City Hall , Monday , April 17th 1922 - 10 O'clook A.M.
City Council met in adjourned session - Mayor L.F. Sinsheimer presiding.
Present : W.B. Martin , Geo. W. Kilbern , James Piper , L.F. Sinsheimer.
Absent : H.A. Gagman .
The report of the City Engineer on the estimated cost of 5tenner Creek
Bridge at Villa Street, Chorro and Moro Street Bridges was received and filed.
Resolution No. 135 ( New Series ) , A resolution concerning the Bonding of
the .City of San Luis Obispo for certain municipal improvements was read and on motion of
W.B. Martin seconded by James Piper the same was adopted by the following vote:
Ayes : W.B. Martin , Geo. W. Kilbern , James Piper , L.F. Sindhe imer.
Noes None .
Absent H.A. Gowman .
On motion of Geo. W. Kilbern seconded by W.B. Martin the meeting adjourned.

The
application of the Associated Oil Company
for permit to
construct a
Service Station in Block 31 at a cost of $ 4,000.00 ; also, to install 4 - 290 gallon
underground storage tanks, was granted on motion of Geo. W. Kilbern seconded by W.B. Martini.
On motion of James Piper seconded by Geo.W. Kilbern , L.H. Gibson was
granted permit to place 77 1/2 ft. 5 ft. sidewalk with 5ft. parking on the East side of
Nip.omo Street between Pacific and Pismo Streets ; also, to construct 150 ft, curbing
along Pacific Street; also, to construct curb and solid sidewalk at corner intersection.
The following applications for permit to connect with the City Serer were
granted on motion of Geo. W. Kilbern seconded by W.B. Martin
W.A. Turner - Higuera St bet,reen Santa Rosa and Essex Street.
Geo. W. Mc Cabe - Santa Rosa Street between Palm and Monterey Street.

The Santa Maria.Gas Company were permitted to remove section of side-
sulk on Monterey.Street between Chorro and Morro Street for the purpose of repairing
Gas mains, on motion of James.Piper seconded by Geo.-W. Kilbern.
On motion of James Piper seconded by Geo.-W.Kilbern the Pacific Telephone
and Telegraph Company.were granted permit to remove and eeplace poles on Santa Rosa St.,
between Higuera and Marsh Street on account of curb construction.
Petitions were received requesting that a' culvert be placed on Santa Rosa
Street between Islay and Leff Streets and that a Sewer be laid on Rachael Street between
High and Osos Streets . These matters being covered by the proposed Bond Issue ,
it was moved by James Piper and seconded by W,B..Martin that the petitions be placed on
file. The motion carried.
The report of the Police Judge for the month of Mareh was received and
ordered filed on motion of James Piper seconded by Geo. W. Kilbern.
A communication was received from the California Highway Commission
relative to use of water in the construction of pavement on that portion of the
San Luis Obispo - Santa Margarita Road known as thanCuesta Grade ".
It was moved by W,B, Martin and seconded by James Piper that the California Highway
Commission be permitted to use water from Gularte Creek to July 15th., not to exceed
40,000 gallons per day, at the present schedule of rates and under the supervision of the
Superintenient.of Water Works; that it be optional with the Council whether or not water
shall be supplied after the above mentioned date. The motion carried.
The petition of property owners requesting the improvement of Ida Street
between Peach and Mill Street was granted on motion of Geo. W. Kilbenr seconded by .,
W.B. Martin.
The application of W.L. Judkins for appointment to the office of City
Engineer was ordered filed on motion of James Piper seconded by H.A. Gowman.
G.W. Baker presented a map of n Linda Vista Addition " for the approval
of the Council. The matter was laid over to the next meeting.
Petitions were presented for side-salk and curbing on the south side of
Monterey Street between Toro and Essex Street, and for paving a strip from line of
Highway paving to south curb line on Monterey Street between Toro and Essex Street .
The same were granted on motion of James Piper seconded by H.A. Gowman, subject to certa
changes in phrasing,
The application of Nick Luthje for permit to connect two residences on
one Sewer was again laid over.
The application of the Pacific Telephone and Telegraph Company for
permit to replace and reset poles on Dana Street at creek crossing was granted on motion..
of Geo. W. Kilbern seconded by W.B. Martin.

The application of A.R. Smith for license for Garage at 1205 Monterey Std.,
was granted on motion of H.A. Cowman seconded by W.B. Martin.
Petition of J.C. Mc Manus for transfer of license for Soft Drinks, Pool
and Cigars Sideline at 1617 1/2 Osos Street to R.C. Ivey was again laid over for further
investigation and report.
Application of the Midland Counties Public Service Corporation # 44
was again laid over on motion of L.F. Sinsheimer seconded by Geo. W. Kilbern.
Ordinance No. 87 ( New Series ) , An Ordinance calling a Special Electi
and submitting to the qualified voters of the City of San Luis Obispo the proposition of
incuriring'a debt and Bonding said City for certain Municipal Improvements, was passed to
print on mbtt -onof H.A. Gowman seconded by W.B. Martin by the following %,cte:
