City Hall, Monday, January 5th, 1931, 7;30 p,.M.
City Council met in regular session - I:ayor 1. F. Sinsheimer. presiding.
Present:. Chas.. Forbes, L.J. Defosset, H.H. Cox, John Chapek, L.F. Sinsheimer.
Absent. None
Minutes of December 1st, 8th, 15th and 29th, were read and approved as read on
motion of L. J. Defosset seconded by Chas. Forbes.
The application of Clarence Rubell for permit to build a residence and double
garage on Lot 11, Block 4, Anholm Addition, at a cost of $ 3500.00 was granted, on motion of
H. E. Cox, seconded by L. J. Defosset, with the provision'that the construction of the garage
be delayed until further action of the Council.
The application of J. H. Hoover'for..permit to raze old barn and garage on Lot 10,
Block 3, I;cBride Tract and reconstruct on Lot 9, Block 3, ':�cBride Tract -was granted on :aotion
of H. B. Cox seconded by Chas. Forbes.
The applications of Frank Hoyt for licenses for Lunch Counter, Cigars Sideline and
Soft Drinks at 421 Higuera Street were referred to the Commissioner'of public Health & Safety
for report to the Council on motion of H. E. Cox seconded by John Chapek.
The Iderchandising Bond of the.Purity Stores Inc., in the amount ofa 200.00, Surety
Union Indemnity Company, was received and on motion of Chas. Forbes seconded by John Chapek.
the Surety was accented and the bond approved.
On motion of H. E. Cox seconded by L. J. Defosset the application of E. M. Payne
for permit to out pavement in front of J. L.. Anderson's property on Dana Street between
Nipomo Street and Steitiier Creek was granted with the provision that the.work be done under
the supervision of the City Engineer.
The reports of the City Clerk for the month ending November 30th, 1930, and those
of the City Collector and the Police Judge for.the month ending December 31st, 1930 were
received and ordered filed on motion of Chas. Forbes seconded by H. E. Cox.
The claim of I. L. Ryder in the amount of Q61,403.18 for the construction of Santa
Rosa, French and Chorro Street Bridges, same being estimate No. 4 of warren B. Burch, Engineer
in charge, was ordered paid on ,aotion of H. E. Cox seconded by L. J. Defosset.
Claims against the City for the month of December 193 0, were ordered paid on
motion of Chas. Forbes seconded by John Chapek, subject to the approval of the heads of the
respective departments.
On motion of L. J. Defosset seconded by H. E. Cox the following applications for
licenses were granted: William Gebhardt and Leo Stefni, Soft Drinks, Cigars Sideline and
Lunch Counter at Greyhound Stage Depot, Monterey & Essex Streets.
The application cf the Valley Electric Company for permit to hang a horizantal Neon
electric sign at George U1. McCabe's garage at 1034 Monterey Street was granted on motion of
L. J. Defosset seconded by Chas. Forbes, with the provision that the sign be hung in accordance
with the provisions of the existing Ordinance and under the supervision of the City Engineer.
Matters in re petition of R. S. Shatford for Official Street grade on Lizzie Street
between Johnson Avenue and Fixiline Street and the communication of the Chamber of Commerce
in re painting names of streets on curbs at street intersections, were laid over to the next
aeeting.
The matter of the Hearing on the protest of Ralph C. Kennedy relative to the proposal
to establish a new street grade on Islay Street between Beach Street and Carmel Street,

'esolution of Intention No. 334 (New Series) Was now taken up. Discussion followed, and,
Resolution No. 342 (New Series), A Resolution overruling and denying protests filed
against the proposed change of. grade on Islay Street between Beach. Street and Carmel Street
was introduced and adopted on motion of H..E. Cox seconded by John Chapek by the following
vote:
Ayes: Chas. Forbes, L. J. Defosset, H. E. Cox, John.Chapek.
Noes: L. F. Sinsheimer
Absent: None
Ordinance No. 148 (New Series), An Ordinance changing the official curb grade on
Islay Street between Beach Street and Carmel Street was introduced and passed to print on
motion of H. E. Cox, seconded by L. J. Defosset by the following vote:
Ayes: Chas. Forbes, L. J. Defosset, H. E. Cox, John Chapek.
Noes: L. F. Sinsheimer
Absent: None
The application of Nary Rudolph for permit to lay 88 feet of 5 foot park sidewalk
and curbing on the north side of Islay Street between Beach Street and Carmel Street was
granted on :notion of H. E. Cox seconded by John Chapek.
The application of the Union Oil Company for permit to cut curb and storm drain at
P:ionterey and Essex Streets in accordance with blue print and petition on file was re- referred
to the Union Gil Company for new plans on motion of H. E. Cox, seconded by L. J. Defosset.
The matter of the petition of H. C. Figge, et. al., praying the Council for permit
to connect a proposed server system for California Park and Arlington Subdivisions, contiguous
territory to the City of San Luis Obispo, with the main public sewer of the City of San Luis
Obispo was again taken up. The matter discussed and on notion of H. E. Cox seconded by
L. J. Defosset was laid over to the next meeting for Engineer's report.
The matter of the Hearing on protests for the improvement of Ida Street and rights
of way owned by the City of San Luis Obispo, (Ida Street Bridge), Resolution of Intention
No. 319 (New Series), was continued to January 12th, 1931, at 7 :30 P.Pd. on motion of L. J.
Defosset seconded by Chas. Forbes.
