City Hall, Monday, Sept. 18, 1939 - 7:30 P. M.
City Council met in regular session - Mayor Fred C. Kimball presiding.
Present: W.H.Brazil,R.P.Howell, Ralph C. Kennedy, Fred C. Kimball, Joseph Leary
Absent; None
The Minutes of September 5th,llth and 15th were. read and approved as read.
The following applications for permit to build were granted on motion of R.P.

Kenneth Beck - Addn of room, Lot 159.B1k 2, Central Addn ^ 950.00
Katie Bianchi - Addn of roof , Pt of Lots 1 and 2 Blk 41 " 40.00
The Merchandising Bond of H. F. McGrew with M. H. Fish and J. J. Dunne as
sureties was received, and on motion of Ralph C. Kennedy, seconded by W. H. Brazil, the
sureties were accepted, =:bond approved and license ordered issued.
Application of Margaret Hansen, by W. S. Hockett, for permit to open,trench.
to connect with sewer oh Toro Street betwaen Buchon Street and Islay Street was referred
to the Commissioner of Public Works for investigation and report to the Council on
motion duly seconded and carried.
Applications for the quarterly licenses were presented and on motion of R. P.
Howell, seconded by Joseph Leary, the same were referred to the Commissioner of-Public
Health and Safety for investigation and report to the Council.
Petitnn of Walter B.Roselip for permit to improve Tract No. 30 ( Nscuela Alta
Subdivision) Albert Nelson Property) by laying water lines,.sev.1ers, curbs and gutters, sidd-
walks, water drains and all other items as set out in.the plans. and specifications approved
by Council September 15tb,1939 and on file with the City Clerk, was received. On motion
of R. -Y. Howell, see. onded by W. H. Brazil the petition was granted with. the provision:
that work be done under the supervision of the City Engineer.
Petition received from property owners on Mill Street between Santa Rosa Street
and North Broad Street requesting the Council.to eke the necessary steps looking toward
the improvement of said Street under the same plan as Islay Street Improvement. On motion I
of Ralph C. Kennedy, seconded by W. H. Brazil, the petition was referred to the Commissioner
of Public 1,11orks for .investigation and report.
In a communication:; Arley Gill called the attention:. of.the Council to the
matter of-bad odors coming from a certain sewer manhole at the intersection of Pismo and
Carmel Streets. On motion of Ralph C. Kennedy, seconded by 111. H..Brazil the matter was re-
ferred to the Commisdoner of Public ,'forks for investigation and report, with reference to
abatement of said bad odor.
Petition of Manuel Lopez, 1320 Buchon Street, relative to condition of Street
at the said location, was referred,on motion duly seconded and carried, to the Commissi
of Public ,''forks for investigation and report to the Council.
Resoluticn No. 467 (New Series) - A Resoltion of the City Council of the City
of San Luis Obispo adopting Budget and approving Memorandum of agreement for expenditure
of 1/4-cent Gas Tax allocation for Streets of Major Importance was adopted and passed on
motion of Ralph 0. Kennedy, seconded by R. P. Howell, by the following vote:

Re: Petition of G. F. Muff for extension of sewer on Hill Street from its prese
terminus on Mountain View Street for a distance of 100 ft. southerly. Discussion.

It was moved by 'N. H. Brazil, seconded by Ralph C. Kennedy and carried that the Com-
missioner of Public Works be instructed to further investigate petition, with power to act.
Petition of George B. Benner requesting that sewer be extended for a distance
of 40 ft. southerly from its presentte rminus on Fixlini Street laid over to the next meet-
ing.
Re: petition of L. A. Sarter for permit to connect two
buildings cn one sewer,
on
Nipomo Street between Islay Street and Buchon Street: petition
granted on motion of R.
P.
Howell, seconded by Joseph Leary, with the provision that each
building be independently
and
- separately connected with the main sewer, and, with the further provision that work
be
done under the supervision of the City Engineer.
Application of M. Donnelly for permit to recess curb for a distance of 8 ft,
for
driveway on the north side of.Marsh Street between Carmel Street and Archer Street
was
granted on motion of R. P. Howell, seconded by Joseph Leary,
work to be done under
the
supervision of the City Engineer.

Petition of Santos Bros. by J. W. Santos, for transfer
of licenses for Soft
Drinks and Cigars as a Sideline at 1023 Morro Street to .0. P. Hazard was continued for
report at the next meeting.
Application of L. and L. Amusement Company, by.James Ariaga, Mgr. for license
for Music Vending Machine at S. U. Cafe ( T. Urushima) 156 higuera Street was granted, on
motion of W. H. Brazil, seconder by R. P. Howell.
Petition of Chandler P. Ward re: water main on Fixlini Street continued pend-
ing letter from petitioner.
Application of A. L.-Shelton for license for Lodging House at 546 Higuera
Street laid over to the next meeting.
The matter of the petition of Anita M. Hathway relative to the opening or
acceptance by the City of a portion of Third Street in Hathway Addition was referred,.on ,
motion of Ralph C. Kennedy, seconded.by.W. H. Brazil to the Mayor, Commissioner of Public
':t'orks, and the City Engineer for further investigation and report.

Consulting Engineer, Kenneth Beck, exhibited drawings showing method of roof -
ine and construction at new Reservoir No. 2 - City Engineer to furnish Council with es-
timate on reinforcing steel etc. for next meeting of the Council.
H. B. Douglas, Architect, exhibited plan for proposed new Fire Station at
Garden and Pismo Street.
Petition of Mrs. H. L. Coffin regarding "Dead End" street sign at Santa Rosa
and Leff Streets held over.
The matter of placing./Stop Signs at certain street irtersections was discussed
and continued to the next meeting.
On motion of Ralph C. Kennedy, seconded by R. P. Howell,.the meeting adjourned
to Monday, September 25th, 1939 at 7 :30 F. Y.
