SUBJECT: BOB JONES TRAIL CONNECTION AT LOS OSOS VALLEY ROAD
SPECIFICATION NO. 91098
RECOMMENDATIONS
1. Approve Plans and Special Provisions for Bob Jones City-to-Sea Trail at Los Osos Valley Road,
Specification No. 9 I 098.
2. Approve the transfer of up to $203,323 into the construction phase of the project account at the
time of project award: 8147,323 from the Railroad Safety Trail Phase 4 project account, and
$56,000 from the Railroad Safety Trail Hathway to Taft project account.
3. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the
lowest responsible bid is less than $1,000,000.
DISCUSSION
The Bob Jones City-to-Sea Trail is envisioned as a continuous Class 1 bike trail which will provide
bicyclists a safe route between San Luis Obispo and Avila Beach. The Bob Jones City-to-Sea Bike
Trail Route Plan was approved by City Council on July 5, 2005. Segment #3 of this plan is
identified as the portion of the trail between Prado Road and Los Osos Valley Road, and is located
primarily on City property adjacent to the Water Reclamation Facility. In addition, this project is a
high priority as identified in the City's current Bicycle Master Plan
In2007, the City completed the majority of Segment #3 of the plan. The project completed atthat
time included the construction of the pathway from Prado Road to a point adjacent to Prefumo
Creek, north of Los Osos Valley Road. At that time, sufficient project funds were not available to
complete the design and construction to connect to Los Osos Valley Road; the pathway currently
terminates with a dead end on the north side of Prefumo Creek (See Attachment 1).
This project will extend the pathway southward providing a connection to Los Osos Valley Road. A
new pedestrian/bikeway bridge will be constructed over Prefumo Creek, east of US 101. The
pathway will then continue southward connecting to Los Osos Valley Road at a signalized
intersection. Traffic signal modifications are included in the project scope and will provide for an
all-direction bicycle "scramble" phase allowing bicyclists to cross Los Osos Valley Road while they
enter or exit the Bob Jones trail. The portion of the project south of Prefumo Creek is within State
right-of-way, and as such, has been reviewed and approved by Caltrans.
A future City project will extend the pathway from Los Osos Valley Road to South Higuera Street,
beyond the City limits. That project is currently in its preliminary phase where the exact alignment

is being studied and finalized. Additional funding is included in the 2013-15 Financial Plan with
construction of this future phase scheduled for 2016. Additional phases of the pathway will extend
it even fuither south, and will be managed by San Luis Obispo County. The ultimate objective is to
complete the continuous pathway to Avila Beach.
CONCURRENCES
The project has received environmental clearance through an Initial StudyÀtregative Declaration
pursuant to the California Environmental Quality Act (CEQA) as well as a Categorical Exclusion
pursuant to the National Environmental Policy Act (NEPA).
The portion of the project south of Prefumo Creek is within State jurisdiction, and has been
reviewed and approved by Caltrans. This review has included a State-required oversight of the
bridge design by the Caltrans Office of Specially Funded Projects, located in Sacramento.
Additionally, the review of traffic signal modifications and other improvements at the Los Osos
Valley Road intersection have been reviewed and approved by the Caltrans District 5 Ofhce of
Encroachment Permits.
A Streambed Alteration Agreement has been issued by the California Department of Fish and
Wildlife for the bridge construction component of the project. All mitigation measures associated
with this agreement have been incorporated into the project's plans and specifications.
The project will require a City-issued Building and Grading Permit. The application for these
permits has been submitted to the Community Development Department's Building Division, and is
currently pending.
FISCAL IMPACT
This project's available budget is $900,744. V/ithin this amount are $66,744 of general funds, an
Urban State Highway Account (USHA) grant for $234,000, and a Transportation Effrciency Act
(TEA) grant for $600,000. The TEA grant was allocated by the California Transportation
Commission on March 6, 2013, and contains a deadline of September 6, 2013 to award the
construction contract. Failure to meet this condition will result in the loss of the TEA grant funding.
The Engineer's Estimate for the construction costs is $750,000, and it is estimated that the existing
project budget will be sufficient to cover all construction costs. Staff is recommending the City
Manager be authorized to award a contract up to $1,000,000 to prevent loss of the TEA grant as
stated above. Transportation Improvement Funds are available in the remaining budget of the
completed Railroad Safety Trail Phase 4 project account ($I47,323), as well as the current Railroad
Safety Trail Hathway to Taft project ($56,000) to augment this project budget if needed. These
funds are available because Railroad Safety Phase 4 is complete, and bids for Hathway to Taft came
in lower than anticipated. A complete breakdown of the project's construction funding is shown in
the following table:
