City Council met in regular session - IJayor L. F. Sinsheimer presiding.
Present: Chas. Forbes, L. J. Defosset, I;. E. Cox, L. F. Sinsheimer.
Absent: John Chapel:.
The minutes of February 16th and 24th were read and approved as read on motion'of
Chas. Forbes seconded by H. E. Cox.
The following applications for permit to build were received and granted on motion
of H. E. Cox seconded by L. J. Defosset:
R. Id. Bernard - To raise frame improvements on the northerly 36 feet of lot 1, Block 182,
Ingleside Tract and erect brick building on said site Cost 3000.00

following applications for permit to connect with City Sewer were
granted:

Application of the Midland Counties Public Service Corporation ldo. 189 for permit
to set two 55 foot poles at curb line in front of the Southern Pacific Lilling Company's
property, Santa Barbara avenue between High Street and Upham Street, and hang three transformers,
was granted on motion of H. E. Cox seconded by Chas. Forbes.
The request of the American Legion Auxiliary, Post No. 66, for permit to sell poppie
for the disabled veterans on Saturday, 1-,ay 23rd, 1931, was granted on motion of L. J. Defosset
seconded by Chas. Forbes.
The application of Cline's Electric Shop for permit to install one "vertical Olock
Sign" at the E. J. Hepburn Jewelry Store at 888 i:Ionterey Street was received and referred to
the Commissioner of Public Health and Safety for report to the Council on motion of Chas. Forb,
seconded by H. E. Cox.
The reports of the City Clerk, City Treasurer, and Pound Piaster for the month of
January and those of the City Collector and Police Judge for the month of February were
received and ordered filed on motion of Chas. Forbes seconded by H. E. Cox.
Claims against the City for the month of February were ordered paid,subject to the
approval of the heads of the respective departments on motion of Chas. Forbes seconded by
L. J. Defosset.
A petition was received from L. A. Danielson et al., requesting the Council to
improve Archer Street between Iaarsh Street and Pismo Street by paving. Discussion. Cn
Motion of H. E. Cox seconded by Chas. Forbes the petition was received and referred to the

City Engineer for checking and report to the Council.
This being the date set for Hearing of protests on the matter of the proposed
improvement of I✓acific Street in accordance with Resolution of Intention No. 346 (New Series),
the matter was now taken up. Ro written nor verbal protests were received.
Resolution No. 348 (New Series), A Resolution ordering certain work on a portion
of Facific Street, as described in resolution of Intention Ido. 346 (New Series), and setting
the date for receiving bids for the said proposed work for the 30th day of ILarch, 1931, up to
7:30 P.i:., was introduced and adopted on motion of L. J. Defosset seconded by Chas. Forbes by
the following vote:
Ayes Chas. Forbes, L. J. Defosset, H. E. Cox, L. F. Sinsheimer.
Noes : None

The application of Foster _ Kleiser and Company for permit to erect a two panel
advertising sign -board in Block 17, north side of Higuera Street between Morro Street and
Court Street, was granted on motion of L. J. Defosset seconded by H. E. Cox.
The matter of the application of the Valley Electric Company for permit to erect a
Neon electric sign at E. L. O'Reilly's Service Station was taken up, and, after discussion,
the application was granted on motion of L. J. Defosset seconded by Chas. Forbes, with the
provision that the sign be erected in such a .;canner that the same will not extend over side-
walk, and with the further provision, that the work be done under the supervision of the City
Engineer.
On motion of L. J. Defosset seconded by Chas. Forbes the application of the galley
Electric Company for permit to erect a neon Electric sign at the Greyhound Coffee Tavern,
I::onterey Street and Essex Street was granted with the provision that the sign be erected in
accordance with the provisions of Ordinance and under the supervision of the City Engineer.
Application of G. W. Davidson for permit to hang a wooden sign flush with the
building at 663 Higuera Street was granted on motion of L. J. Defosset seconded by Chas. Forbes,
The matter of the application of-Cline's Electric Shop for permit to erect seven
Neon signs at the Pioneer Market was again taken up. It was moved by L. J. Defosset and
seconded by Chas. Forbes that the application for the placing of six signs flush with the
building be-granted, while action on the application for permit to place a sign at the corner
of Idarsh and Morro Street was continued for further consideration.
Application of the Yidland Counties Public Service Corporation No. 190 for permit
to replace a pole on Upham Street at Ruth Street was granted on motion of H. E. Cox seconded
by Chas. Forbes.
Application of H. C. Knight for permit to lay 50 feet of 3 foot park sidewalk
and curbing on the north side of Woodbridge Street between Broad Street and Lawton Street,
s laid over pending the establishment of grades.
On motion of L. J. Defosset seconded by Chas. Forbes the following licenses were
ordered cancelled:

Following discussion relative to collection of certain unpaid licenses, it was moved
1by L. J. Defosset and seconded by H. E. Cox that the City Attorney take the necessary legal
steps to enforce payment of such unpaid licenses.
The matter of grades on Lizzia Street was again continued.
Resolution Iio. 349 (New Series), A Resolution designating certain street inter-
sections at which "II" turns are prohibited was introduced and adopted on motion of L. J.
Defosset seconded by H. E. Cox by the following vote:

Resolution No. 350 (New Series), A Resolution declaring a portion of ?;'arsh Street
to be and constituted a boulevard was introduced and adopted on motion of L. J, Defosset
seconded by Chas. Forbes by the following vote:
Ayes Chas. Forbes, L. J. Defosset, H. F. Cox, L. F. Sinsheimer.
Noes . None
Absent: John Chapek.
There was discussion relative to the matter of licensing the selling of produce at
lwholesale, from trucks. The City Attorney was directed to bring an ordinance covering same
for the next meeting of the Council.
There was discussion relative to matters pertaining to General Llunicipal Election to
be held in the City of San Luis Obispo on the 6th day of April, 1931.
The City .Engineer presented plans and specifications for division "0" Sewer, i e.-
from a point at the junction of i;iill Street and Nipomo Street along Villa Street and
Brizzolara Street to the junction of Higuera Street and Liarsh Street. Matter to be taken up
at the next -neeting.
Hirs. Kohler appeared before the City Council and requested that certain trees on
Liarsh Street be trimmed. The matter was referred to the Commissioner of Public Uorks and the
City Engineer for report to the Council.
On motion of Chas. Forbes seconded by L. J. Defosset the meeting adjourned to Monday,
March 9th, 19310 at 7 :30 P'm.
