City Council met in adjourned session - Mayor L.F.Sinsheimer presiding.
Present: J.B.Berkemeyer, L.J.Defosset, R.P. Howell, Joseph Leary, L.F.Sinsheimer.
Absent: None
The general purpose'of the meeting was for discussion of a proposed
Plumbing Code.
On motion of L. J. Defosset, seconded by J. B. Berkemeyer the meeting
adjourned.

The minutes of February 20th and 27th and March 1st were read and approved
as read.
The following applications for permit to build were granted on motion duly
seconded and carried.
Mary A. O'Reilly Three Camp Cottages, lots 1 & 2, Hollywood Cost 59400.00
Rachel Bayley - Repair Residence, Block 12 " 50.00
Fred Witcosky - Residence & Garage, pt lot.10, Block 152,
F..arford Addition, Cost 21500.00
The latter application granted with the
provision that Contractor named therein
take license for contracting.
On motion of J. B. Berkemeyer, seconded by R. P. Howell, the application of
Louis R. Heyd for permit to raise a building on lot 2, block 9 granted.
The application of M. Garcia for license for Soft Drinks at 846 Palm Street
was referred to the Commissioner of Public Health & Safety for investigation and report
to the Council.
The Merchandising Bond of T. P. Blondell & Co.-by-M. H. 1,1!ittkins, in the
amount of $200.00, and the Merchandising Bond of Ridley N. Chance in the amount of
$200.00, etch with the United States Fidelity and Guaranty Company as surety, were
approved and license ordered issued, on motion of R. P. Howell,- seconded by J. B.
Berkemeyer.

The application of Jessie Darrah for.-permit to lay 40 ft. of 5 ft. park
sidewalk on the east side of Chorro Street between Leff Street and Islay Street was
referred to the Commissioner of Public Works for investigation and report to the
Council.
The application of Neon Sales and Service by E. M. Andrez for permit to hang
a neon sign at 156 Higuera Street "S & U Market" referred to the Commissioner of Public
Health and Safety for investigation and report,•on motion duly seconded and carried.
The petition of J. J. O'Sullivan Co. for permit to remove a dcuble faced
neon sign from 723 Higuera Street to 741 Higuera Street for O'Sullivan Shoe Store re-
ferred to the Commissioner of Public Health and Safety for investigation and report.
The petition.of Tony Mlachado requesting that a certain fire hydrant at
280 Figuera Street be removed to some other location was referred to the City Engineer
for investigation and report to the Council.
The claim of Murray C. Hathway, Sheriff of the County of San Luis Obispo,
in the amount of $71.40 being charge for 297 meals at 254 per meal furnished prisoners
com. fitted to the County Jail by the Police Judge for the month of January denied on
motion of J. B. Berkemeyer, seconded by Joseph Leary.
The application of H. N; Mainini for registration as class "F" Contractor
together with Hartford Accident and Indemnity Co. Bond in the amount of $500.00 and
registration fee of $15.00 received and on motion of R. P. Howell, seconded by J. B.
Berkemeyer, it was ordered that the bond be approved, surety accepted and registration
granted.
The application of R. N. Chance for registration as Class "E" Contractor
together with U. S. Fidelity and Guaranty Co: bond in the amount of $500.00 and regis-
tration fee of $15.00 received and -on motion of R. P. Howell, seconded by J. B.
Berkemeyer, it was ordered that surety be accepted, bond approved and registration
granted.
The report of the City Collector and the Pound Master for the month of
January, 1939, received and ordered placed on file.
The notification of the State Board of Equalization re: Application of M.
Garcia for "On Sale Beer and Mine" at 846 Palm Stree-c laid over for report from the
Chief of Police.
Re: City Engineer's report on Curb Grade on Hathway Ave: Matter discussed
and re- referred to the City Engineer for further information, partiedlarly, in regard
to width of the Street.`
The report of the City Engineer in connection with the application of Earl
Berry for sewer service on South Broad Street was ordered received and placed on file
on motion of J. B. Berkemeyer, seconded by R. P. Howell.
Claims against the City for the month of February were ordered paid on
motion of R. P. Howell, seconded by J. B. Berkemeyer subject to the approval of the
heads of the respective departments and the Mayor.
The petition of property owners objecting to the proposed plan to improve
Morro Street was presented. Protestants heard.
Investigation report of Kenneth Beck re: Morro Street Improvement presented
by the City !attorney, reed and ordered filed.
Resolution No..408 (New Series) "A Resolution Approving Report and Fixing
Time and Place of Hearing Thereon" was introduced and adopted on motion of J. B.
Berkemeyer, seconded by L. J. Defosset by the following vote:

Petition of Protest from property owners re: Morro Street Improvement
received and ordered placed on file on motion.of J. B. Berkemeyer, seconded by
R. P. Howell.
The communication from the Central Supply -Co. re: Rental of a certain
warehouse referred to the Commissioner of Supplies.
On motion of J. B. Berkemeyer, seconded by Joseph Leary, it was ordered
that a certain lease between the City of San Luis Obispo and Knox -Hale Machinery Co.dated
L1arch 2, 1939.and..on.file in the office of the Citv Clerk be.. entered. into and the proper
officials be authorized anra directed to execute such lease: Motion carried.
M. Bonetti representing the County'Exposition Commission appeared before
the Council requesting the City to cooperate with the County in connection with
San Luis Obispo Day at the Exposition, May 20th. After discussion the Council advised
Mr. Bonetti that it is in sympathy with the movement.
Re: Application of M. Garcia for Restaurant License at 846 Palm Street.
The Commissioner of Public Health and Safety requested further time for report.
The application of.Thomas T..Roach for license for Restaurant at 995
Higuera Street was granted on motion of L. J. Defosset, seconded by J. B. Berkemeyer.
:application of Thomas T..Roach for permit to hang a wooden sign and also
a metal sign at 995 Higuera Street ?Tommy's Minute Lunch" was laid over.
Application of Rundle's Inc. for permit to hang a neon sign reading
"Hotel •.Nilson" at 964 Monterey Street granted on motion of L.. J. Defosset, seconded by
R. P. Howell with the provision that the same be hung in accordance with Ordinance
and under the supervision of the City Engineer.
The application of Jerome Piccardo by Theo. M. Maino, for permit to cut
pavement to install sewer for new residence on Monterey Street between Andrews Street
and the City Limits laid over.
Application of Earl Berry by Union Hardware & Plumbing Co. for permit to
cut pavement to connect with sewer on Broad Street between Frances Street and Christian
Street granted. Work to be dope under the supervision of the City Engineer.
Re: San.Luis Obispo Day at.the Golden Gate International Exposition:
It was moved by J. B. Berkemeyer, seconded by R. P. Howell that April 14th, 1939 be
designated as such Day.
The matter of Street Grade on Pismo Street between.Carmel and Beach
Streets at L. A. Gragg residence re- referred to the City Engineer for further in-
formation.
On motion of R. P. Howell, seconded by L..J. Def.osset, the meeting ad-
journed to V!ednesday, March 8th at 7 :30 P. M.
