The report of the City Treasurer for the month of July and the reports of the City
Collector and the Police Judge for the month of August were received and ordered filed on
T.
.notion of John Chapek seconded by H. E. Cox.
Claims against the City for the month of August were ordered paid subject to the
approval of the heads of the respective departments on motion of John Chapek seconded by
H. E. Cox.
The matter of unpaid licenses was taken up, and referred to the Police Department
for report at the next meeting. , ;latter to be:-made special order of business for September
14th, 1931.
Applications of W.I.Richardson for license for Lunch Counter at 1804 Osos Street
and.of bars. B. halters for license for Palmistry and Astrology were again laid over pending
report of Commissioner of Public Health and Safety.
Application of Mrs. W. H. Mills for permit to lay curbing on High Street again
continued.
C. A. Younglove appeared in re alleged nuisance - Creamery plant in Block 86,
Discussion. It was moved by H. 3. Cox and seconded by John Chapek that the matter be
referred to the Police Department for control. Also, to the City Attorney to investigate
and advise Council whether or not matter can legally be classified as a nuisance.
On motion of J. B. Berkemeyer seconded by H. E. Cox the meeting adjourned to
Monday, September 14th, 1931 at 7.30 P. MI.

City Council met in adjourned session - I:iayor L.F.Sinsheimer presiding.
Present : J.B.Berkemeyer, John Chapek, H.E.Cox, L.J.Defosset, L.F.Sinsheimer.
Absent : None.
The Herchandising Bond of T.G.Smith, Surety H.E.Bill, was received and on motion of
John Chapek seconded by H.3.Cox the Surety was accepted and the Bond approved.
The application of Christine Hoerntlein for permit to lay 86 feet of full width
sidewalk on the north side of Palm Street between Essex Street and Johnson Street was granted
on motion of H.3.Cox seconded by J.B. ierkemeyer.
The application of ''..L.Burton for permit to construct a concrete retaining wall on
the north side of San Luis Obispo Creek in Block 10 was laid over for further detail.
Application of the Safeway Store ;x382, at 779 Marsh Street, and of N,Tsunashima, at
100 Higuera Street for licenses for Soft Drinks were laid over to the next meeting of the
Council for report by the Commissioner of Public Health and Safety.
On motion of H.B.Cox seconded.by L.J.Defosset the following applications for permit
to connect with the City Sewer were granted :
Prirs.M.Rudolph : Islay Street between Beach Street and Carmel-Street,
Mrs.C.Mosquida : Osos Street between Sycamore Street and Peach Street.

Application of N.Davis for permit to construct and operate a Barbecue Pit at
569 Higuera Street (E.J.Leitcher property) was referred to the Commissioner of Public Health
and Safety for report to the Council.
Communication from N.S.Lewin relative to Insurance was received and ordered places
on file on motion of John Chapek seconded by H.E.Cox.
This being the time and place fixed for Hearing on the issuance of Bonds to cover
unpaid assessments for the imphovement of Pacific Street, under Resolution of Intention No.34E
(New Series) the matter was now taken up.
Resolution No. 363 (New Series)
No written or verbal protests were made.
A Resolution relating to the issuance of
Improvement.Bonds'of the City of San Luis Obispo, pursuant to Resolution of Intention No.346
(New Series), determining the amount of unpaid assessments, prescribing the denominations of
such Bonds, and providing for their issuance and delivery was introduced and adopted on motiox
of L.J.Defosset,seconded by H.E.Cox by the following vote :
Ayes : J.B.Berkemeyer, 'John Chapek, H.E.Cox, L.J.Defosset, .L.F.Sinsheimer.
Noes : None.
Absent : None.
On motion of L.J.Defosset seconded by H.E.Cox the application of i4re.D.Waltere fox
license for Palmistry and Astrology was denied.

On motion of L.J.Defosset seconded by J.B.Berkemeyer the applications of Wm.P,Inmaj
and Anna I:Y.Shurragar for license for Lunch Counter and Rooming H ®use at 1177 I:Iarsh Street and
743 Buchon Street, respectively, were granted.
The petition of Guy N. Baldwin for permit to install two gasoline pumps and tanks-
( 2 - 550 gal. each ) at E1 Camino Service Station, Higuera and walker Streets, was granted ox
motion of L.J.Defosset seconded by J.B.Berkemeyer with the provision that work be done under
the supervision of the City Engineer and in accordance with rules and regulations of the
Board of Fire Underwriters.
Application of Mrs.W.H.Mills for permit to lay 70 feet of curbing on High Street
was continued pending establishment of street grade.
On motion of John Chapek seconded by H.E.Cox the Merchandising Bond of E.J.Hepburn,
Surety A.O.Goranson, was ordered cancelled and the Surety discharged.
On motion of L.J.Defosset seconded by J.B.Berkemeyer the following licenses were
