City Council met in adjourned session - Mayor L.F.Sinsheimer presiding.
Present : :T.B.Berkemeyer, L.J.Defosset, R.P.Howell, Joseph Leary, L.F.Sinsheimer.
Absent : None.
The matter of considering bids received by the Council on October 19th 1938,for a
public fire alarm and public emergency alarm system was taken up. After discussion, it
was moved by L.J.Defosset seconded by Joseph Leary and carried, that the bid of The Gamewel
Company in the amount of $ 1,925.40 for furnishing equipment only complete delivered in the
City of San Luis'Obispo be accepted.
The matter' of Street decorations for'the official opening of # 101 Highway over
Cuesta laid over the the next meeting.
On motion of J.B.Berkemeyer seconded by L.J.Defosset the meeting adjourned to
Monday, October 31st 1938, at 7:30 P.M.

The minutes of October 17th, 19th, 24th', 28th and 31st read and approved
as read.
The following applications for permit to build were granted:

Protest of adjoining property orner read. Matter discussed and on motion of J. B.
Berkemeger, seconded by R. F. Howell, the application was laid over for further con-

The following applications for permit to lay curbing were referred to the
Commissioner of Public Works for investigation and report to the .Council:
H. A. Borah - 56 ft, curbing Chcr ro Street between Mt. View Street and
Center Street.
E. L. Williams - 56 ft. curbing - Chorro Street, between Mt. View Street and
Center Street.

Application of Plus. Irene ?. Carpenter for permit to lay 4 ft. park side-
walk without curbing on Leff Street between Chorro Street and Morro Street, also, to
repair driveway, referred, on motion of J. B. Berkemeyer, seconded by R. P. Howell to
the City Engineer for investigation and report.
Petition of Local Red Cross Chapter for permit to hang Red Cross Flag for
Annual Red Cross Roll Call, granted.
Petition of M. C. Halpin for permit to remove six trees from park area of
sidewalk at 116 Chorro Street ( Anholm Addition ) granted on motion of J. B. Berkemeyer,
seconded by R. P. Howell with the provision that other trees be planted in lieu thereof.
Petition of Rundle's Inc. for permit to hang a double face Neon Sign for
G. H. Shadinger at 1129 Monterey Street referred to the Commissioner of Public Health
and Safety for investigation and report to the Council.
Petition of the Santa Maria Gas Company for permit to replace old 4Q" gas
main with a 3" main, on Santa Rosa Street between Mill Street and Marsh Street, referred
to the City Engineer for investigation and report to the Council.
Application of W.clker Roofing Company (by F. Waldron ) for registration as
class "F" Contractor, together with U. S. Fidelity & Guaranty Company Bond in the amount
of x',500.00 and registration fee of $15.00 received, and on motion of R. P. Howell,
seconded by J. B. Berkemeyer, it was ordered that the surety be accepted, bond approved
and registration granted.
The reports of the City Collector, Police Judge and Pound I.4aster for the
month of October received and ordered placed on file.
The claims of Harry E. Haskins, Sheriff, of the County of San Luis Obispo,
for the month of September in the amount of a ?36.00 being for 144 meals at 25q per meal,
and also, for the month of October in the amount of $61.50 being for 246 meals at 25y
per meal, furnished prisoners committed to the County Jail by Police Judge, were refused
and denied on motion of J. B. Berkemeyer, seconded by L. J. Defosset.
Claims against the City for the month of October were ordered paid subject
to the approval of the heads of the respective departments and the Mayor, on motion of
R. F. Howell, seconded by L. J. Defosset.
L. W. Carroll of Foster & Kleiser Sign Posting Company appeared and filed
four apolica,tions for permit to place signs: locations specifically set out in appli-
cations on file. ipplica.tions referred to the Commissioner of Public Health and Safety
for investigation and report to the Council.
The Gamewell Company to be supplied with a Certified Copy of minutes of
October 28th, 1938 re- acceptance of their Bid for a Diaphone Horn Fire Alarm.
Matter of applications of H. J. Bello, for permit to recess curb and ramp
sidewalk on Broad Street between 7.Tarsh and Pacific Street, also to in3tall light-
standards, was under discussion. Matter laid over for future consideration and con -
sultations with applicant.
Letter from American Legion Post #66 re: celebration of Armistice Day
ordered placed on file.

The following applications for permit to repair, and lay sidewalks were
granted on motion of J. B. Berkemever, seconded by L. J. Defosset, work to be done under
supervision of the City Engineer:
J. L. Anderson - To repair 90 sq.feet of sidewalk at Monterey & Morro Streets.
Eric Wickenden - To replace 64 sq. ft. of sidewalk on easterly line of Chorro
Street', between Higuera and Monterey Streets.
Chas. E. Chaffin - To lay 50 ft. of 5 ft. park sideealk on east side Nipomo-Street,
between Islay Street and Leff Street.
Petition of Standard Oil Company for permit to pave service yard at Higuera
and South Streets, also a portion of South Street adjoining said yard was taken up.
Report of City Engineer read. Matter discussed and on motion of J. B. Berkemeyer,
seconded by R. P. Howell, the petition was granted.
City Attorney to furnish Council with a draft of set back and Zoning
(Ordinance.
Upon announcement of the death of Superior Court Judge Thomas A. Norton,
it was moved by J. B. Berkemeyer, seconded by L. J. Defosset and carried, that a suit-
able resolution in respect to the memory of Judge Norton be prepared and that when this
Council adjourns,; it do so in respect to the memory of the deceased:

It is with deep regret that the City Council of the City of San
Luis Obispo records the death on November 6, 1938 of a former Chief
Executive of the City of San Luis Obispo, Thomas A. Norton.
Born in Calgary, Canada, Thomas A. Norton came to San Luis Obispo
at the age of three years with his parents, in the year 1879.
He received his early education in the City of San Luis Obispo, later
attending Santa Clara University.
In 1901 he was admitted to the Bar of California. Throughout his life
he took an active part in civic and governmental affairs both of the
City and the County of San Luis Obispo.
He served the City of San Luis Obispo as City Attorney from July 16,
City on May 15, 1913 -
1906 to May 15, 1913 and then became Mayor of the
December 30, 1914. On January 4th, 1915 he became Judge of the

Superior Court of the State of California, and
office he held at the time of his death.
