Present 14.B.Martin , C.M.Carpenter, GeoeW.Kilbern, Chas Forbes , L.F.Sinsheimer. Absent done. The following applications for permit to build were received and same were granted on motion of W.B:Martin seconded by Chas Forbes: J.J.Connolly - Addition of Bath Room - Lot 26 Block 61 Cost 100600 Lizzie Tullman - Addition of screen Porch Block 61 " 50.00 Chris Steiner - New foundation, porch & remodel interior Block 18 Central Ad 800000 I,,U,,Robson - Addition of Screen Porch lots 18 & 19 Block 1 Central Ad 175.00 R.D.Watson - Two room House lot 3 Block 49 100000 On motion of Geo,.W.Kilbern seconded by Chas Forbes the following applicati for permit to connect with the City Sewer were granted: Henry Bode - Higuera Street between Carmel and Marsh Street Chris Steiner - Toro Street between`Pismo and Buchon Street. Applications of the Santa Maria Gas Company for permit to open trenches in streets at the following named locations were granted on motion of 111.B.Martin seconded by Chas Forbes , with the Provision that work be done to the approval of the Supt of Streets= On Higuera Street between Archer and Carmel'Stre'et On Buchon Street between Carmel and Archer Streets On Pisom Street at the intersection of Broad Street. Applications'of the Midland Counties Public Service Corporation Nos. 87 & 88 for permit to do certain work on Chorro Street between Upham and Broad Street, and on Broad Street south of Chorro Street , also on Osos Street between Leff and Church Street, were granted on motion of Geo,1719 Kilbern secoided by Chab Forbes* The application of M.v.Bettencourt for license to conduct a Restaurant at 859 Monterey Street was referred to the Commissioner of Public Health and Safety for report , on motion of Geo..1,Kilbern seconded by Chas Forbes. Applications of Gaynell Mc Ilmoil and kabel Snyder for license for Lunch Counter and Soft Drinks at Marsh and Toro'Streets','referred to the Commissioner of Public Health and Safety for report on motion of Geo.W.Kilbern seconded by Chas Forbes. Petition of Florence Be Watson requesting that Water Main be'installed on Buchon Street between Archer and Carmel Street was referred without objection to the Commissioner of Public Works for investigation. Petition of Rodgers Grocery for transfer of license for Merchandise ( Groceries), Cigars Sideline and Soft Drinks at 1034 Morro Street to C.D.Howe was granted on motion of C.M.Carpenter seconded by VI.B.11artin. The Merchandising Bond of L,A,Wilson and A Horn, Surety O.H.Horn, was ref to the Commissioner of Finance and Revenue for report on motion of C.Id,Carpenter seconded by Chas Forbes. Applications for the regular quarterly licenses were granted on motion of C.M.Carpenter seconded by Chas Forbes. The application of G. Studle for license to carry Cigars sideline on peanut and popcorn wagon was granted upon favorable report and motion of C.M.Carpenter seconded by Geo, We Kilbern. In re wagons or cars on Streets from which merchandise -is sold: Discussion. City Attorney requested to furnish Council with a draft of Ordinance covering same. 1 1 1 1 1 Upon protest of property owners in the immediate vicinity , the application of Foster & &leiser Co., for permit to erect advertising sign Boards on lots 9 & 10 Block 91 and on lots 7 & 8 Block 121 , Broad and Leff Streets respectively, was denied. The request of the Union Oil Company of California for permission to renew its two pipe lines , the full length of Pismo Street, approximately 6,300 ft was granted on motion of Chas Forbes seconded by Geo. W.Kilbern when Superintendent Lafe Todd explained the method of proceedure and assured the Council that the street would be left in a condition fully satisfactory to the City. Matter relative to the petition of the Valley Electric Co for permit to hang an Electric Sign at the Roma Restaurant ( 879 Monterey Street ) was continued. L.A.Enos, representing the executive committee of the U.P.E.C., appeared before the Council and requested the City to defray the expense of installing and removing a lighting system , furnished by the Chamber of Commerce , for illuminating the main street of the City during convention week of the U.P.E.C. Discussion. It was moved by Chas Forbes and seconded by C.II.Carpenter that the Council cooperate with the entertain- ment committee and string the wires as requested. Motion carried. In re stray Dogs and other animals: Commissioner of Public Health and Safety stated that Hamilton Bassett had recently suggested an arrangement whereby the matter might be handled. It was suggested that a tentative scheme be presented by IMIr Bassett. On motion of Geo,W.Kilbern seconded by Chas Forbes the salary of W.L.Payton was increased in the amount of $ 10.00 per month, same to become effective October 1st. Mayor L.F.Sinsheimer informed the Council that Contractors working on Marsh St 'paving had felled two trees at his premises, had cut a third tree to such an extent that it was a menace to life and had attacked a fourth tree. He requested that the third tree be felled; that the fourth tree be inspected, and if considered a menace that that also be removed. Discussion. It was moved by W.B. Martin and seconded by C,H.Carpenter that the Commissioner of Public Works have the one tree felled and ascertain the condition of the fourth tree, with view to removal if same was considered a menace Lengthy discussion followed and the motion was finally withdrawn. Mayor Sinshei.mer stated.and.wighed incorporated in.the minutes his notification..to -.1.- the Council of the condition of.the trees and his request that the Council have the same removed and that the Council refused to take any action. It was moved by Chas Forbes and seconded by Geo.W.Kilbern that the parties responsible for the one tree being in the present condition be ordered to remove same , and if both trees are considered a menace , that both be removed. Commissioner Carpenter took exception to the above motion and with consent of the second the same was withdrawn. The following motion was then offerad by C.M,Carpenter seconded by' Chas Forbes and carried That the certain tree on Marsh Street , being the most easterly of two Eucalyptus trees near Osos Street, is hereby declared to be a public menace and in a hazardous condition and is hereby ordered removed by party responsible for its present also condition, and that the most westerly of said two trees be removed by same party if found by the Street Superintendent of the City of Ban Luis Obispo to be in a hazardous condition.
