to the Commissioner of Public Health and.Safety on motion of
James Piper seconded by Geo. W. Kilbern..
The following applications for permit to connect with the City Sewer.wer� granted
on motion of Geo. W. Kilbern seconded by I.A. Gowman:
John Chapek -- Church Street between Osos and Santa Rosa Street.
D.J. Riley -- Essex Street between Mill and Peach Street.
E.L. Johnston -- Higuera Street between Nipomo and Carmel Street,
Mrs, G. Davidson -- Beach Street between Pacific: and Pismo Street.
The matter of fixing the Tax Rate fOr the year 1921 -22 was again taken up and it
was moved by-James Piper that the rate of .55 cents as fixed for School purposes on August
29th be recondidered. The motion was lost for the lack of a second.
It was moved by W.B. Martin that the School rate be fixed at .55 cents. The
motion was lost for the lack of a second.
It was moved by H.A. Gowman and seconded by James Piper that the rate for the
General Fund be fixed at .95 cents. The motion carried by the following vote:
Ayes : W.B. }Martin, H.A. Gowman , Gee: W. Kilbern, James Piper , L.F. Sinsheimer
Noes : None. Absent : None.
It was moved by W.B. Martin and seconded by H.A. Gowman that the rate for
Water Bonds and redemption Account be fixed at .10 cents.per hundred. The motion carried
by the following vote

Improvement Bonds of 1909 be fixed at .27 cents per hundred. The motion carried by
the following vote

For.Sewer Extension Bonds of 1917 -- it was moved by Goo. W. Kilbern and seconded
by H.A. Gowman that the rate be fixed at .03 cents per hundred The motion carried

For Sewer Improvement Bonds of 1596 , it was moved by James Piper and seconded by
Geo. W. Kilbern that the rate be fixed at .045 per hundred.. The motion carried by
the following vote

Noes None, Absent None.
For the Library Fund , it was moved by James Piper and seconded by W.B. Martin
that the rate be.fixed at $ .12 cents per hundred.. The motion carried by the following vote;

Noes : None. Absent None.
For .School purposes , it was moved.by W.B. Marvin and seconded by H.A. Gowman
that the rate be fixed at $ .55 per hundred. The motion carried by the following vote:

Ordinance No. 93 ( New Series) , An Ordinance levying a Tax for the current
fiscal year upon all taxable property within the City of San Luis Obispo ans the
