Howell, Ralph C. Kennedy, Fred'C. Kimball, Joseph Leary Absent: None The following applications for permit to build were granted on motion of R. F. Howell, seconded by W. H. Brazil: M. A. Cheda - Res. and Garage, Lot-6, Blk 279 Cost $ 2300.00 Paul Piantanida - Res. Lot 9 Blk 2, Imperial Addn. Cost 2500.00 E. J. Bowles - Double Garage, Pt. Lot 4 Blk 599 Cost 100.00 Application of Carl Van for permit to move a buil'ing from Lots 13 and 14, Blockl 29 to Lots 1 and 2, Block 77 granted, on motion of R. P. Howell,seconded by W. H. Brazil. On motion of Joseph Leary, seconded by Ralph C. Kennedy, the following appli- cations for permit to lay sidewalk and curbing were referred to the Commissioner of Public Works with power to act: Alfred Filos - 125 ft. of 5 ft. park sidewalk and curbing on the south side of Center Street between Lincoln Stteet and Chorro Street, Alfred Filos - 50 ft, of 5 ft park sidewalk and curbing on the west side of Lincoln Street between Center Street and Mt. View Street in Anholm Addn. Application of Union Oil Co. by L. A. Sarter, for permit to open trench on Pismo Street at its intersection with Morro Street, in order to repair and treat two 8" oil pipe lines, prior to the improvement work on Morro Street, was before the Council.' On motion of R. P. Howell, seconded by W. H. Brazil it nas ordered that the application be granted -- work to be done under the supervision of the City Engineer. Petition of J. C. Naylor regarding the matter of running a sewer drain from Lot 3, Block 2 of McBride Tract across triangular parcel of property owned by the City of San Luis Obispo and connect said drain with the main public sewer on Broad Street was referred, on motion of Joseph Leary, seconded by R. P. Howell to the Commissioner of Public Works for investigation and repott to the Council. On motion of Joseph Leary, seconded by W. H. Brazil, the following appli- cations for permit to connect with sewer were referred to the Commissioner of Public Works for investigation and report: Walter Malin - Branch Street between Cypress Street and Bsebee Street. William Vetter - Leff Street between Broad Street and Garden Street. The report of the City Clerk for the month of August 1939 wa-s received and ordered placed'on file. Petition of Augustus Castro, Attorney, relative to deeding a certain privately of %;ned alley in Block 14 to the City of San Luis Obispo for the purpose of making said private alley a public alley was referred on motion of Ralph C. Kennedy, seconded by Jose Leary to the Commissioner of Public Works qnd the Mayor for investigation and report to the Council. Application of Bob Bianchini for registration as a Class "E" Contractor to- gether with U. S. Fidelity and Guaranty Company bond in the amount of $500000 and re- gistration fee of $15.00 received and on motion of Ralph C. Kennedy, seconded by V.. H. Brazil the surety was accepted, bondIapproved and registration granted. In a communication Walter B. Roselip offered for sale, to the City of San Luis Obispo, a certain R.D. -4 C.Q aterpillar Tractor. on motion of Joseph Leary, seconded by W. H. The communication ordered placed on file Brazil. Following is a list of informal sealed Bids on Insurance on City of San Luis Obispo's Motorized Equipment for Public Liability and Property Damage, as per minutes of 394 September -15th, 1939, which said informal bids were publicly opened and read: 1 - H. Brazil the above bids were referrer to the Commissioner of Finance and Revenue and the City Attorney for checking and report to the Council, Monday, October 2i1d, 1939. The Official Bond of Donald Wilson Parks as Chief of rolice, with Fidelity 0 and Deposit Company of Maryland'as surety in the amount of $2000.00 was received, and on motion of W. H. Brazil, seconded by R. P. Howell it was ordered that the Bond be approved and surety accepted. Communication of Henry Kast, 546 Sandercock Street and-Clerence C. Dennis, 135 Price Street, re: installation of fire alarm boxes at Cypress, Price and Harris Streets referred to the Commissioner of Public Health and Safety for investigation and report to the Council, as was also, the communication of E. C. Schwafel relative to traffic at Pacific and Beach Streets. Matter of Andre Freitas water bill referred to Commissioner of Public Works for investigation and report, on motion of Ralph C. Kennedy, seconded by W. H. Brazil. Applications for the quarterly licenses were granted on motion duly seconded and carried. On motion of R. P. Howell, seconded by 47. H. Brazil, the application of Margaret Hansen for permit to make sewer connection on Toro Street between Buchon Street and Islay Street granted, on motion of R. P. Howell, seconded by W. H. Brazil, inasmuch as the work has been done under supervision of the City Engineer. 'Re: request of Manuel Lopez, 1320 Buchon Street for certain repairs to Street at the said location. On motion of Joseph Leary, seconded by R. P. Howell the request was granted with the proviso that any and such work be done under the supervision of the Commissioner of Public Works. Re: petition of Arley Gill relative to odors from a certain sewer manhole at Pismo and Carmel Streets. It was moved by Ralph C. Kennedy, seconded by R. P. Howell and carried that the Commissioner of Public Works be instructed to abate the nuisance to the best of his ability. laid over. Petition of George B. Benner relative to extension of sewer on Fixlini Street Petition of Santos Bros. by J. W. Santos, for transfer of license for SDoft Drinks and Cigars Sideline at 1023 Morro Street to 0. P. Hazard granted on motion of W. H. Brazil, seconded by R. P. Howell. Application of A. L. Shelton for license for Lodging House at 546 Higuera Street again laid over. Re: Petition of Mrs. H. L. Coffin for sign at Santa Rosa and Leff Street: Discussion: Joseph Leary, Commissioner of Supplies, to investigate cost of installing sign and report back to Council at next meeting. Petition of Stafford Spencer et al requesting the Council'to improve Mill Street between Santa Rosa Street and North Broad Street was again brought up. Matter discussed and on motion of Joseph Leary, seconded by R. P. Williams relative to Stop Signs at certain street intersections continued pending a general survey of such matters. On motion of Ralph C. Brazil, Commissioner of Public q Works was authorized and directed to abandon and remove a broken gas light standard at 863 Monterey Street. William Nelson presented final Map of Tract No. 30 (Escuela Alta Subdivision). commonly known as the "Nelson Tract ". Matter discussed and on motion of Joseph Leary, seconded by Ralph C. Kennedy, the matter was referred to the. City Attorney and the City Engineer-for a report to the Council at the next meeting. City Engineer presented Engineer's estimate and specifications for reinforcing steel for large Reservoir No. 3, and also, for corrugated iron roofing for both the large and the small Reservoir. The said estimate and specifications.were ordered filed. It was moved by Ralph C. Kennedy, seconded by R. P. Howell that the City Clerk be instructed to advertise for Bids for reinforcing steel for large Reservoir, and for corrugated iron roofing for both the large and the small Reservoir. Bids to be received up to 7:30 o'clock P. M. October 9th, 1939. The motion carried. City Engineer presented and read agreement re: S.R.A. labor project on City of San Luis Obispo's Laguna property involving construction of garbage dump, road to said dump, pump house, pipe line, development of a certain spring etc. as shown on map presented Matter discussed and on motion of Ralph C. Kennedy, seconded by R. P. Howell, the City Attorney was instructed to draw a Resolution providing for entering into an agreement with S.R.A. with reference to work as outlined by City Engineer. The motion carried. City Attorney directed to furnish the respective members of the Council with a draft or Ordinance on Bakeries and Laundries for study. On motion of Ra1ph.C.
