City Hall, Tuesday, September 5th 1922 - 7;30 P.M.
City Council met in regular session - ._Mayor L.F. Sinsheimer presiding.
Present W.B. Martin ,H.A.Gowman,Geo.W.Kilbern,James Piper , L.F. Sinsheimer.
Absent None.
The minutes of August 21st 25th and 29th were read and approved as read
on motion of James Piper seconded by Geo. W. Kilbern.
The following applications for permit to build were granted on motion of
Geo. W.Kilbern seconded by James Piper
E.L.Johnstone - Residence Lot 20 Block 61 Cost $ 3,000.00
R.Bassi - Remodel filling station Block 30 " 250.00
On motion of James Piper seconded by Geo. W. Kilbern the following
applications for permit to lay sidewalk and curbing were granted :
9P. V. Scott - 50 ft 5 ft park sidewalk and curbing on the North side of Pacific Street
between Essex.and Johnson Street,
Marre Land & Cattle Co- 27.5 ft full width..sidewalk and curbing on the West side Chorro
Street between Monterey Street and Higuera Street.
J.B.Berkomeyer & Son - 33 ft full width sidewalk and curbing on the Vest side Chorro
Street between Monterey and Higuera Street.
The applications of C.E. Follett,and B.M. Duncan for 40 ft and 41.9 ft

respectively, of full widthsidewalk and curbing on the East side of Santa Rosa Street
between Monterey and Palm Street were passed tentatively, on motion of H.A.Gowman seconded
by Geo. W. Kilbern.
The application ofthe Producers. Transportation Company for permit to open
a ditch for a distance of 90 ft along the.east side of Higuera Street between High and
South Streets for the purpose.of connecting.main.lbipe line with Pacific Coast Railway Cos
Roundhouse , was granted on motion of.H.A..Gowman.seconded by Geo. W. Kilbern.
The application of Mrs. A.A. Fonseca and Miss Ella Villa for license for
lodging house at 732 Islay Street was referred to the Commissioner of Public Health and
Safety for-report on motion of James Piper seconded by Geo. W. Kilbern.
The report of the City Collector for the month of August was received and
ordered filed on motion of James Piper seconded by Geo. W. Kilbern , as was also the report
of the Pound Master for the same month.
Communication read, calling- attention to the annual Convention of the
League of California Municipalities to be held at Palo Alto September 19th -to 23d.
On motion of H.A. Gowman seconded by James Piper the communication was ordered filed with
the suggestion that as many as possible of the City Officials attend, provided that they
do so at their own expense.
Protests were received from John A. Burke and M.B. Tiexiera against the
erection of garage on property of Mrs. Dora Reidy. On motion of H.A. Gowman seconded

by W.B. Martin the action of the Council of August 7th, granting to Mrs Reidy permit to
erect 2 garages - one on Lots 1 -2 -3 Block 177 and one on Lots 11 -12 Block 177, was recinded.
Petitioner to make new application if she so desires.
On motion of James Piper seconded by W.B. Martin the Commissioner of
Public Health and Safety was authorized to proceed with the work of repairing and correcting
infractions in the Fire Alarm System at an expenditure of approximately $ 200.00 in accordance
with the report of the Railroad Commission.
On motion of Geo. W. Kilbern seconded by James Piper the petition of
property owners requesting the grading and graveling of Pacific Street between Santa Rosa
and Toro Streets was granted.

Petitions of property owners on High, Sandercock, Branch,Story, Ward, -..-
Hutton, King, Harris, Price and Cypress Streets were received requesting the improvement
of the said Streets. The City Clerk was directed to check the several petitions
and report to the Counci on missing names.
This being the date set by the Council for receiving bids for Fire Appar-
atus as provided for in the recent Bond Issue, the Council proceeded to open all bids
received, namely:

On motion of H.A. Gowman seconded by James Piper and carried the herein -
above mentioned bids were taken under advisement.
Ordinance No. 91 ( New Series ), An Ordinance fixing the Tax Levy for the
year 1922 -23 at $ 1.80.per one hundred dollars valuation was finally passed on motion of
H.A. Gowman seconded by W.B. Martin by the following vote
Ayes : W.B. Martin, H.A. Gorman , Geo. W. Kilbern, James Piper , L.F. Siasheimer.

Absent : None.
Chief of.Polioe W.F. Cook was directed to advise the Council relative to
report of the State Housing Commission in regard to certain violations of the State Hous
Laws existing in the City of San Luis Obispo.
Claims against the City for the month of August were ordered paid on
motion of H.A. Gorman seconded by W.B. Martin, subject to the approval of the heads of the
respective departments.
On motion of James Piper seconded by H.A. Gorman the meeting adjourned to
Monday,September 11th at 7:30 P6M.
