HomeMy WebLinkAbout06/05/1939VA 0 0 City Hall, Monday, June 5th, 1939 - 7:30 P. M. City Council met in regular session - Mayor Fred C. Kimball presiding. Present: W.H.Brazil,R.P. Howell, Ralph C. Kennedy, Fred C. Kimball, Joseph Leary. Absent: None Minutes of May 15th, 22nd, and 29th were read and approved as read. The following applications for permit to build were granted: R. E. Miller - Double Garage with living quarters, pt lot 1, Blk 37, Cost 32000.0 Mary S. Fredricks Trust - Garage, pt of lot 59 Blk 121 Cost 250.0 It was moved by R. P. Howell, seconded by W. H. Brazil that the appli- cation of R. M. Bradbury for permit to build-two residences and.a double garage, lot 7 and 8. Block 13, Central Addition at a cost of $200040 each was granted,- provided that the building fee be paid and that the contractor employed be a licensed contractor. :Motion carried. The application of Mary S. Fredricks Trust by John F. Harrington, Trustee, for permit to recess curb for a 12 ft. driveway and ramp sidewalk 3 ft. on the north side of Palm Street between Broad and Chorro Streets granted on moticr_ of R. P. Howell, seconded by W. H. Brazil with the provision that work be done under the supervision of the City Engineer. Application of John Wallace for permit to connect with sewer on Santa Barbara Ave. between Upham and High Streets, was reFeared , on motion of Joseph Leary, seconded by W. H. Brazil to the Commissioner of Public Works and the City Engineer with power to act. The reports of the City Collector, Police Judge and the Pound Master for the month of May werereceived and ordered placed on file. The petition of Vernon Porter requesting that a fire hydrant be installed at Murray and Kentucky Streets was referred to the Commissioner of Public Works for in- vestigation and report to the Council, on motion of Ralph C. Kennedy, seconded by R.P. Howell. Communication received from L. H. Gibson', District Engineer,California Highway Commission, District V. enclosing a letter dated May 23rd, 1939 from C. H. Purcell, State Highway Engineer, recommending the Streets to constitute a System of Streets of Major Importance in the City of San Luis Obispo and bearing the approval of Frank W. Clark, Director of Public ,"forks under date of May 25th, 1939 was received. Matter discussed and on motion of R. P. Howell, seconded by W. H. Brazil,.it was ordered that the communication and attached data be received and placed on file. Communication from James Kuden relative to odors from the Sewage Disposal Plant, burning of garbage, etc. was received and on motion of Ralph C. Kennedy, seconded by R. P. Howell, same was referred to the Commissioner of Public Health and Safety. The Official Bond of Leonard Lenger as Superintendent of Stream and W. L. Payton as Fire Chief were received and on motion of R. P. Howell, seconded by W. H. Brazil, it was ordered that the sureties be accepted and bonds approved. Claims against the City for the month of May 1939 were ordered paid on motion of R. P. Howell, seconded by W. H. Brazil, subject to the approval of the Heads of the respective departments and the Mayor, Applications of R. M. Bradbury for permit'to recess curb and ramp side- walk for 2- 12 ft. driveways, lots 7 and 8, Block 13, Central Addition, withdrawn and in lieu thereof the petitioner requested permit to construct one 12 ft. driveway and �1 ramp sidewalk 3 ft. The application was granted..on.mo.tion..of R. P. Howell, seconded by W: H. Brazil with the provision that work be done under the supervision of the City Engineer, Application of Pep Creamery for license for Mdse (Confectionery, Lunch, Soft Drinks, etc.) and Cigars Sideline at 785 Higuera Street were granted, on' motion duly seconded and carried. Application of 0. R. Ochs for permit'to break macadam 2 x 20 ft. on Chorro Street between Center and Venable Streets for the purpose of installing sewer was granted, Work to be done under the supervision of the City Engineer. The application of the'Union Oil Co. for permit to remove three telephone poles on Monterey Street between Johnson and Ida Streets granted on favorable report and on motion of R. P. Howell, seconded by W. H. Brazil. Communication of H. C. Kinsman at al relative to Deed for what is known, as Caudill Street was continued to the next meeting, as was also the matter of communication of San Luis Garbage Co. relative to disposal of garbage and franchise. Re: Request of L. E. McMahan for Stop Signs on Islay Street near Toro Street. City Engineer reported that signs had been placed as per request of petitioner. The application of the Blue Bell Coffee Shop for license for restaurant at 978 Monterey Street was held over pending further investigation;- Commissioner of Public Health and Safety to bring further report and recommendation at the next meeting. The application of Stanley Radgus for license for Cigars Sideline at 854 Marsh Street granted, on favorable report of the Commissioner of Public Health and Safety. License ordered issued. It was moved by W. H. Brazil, seconded by Ralph C. Kennedy that the office of Radio Inspector be temporarily vacated as of June 6th, 1939. Motion carried. It was moved by Ralph C. Kennedy, seconded by Joseph Leary that the pity r and the Commissioner of Public Works furnish a workable plan for the opening and repair on macadam and paved streets after work has been done by plumbers, etc. Ordinance No. 198 (New Series) - An Ordinance Changing the Official Curb de on a Porticn of Fixlini Street and a Portion of Spring Street, was passed to print on moticn of R. P. Howell, seconded by Joseph Leary by the following vote: Ayes: W.H.Brazil, R.P. Howell, Ralph C. Kennedy, Fred C. Kimball, Joseph Leary oes: None sent: None It was moved by R. P. Howell, seconded by W. H. Brazil that the City Engineer be instructed to have a test made of Pismo Street well at a cost not to exceed $60.00. ion carried. It was moved by Ralph C. Kennedy, seconded by W. H. Brazil that the City ineer be allowed to proceed with work on a certain culvert on Ida Street between nterey Street and Palm Street under W. P. A., and also to purchase materials in the approximate amount of $160.00 for the job. Motion carried. Re: Matter of the Improvement of Islay Street. Discussion. It was moved by R. P. Howell, seconded by W.H.
