City Council met in adjourned session - Mayor L.F.Sinsheimer presiding.

The Council, acting as a canvassing board, now proceeded to canvass and
count the Absentee Ballots for the General Municipal and Consolideted Bond Election of
April 3rd, 1939. Following is a tabulation of the result of the Official canvas's of
304 absentee Ballots for the respective Candidates for the respective offices, to wit:

It was moved by J. B. Perkemeyer, seconded by R. P. Howell and carried,
that Fred C. Kimball, having received the highest number of votes cast for Mayor.at the
General Municipal and Consolidated Bond "Election held on the 3rd day of April 1939, be,
and he is declared elected Mayor for the full term of two years, as prescribed by law;
that N. H. Brazil and Ralph C. Kennedy, being the two persons receiving the highest
number of votes cast for Councilmen, were, and each of them was declared elected Council-
men for the full term of four years, as prescribed by law; that Callie M. John, having
received the highest number of votes cast for City Clerk be, and she is declared elected

3. David Kelker and C. L. Smith being the three - persons receiving the highest number of
votes test for School Directors, were and each of them was declared elected School
Director for the full term of four ,years, as prescribed by law. City Clerk directed to
issue Certificates of Election to the successful Candi&ates.
Resolution No. 411 (New Series) A Resolution Declaring the Canvass of Returns
and Results of Consolidated Bond Election held in the City of San Luis Obispo on the
3rd day of April 1939, waa adopted and passed on motion of R. 1. Howell, seconded by J.B.
Berkemeyer by the following vote:
Ayes: J. B. Berkemeyer, L. J. Defosset, R. P. Howell, Joseph Leary, L. F. Sinsheimer
Noes: None
Absent: None
It was moved by J. B. Berkemeyer, seconded by Joseph Leary and carried that a
certain Lease or Agreement between Ben E. Miossi and Arthur E. 14iossi and the City of
San Luis Obispo, for use of a certain rock or aTavel pit in Section 24, be entered into
and thet the Mayor and City Clerk be authorized to sign said lease.
On motion of J. B. Berkemeyer, seconded by R. P. Howell, the meeting a diourned
to Monday, April 10th, 1939 at 7:30 P. M.

This being the date and time fixed for Hearing on Morro Street Improvement,
the matter is now taken up. Petition of protesting property owners presented and read.
Investigation Report under, "Special Assessment Investigation, Limitation and Majority
Protest Act of 1931" filed March 6th, 1939 by City Engineer read by the City Attorney.
Protestants heard, and matter discussed. On motion of J. B. Berkemeyer, seconded by
R. P. Howell it was ordered that the Hearing be postponed for one week - until Monday,
April 17th 19390 at 7:30 o'clock P. M.; that the protestants'petition be referred to the
City Attorney and the City Engineer for its sufficiency, and report to the Council.

The reports of the City Clerk and the City Treasurer for the month of
February 1939 and those of the City Collector, Police Judge and Pound Master for the
month of March 1939 were received and ordered placed on file.
The following notification of Liquor License application to the State Board
of Equalization was received:

Chief of Police reported on said application and onmotion of R. P. Howell, seconded
by Joseph Leary the same was received and ordered placed on file.
Resignation of Mrs. A. M. Lilley as City Collector was received. It was
moved by J. B. Berkemeyer and seconded by R. P. Howell that the resignation be accepted
with regret. The motion carried.
Applications of Margaret L: Meek and of Chris N. Kunkle for appointment
to the office of City Collector were received.
Commissioner J. B. Berkemeyer nominated Margaret L. Meek for City Collector
and said Margaret L. Meek was elected City Collector by the following vote:

Re: Compensation of Election Officers for General Municipal Election and
Consolidated Bond Election of April 3rd 1939: It was moved by R. P. Howell, seconded
by J. B. Berkemeyer and carried that Election Officers serving within the City of San
Luis Obispo be compensated in the amount of $10.00 each for their services; that Election
Offices serving in the special precincts outside the City of San Luis Obispo be allowed
$6.00 each for their services.

Bond Election held April 3rd 1939: It was moved by R. P. Howell, seconded by J. B.
Berkemeyer and carried that rental for precinct polling places within the City be fixed
at $8.00 each; that rental for precinct polling places outside the City be fixed at
$6.00 each.
Matter of W. B. Roselip re: Steel Bridge girders referred to the City
Attorney and the Chief of Police for written report.
