was directed to prepare plans and specifications for the Storm Drain known as the Beebee
Street Storm Drain.

The minutes of December.17th 1923 were read and approved as read on motion of

An application was receitred from Foster Kleiser Company for permit to erect
a sign.Board on the North side Higuera Street at the intersection of Marsh and Higuera St.,
adjoining monumental works of N. Troy. It was moved by Co Ii. Carpenter and seconded
by Geo. 19. Kilbern that the application-be granted. Discussion. Motion withdrawn.
It was then moved by Geo. Gil. Kilbern and seconded by W.B.I.1artin that the application be
referred to the Commissioner of Public Health and Safety for report. The motion carried.
Applications of the Midland Counties Public Service Corporation rl 69 -70 & 71
were granted on motion duly seconded , with the understanding that in the case of the
last named, the type of Standard used , meet the approval of the Commissioner of Public
Health and Safety.
In re application #:_'72 of the Midland Counties Public Service Corporation,
for permit to replace pole at.the corner of harsh and Chorro Street Mr. Greenleaf
with his attorney S.V,Wright , appeared and protested the erection of a pole at the said
location. The matter was discussed at length. It was moved by Chas. Forbes and
seconded by C.IVI.Carpenter that the application be laid over to the next meeting ; that the
Midland Counties Public Service Corporation be requested to take the matter up with

Idr. Greenleaf to,ascertain if matter can be amicably solved. The motion carried.
A�,plications of D. Muzio and the Quality Bakery for permit to connect with
the City Sewer on Monterey Street between Toro and Eases Street were,granted on motion of
Chas.Forbes seconded by Geo. 179 Kilbern.
Applications of the Pacific Telephone and Telegraph Company.for permit to
replace poles on Beebee Street , and on Liill Street between Grove Street and Grand Ave.
were granted on motion of Geo, l7. Kilbern seconded by Y,B.Martin.
On motion of Geo. 17. Kilbern seconded by W.B.Mattin the Union Oil Company
were granted permit to remove seven poles and to replace three telephone poles on Pismo
Street between Broad and Higuera Street.
On motion of Geo. W. Kilbern seconded by Chas. Forbes the Union Oil Company
was also permitted to excavate and lay a 2" telephone conduit across Toro Street,
between - pacific and Pismo Street.
Petition was received from Henry Redmond for transfer of Merchandising
license to J.P.Andrewe, at 1371 1-lonterey Street. The same was granted on motion of
C.M.Carpenter seconded by Geo. W.. Kilbern. ,
The, petition of I:Irs. M. Rogers for transfer of lodging house license
( St James Hotel ) to Margaret A. Phillipson was referred to the Commissioner of
Public Health and Safety for investigation and report on motion of Geo. 1•'1. Kilbern second
by Chas. Forbes.
The reports of the City Collector for the month of December and of
Vim. Mallagh, acting Police Judge, for the month of.Novo and a part of Dec. , and of
R.L.Perry Police Judge for part of December , were received and ordered filed on motion of
W.B.I -dartin seconded by C.I:I.Carpenter.
The petition of L.C.Bell for permit to construct a sign board 9 x 8 feet on
premises of P.J.O'Reilly on the north side.IvIonterey Street between Johnson and Ida Street
was granted on motion of 17,B.IvIartin seconded by Geo. W. Kilbern.
The petition of Adam Horn and others requesting the installation of a Gas
light Standard at the, corner of upper I:Ionterey Street and Ialurray Avenue, was laid over to
be taken up with other similar petitions:
A communication was received from the W.IrI.Rockwell Sign Co., requesting the
Council to impose a license on sign painters. The matter was discussed and on
motion of C.M.Carpenter seconded by Geo. W. Kilbern referred to the City Attorney to look
into the legal aspect, and if possible,.draft an amendment covering the situation. The
motion carried.
The applications of Mary J. Gnesa for license for Lodging house, Cigars
Sideline and Soft Drinks at 995 Higuera Street were referred to the Commissioner of
Public Health and Safety for report on motion of W.B.IIartin seconded by Geo. GJ. Kilbern.
Application of C.L.Evens for position as pumper at the Laguna Pumping Plant
was received and ordered filed on motion of Chas. Forbes seconded by Geo. ';d. Kilbern.
A communication was received from the local Order of Sciots requesting
permission to stretch banners.across 1onterey Street and Higuera Street for the purpose of
advertising " Indoor.Circus " to be held by that Organization at the;14Iinter•Garden,
Feb 21st to 25th.
The matter was discussed and on motion of Chas. Forbes seconded
by Geo. W. Kilbern_ was laid over for one week in order that the nature of the entertainment
might be ascertained.
A letter was received from the Santa I:1aria Gas Company in which it was.
proposed to sell to the City of San Luis Obispo, for a consideration of $- 500.00 - one 75
Horse power Westinghouse Motor, The price quoted to be in full satisfaction for said
motor , complete, as now installed with starter and switch at the Laguna Pumping Plant.
