95 and 952 of Ordinance No. 76 (New Series) entitled "An Ordinance licensing and regulati
the doing of certain acts and the carrying on of certain trades, callings, business,
professions and occupat'lons within the City of San Luis Obispo, California, and pres-
cribL'ng penalties for the violation thereof ", repealing Sec. 8921 of said ordinance and
adding Sec. 55-21 to said ordinance was introduced and passed to print on motion of W.H.
Brazil, seconded by R. P. Howell by the following vote:
Ayes: W. H. Brazil, R. P. Howell, Ralph C. Kennedy, Fred C. Kimball
Noes: Joseph Lea ,

The minutes of November 6th and 13th were read and approved as read.
The following applications for permit to build were granted on motion of
Ralph C. Kennedy, seconded by W. F. Brazil:
Mary Hischier - Res. and Garage, Lot 8, Blk 5, Buena Vista Addn. Cost 2700.00
Mary Meredith- Garage - Lot 7, Blk 116, Murray & Church : "_ddn. Cost 100.00
work to be done under the supervision of the City Engineer.
The application of Violet J. Naylor for permit to construct 5 ft. park side-
walk on High Street between Chorro and Garden Streets and on Garden Stree.;t between High
and Broad Streets was granted upon motion of Ralph C. Kennedy, seconded by !F ?. H. Brazil;
work to be done under the supervision of the City Engineer.
Upon motion of R. P. Howell, seconded by W. H. Brazil and carried, the appli-
cation of S. Martinelli to recess curb for a distance of 20 ft. and ramp side,ralk for a
driveway on the east side of Beebee Street between High Street and Sandercock Street "
was granted; work to be done under the supervision of the City Engineer.
Upon motion of R. P. Howell, seconded by Ralph C. Kennedy, the application
of Clifford T. Girdner for license for Music Vending Machine at 785 Higuera Street was
referred to the Commissioner of Public Health and Safety for investigation and report.
The application of Routzahn Motors for permit to hang a wood and metal sign
at 1330 IVionterey Street was referred to the Commissioner of Public Health and Safety,
with power to act, upon motion of R. P. Ho-!�iell, seconded by Ralph C. Kennedy.

The application of Mrs. R. F. Shawhan for a transfer of license for the
b,isiness conducted at 179.5 Broad Street to Alice A. Truesdale, was referred to the Com-
missioner of Public Health and Safety for investigation and report, upon motion of R. -P.
Howell, seconded by Ralph-C. Kennedy.
A letter was received from the San Luis Obispo Chamber of Commerce in re-
ference to the Christmas-opening celebration, and the request contained in such letter in
reference to the hanging of City street lights was referred to the Commissioner of Public
;':'orks, with pov;er to act, upon motion of Ralph C. Kennedy, seconded by W. H. Brazil.
Upon motion of R. P. Howell, seconded by W. H. Brazil, the Chamber of Commerce
was granted a permit to hold a parade on December 1st, 1939 and the Police Department
ordered to furnish police escort for such parade.
Upon motion of R. P. Howell, seconded by Ralph C. Kennedy, the San Luis Obispo
Chamber of Commerce vlas granted permission to place Christmas decorations on the City
streets and to light Christmas trees.
The report of the City Treasurer for the month of October, 1939 was presented
and upon motion of R. P. Howell, seconded by Ralph C. Kennedy, such report was ordered
received and placed on file.
A communication commending Police Officer Hollis Brown for his work as Traffic
Officer was received and upon motion of Ralph C. Kennedy, seconded by R. P. Howell, such
communication was ordered plac,;d on file.
Upon motion of Ralph C. Kennedy, seconded by R. P. Howell, a letter from
Mrs. Hal Hathway, in reference to the condition of First Street was referred to the Com-
missioner of Public Works for investigation and report.
A petition was received from certain property owners on Ella street in re-
ference to the zoning of such street, which petition was referred to the City Attorney
with instructions tovirite the property owners explaining the procedure necessary to
accomplish zoning.
A communication from Mrs. Fannie Miller in reference to radio interference
was -referred to the Commissioner of Public Health and Safety.
Ordinance No. 207 (New Series) - An Ordinance amending Sections 41, 55,
95 and 952 of Ordinance No. 76 (New Series) entitled 11 An Ordinance licensing and regu-
lating the doing of certain acts and the carrying on of certain trades, callings, bus-
iness, professions and occupations within the corporate limits of the City of San Luis
Obispo, California, and prescribing penalties for the vi--lation thereof ", repealing
Section 892 of said Ordinance and adding Section 552 to s aid Ordinance, was finally
adopted upon motion of R. P. Howell, seconded by W. H. Brazil by the following roll call
vote:
Ayes: W. H. Brazil, R. P. Howell, Ralph C. Kennedy, Fred C. Kimball
Noes: Joseph Leary
Absent: None
The application of Etta D. Emmons (Mom's & Pop's) for a license to conduct a
Lodging House at 662 Higuera Street was granted �In motion of Joseph Leary, seconded by
Ralph C. Kennedy. Said license to begin with current quarter.
The application of H. J. Dubin to have grades established on Hathway Ave.
was referred to the City Attorney with instructions to prepare a proper Grade Ordinance.
In Re: kpplication of C 111 Long regarding a portion of Park Street:
City Attorney reported that an Agreement had been presented to Mr. Long but that it had
not been signed or returned. The matter was again laid over.
