City Hall, Monday, February 2nd, ]1931, 7 :30 P.M.
City Council met in regular session - P:Iayor L. F. Sinsheimer presiding.
Present: Chas. Forbes, L. J. Defosset, H. E. Cox, John Chapek. L. F. Sinsheimer.
Absent : None
The minutes of January 19th and 26th were read and approved as read on motion of
Chas. Forbes seconded by L. J. Defosset.
The following applications for permit to build were granted on motion of H. E. Cox
seconded by John Chapek:
John Norton - Store and Office Building part of lot 3 Block 96 Mi'V. Tr. cost $18,000.00
Sylvia V. Tulloh - Store room lot 14, Brizzollara Addition cost 150.00
The application of Edward :J. Lipson for license for auctioneer at 888 Monterey
Street was granted on motion of L. J. Defosset seconded by Chas. Forbes, with the provision
that the ;merchandise sold is bonified stock, and none other, than the stock of the R. I.
Lawrence Company.
An application was received from the International Harvester Company of America
by E. B. Hershberger, representative, for permit to exhibit a full size reproduction of the
original 1831 reaper mounted on a motor truck directly in front of the Obispo Theatre on
Sunday, 6:00 to 9:00 P.M., February 15th, and again on I,ionday, February 16th, 1931, from
10:00 to 12 :00 noon and requested parking space for said exhibit. The application was
granted on motion of L. J. Defosset seconded by H. B. Cox with the provision that parking
space allotted be under the supervision of the Chief of Police.
The application of Cline's Electric Shop for permit to install seven Neon signs
at the Pioneer Market in accordance with application on file was referred to the Commissioner
of Public Health and Safety for report to the Council on motion of Chas. Forbes seconded by
The application of the I: ?idland Counties Public Service Corporation No. 187 for
permit to change position of a pole on !;!ill Street between Johnson Avenue and Ida Street to
clear driveway of Theadore _.Iaino's residence at 1414 I, ?ill Street was referred to the
Commissioner of Public ,'forks with power to act on motion of John Chapek seconded by
Chas. Forbes.
Application of I:Iidland Counties Public Service Corporation Ido. 188 for permit to
do certain work in connection with rebuilding lines in the vicinity of Sycamore Street
between Santa Rosa Street and Morro Street was referred to the Commissioner of public Works
for report to the Council on motion of Chas. Forbes seconded by L. J. Defosset.
The report of the City Treasurer for the month of December and the report of the
Police Judge for the month of January were received and ordered filed on motion of Chas.
Forbes seconded by John Chapek.
The Claim of Irving L. Ryder in the amount of 69.87 being amount assessed against
the City of San Luis Obispo - Assessment No. 321 - part of Block 5, Schwartz Addition, for
Ida Street Bridge Improvement, Resolution of Intention No. 319 (New Series) was ordered paid
on motion of H. E. Cox seconded by Chas. Forbes.
A communication was received from ',7. B. Burch, Engineer, in which he reported to
the Council that the construction of Santa Rosa, French and Chorro Street Bridges had been
completed b;T the Contractor, Irving L. Ryder, in accordance with plans and specifications
I adopted therefore. On motion of H. E, Cox seconded by Chas. Forbes the co- amunication was
received and placed on file and the work ordered, accepted in accordance with the said report.
The claim of Irving L. Ryder in the amount of $289.27 for the construction of Santa
Rosa, French and Chorro Street Bridges, same being Estimate No. 5 of Warren B. Burch, Engineer
in charge, was ordered paid on motion of H. E. Cox seconded by L. J. Defosset.
Claims against the City for the month of January were ordered paid, on motion of
Chas. Forbes seconded by John Chapek, subject to the approval of the heads of the respective
departments.
The City Engineer filed a list of "Unpaid Assessments" on the improvement of Garden,
Pacific and Pismo Streets, under Resolution of Intention No. 322 (New Series), and the time
for Hearing on the issuance of bonds to cover said unpaid assessments was set for February
16th, 1931, at 7:30 P.M.
It was ordered that the policy with the State Compensation Insurance Fund covering
City Employees be renewed as of February 7th, 1931.
On motion of L. J. Defosset seconded by H. E. Cox the following named were
designated as regular volunteer firemen:

The application of the Valley Electric Company for permit to hang a horizontal, Neon
sign 8' x 4', weight 150 pounds at the Ford Garage in conjunction with present storage sign,
was granted with the provision that the work be done under the supervision of the City Enginee
and in accordance with the provisions of Ordinance.
The matter of the establishment of the official grade on Lizzie Street; matter in
re licensing of wholesale peddlers, and, the petition of H. C. Fig:ge, et al., for connecting
a proposed sewer for Calif nrnia Park and Arlington Subdivisions with the main public sewer of
the City of San Luis Obispo was continued to the next meeting.
On motion of Chas. Forbes seconded by L. J. Defosset the City Engineer was directed
to furnish the Council vid th plans and specifications for the construction of a sewer from the
junction of Nipomo Street and I. -.ill Street, along Villa Street and Brizzollara Street, to the
junction of Higuera Street and Marsh Street.
The matter of the improvement of Pacific Street was now taken up and the City
Engineer presented plans and specifications for the improvement of the said street, and,
Resolution No. 344 (New Series), A Resolution directing the City engineer to furnist
plans and specifications for the improvement of a portion of Pacific Street in the City of San
Luis Obispo was introduced and adopted on motion of Chas. Forbes seconded by L. J. Defosset
by the following vote:
Ayes: Chas. Forbes, L.J. Defosset, H.E. Cox, John Chapek, L. F. Sinsheimer.
Noes: None
Absent: None
The map shoving boundaries of assessment district for the improvement of a portion
of Pacific Street in the City of San Luis Obispo was presented and ordered filed.
Resolution No. 345 (New Series), A Resolution adopting plans and specifications for
the improvement of a portion of Pacific Street in the City of San Luis Obispo was introduced
