M. had been fixed as the time for Hearing of Protests on the Assessments for the Improvement of'Islay Street and the Improvement of Morro Street. It was moved by W. H. Brazil, seconded by Joseph Leary that Allan Jensen be designated a regular Police Officer at a salary of X125.00 per month, beginning December 1st, 1939. Triotion carried. It was moved by S. H. Brazil, seconded by Joseph Leary.that Hollis Brown be appointed as a substitute Police Officer to be paid by the day at the rate of $125.00 per month, beginning December 1st, 1939. Motion carried. It was moved by .13. H. Brazil, seconded by Joseph Leary that the salary of V.I. M. Reed, fireman, be raised to $132.50 per.month, beginning December 1st, 1939. Brazil the City Attorney was re- quested to write to the Southern Pacific Company relative to the traffic hazards at the underpass on Munoz Street. Commissioners W. H. Brazil, and Ralph C. Kennedy were designated as a committee to look, into the matter of the grade crossing on Osos Street,- the whistling of engines, radio interference, etc. Ordinance No. 208 (New Series) - An Crdinance regulating the collection and disposal of refuse, garbage, wet garbage and rubbish, fixing rates and providing for a contract for handling garbage etc. in the City of San Luis Obispo was introduced and passed to print on motion of R. P. Howell, seconded by W. H. Brazil by the followinb vote: Ayes: T.N. H. Brazil, R. P. Howell, Ralph C. Kennedy, Fred C. Pleasanton Square, Cost $4700.00 The application of J. H. Russell for permit to erect a building to be used as a Restaurant in Block 61 at a cost of $400.00 was referred on motion of Ralph C. Kennedy, seconded by W.. H. Brazil to the Commissioner of Public Works, with power to act. The application of L. & L. Amusement Co. by James Ariage, Mgr. for permit to place MU3ic Vending Machines at the Golden West Restaurant, 676 Higuera Street and at Souls Lunch, 723 Marsh Street were referred to the Commissioner of Public Health and d. 1 n 1 1 1 1 1 1 1 Safety for investigation and report. 421 The petition of Clyde T. O'Nan for transfer of license for Service Station and Merchandise at 636 Higuera Street to Virgil Collins was referred, on motion of R. P. Howell, seconded by Ralph C. Kennedy, to the Commissioner of Public Health and Safety for report. The application of J. C. Naylor by Smee's Plumbing Co. for permit to open tren to connect with sewer on Broad Street between High and Broad Streets was referred to the. Commissioner of Public Works for investigation and report to the Council. The application of Carl Van for permit to open trench to connect with sewer from Santa Rosa Street between Stenner Street and Montalban Street was granted, on motion of R. P. Howell, seconded by V7. H. Brazil, with provision that work be done under the supervision of the City Engineer. The application of Frank Fuller for registration as Class "E" contractor, to- gether with U. S. Fidelity and Cuuranty Co. bond in the amount of 4500.00; and regis- tration fee $15.00, was received and on motion of Ralph C. Kennedy, seconded by R. P. Howell the surety was accepted,bond approved and registration granted. The petition of Lyda F. Welsh et al requesting the oiling of Essex Street be- tween Palm Street and Mill Street was referred to the Commissioner of Public Works for investigation and report to the Council, on motion of Ralph C. Kennedy, seconded by W. H. Brazil. On motion of Ralph C. Kennedy, seconded by W. H. Brazil the applications of Foster and Kleiser Co. for permit to erect advertising sign boards in Block 61, Block 1 of Central Addition, Block 109 1%4issbn Vineyard Tract and in Block 118 Reeds Addition, more particularly;: set out iii applications onfile, were referred to the Commissioner of Public Works for investigation and report to the Council. A second petition signed by Dwight W. Curtis and others, pursuant to the notice heretofore riven by H. J. Dubin, Dwight W. Curtis and Dave Langford, giving notice of intention tD circulate petition for annexation of Caudill Tract and a part of Imperial Addition, both of which adjoin the south'boundary of the City of San Luis Obispo, was presented and on moti�)n of R. P. Howell, seconded by W. H. Brazil, said petition was re- ferred to the City Attorney for report to the Council. The request of Bennie Bettencourt for the placing of a "Stop Sign" at Santa Barbara Ave. and Morro Street,also at Upham Street was referred to the Commissioner of Public Health and Safety. The matter of the application of San Luis Obispo City Schools for the erection of a shop and storehouse on Lot 2, Block 32 was again brought up. After discussion, Commissioners Leary and Kennedy were appointed a committee to investigate and report to the Co::nci 1. The application of Ross Page for license for Billiard3 and Pool, Soft Drinks, and Cigars Sideline at 986 Monterey Street and the application of Carl M. Stockman for Skating Rink at I. D. E. S. Hall were again laid over.
