Re: .Starting of a Playground: The Mayor appointed Joseph Leary a temporary member to attend a meeting of the co- ordinating Council to be held February 14th relative to Recreational activities in the City of San Luis Obispo and report.back to the Council. City Attorney provided the Council with copies of an Ordinance relative to connecting two houses on one sewer, for their study, The City Attorney presented an agreement dated February 6th, 1940 by andbetween Smith Booth Usher Co. and the City of San Luis Obispo for the lease rental of a certain new International 1 -30 Tractor, dual tires in rear, with Hough front end, one -half yard loader, with McCaffrey interchangeable bulldozer blade.- Tractor serial.No. IB5183PS, Motor Serial No. AD5502, loader Serial No. 1721, for the term of 29 months beginning on the 1st of February, 1940 and, Resolution No. 492 (New Series).- A Resolution providing for the execution of an Agreement between the City of San Luis Obispo and Smith Booth Usher Co. relating to lease of International Tractor with front end loader was passed and adopted on motion of R. P. Howell, seconded by W. H. Brazil by the following vote: Ayes: W.H.Brazil, R.P. Howell , Ralph C. Kennedy, F. C. Kimball, Joseph Leary Noes: None Absent: None Ralph C. Kennedy was appointed by the Mayor as a committee of one to work with Edward W. Joyce relative to recreation room. On motion of Ralph C. Kennedy, seconded by W. H. Brazil the meeting adjourned. Brazil the surety was accepted, bond approved and license ordered issued, Petition of Christine Lee for transf er of license for Lunch Counter, Soft Drinks and Cigars Sideline at 1088 Higuera Street to George Dawson was referred, on motion of R. Andrez, for permit to install a neon sign at 867 Higuera Street for the City Police Department was granted on motion of Ralph.C. Kennedy, seconded by W. H. Brazil - work to be done under the supervision of the City Engineer and in accordance with the provisions of-ordinance. The application of Bernard S. Hawkins for permit toinstall a septic tank at 1447 Marsh Street was referred to the Commissioner of lublic Works for investigation and report to the Council on motion of W. H. Brazil, seconded by Joseph Leary. The petition of Angela Coccia for permit to open trench to connect with sewer on Pismo Street between Santa Rosa and Toro Streets was referred to the Commissioner of Public Works, with power to act, on motion of W. H. Brazil, seconded by R. P. Howell. Communication from Harold J. Anderson, Post 1766, Veterans of Foreig1l Wars, by D. Z. Babcock, Commander, relative to holding a carnival in the City of San Luis Obispo was referred to the Commissioner of Public Health and Safety for investigation and report to the Council, on motion duly seconded and carried. The report of the City Treasurer for the month ending .January 31st 1940, was re- ceived and ordered placed on file. Communication received from R. S. Shatford relative to deed for an extension of Fixlini Street through the Shatford Tract. City Clerk to look up papers and present to Council. The report of the City Collector on unpaid licenses for January quarter referred to the Commissioner of Public Health and Safety for collection of said licenses. The petition of J. A. McKinnon et al requesting the Council to improve Upham Street between Johnson Ave. and Fixlini Street was received and after discussion the petition was referred to the Commissioner of Public ;"forks for investigation and report to the Counci�. Application of Edith R. Estes for license for Restaurant at 861 Palm Street was granted on motion of W. H. Brazil, seconded by R. P. Howell. application of Mildred Waterman by Better Plumbing Co. for permit to break pave- ment on Dana Street west of Nipomo Street, in order to make sewer connection for new resi- dence was granted on motion of R. P. Howell, seconded by W. H. Brazil with the provision that the work be done under the supervision of the City Engineer. The application of George Matts for permit to connect with sewer on Kentucky between Murray Ave. and Stafford Street, and the application of R. H. Dickson for permit t open trench for sewer- connection on Crandall Way between Foothill Blvd. and the Poly- technic school grounds were again laid over -for report from the Commissioner of Public ';':. m or The petition of Mrs. R. N. Umbertis requesting extension of sewer line and water service line for a distance of 100 feet southerly from Buchon Street on Fairview Ave. was again brought up and on motion of R. P: Howell, seconded by W. H.. Brazil the petition was granted; it being understood and agreed that the petitioner furnish material and that the city do the work. Motion carried. In connection with the petition of J. G. Jones et al relative to the parking of automobiles at certain locations, the City Attorney presented the following Ordinance: Ordinance No. 211 (New Series)-- An Ordinance amending Ordinance No. 122 (New Series) by adding a new Section to be known as Section 4 -1/2 relating to a limitation on "Time Parking" was '.introduced and passed to print Qn motion of Ralph C. Muller et.a1 relative to the laying of curbing on Chorro Street between Palm Street and Murray Ave. was brought up. The City Engineer filed report on estimate of cost of curbing at 20V per lineal foot, and also, an estimate of cost on curbing and gutter at 35¢ -er lineal foot to be constructed by W. F..A.; matter was discussed and it was moved by R. P. Howell, seconded by W. H. Brazil that the Engineer' estimate be accepted; that property owners be notified that work will be done under W.P.A. and the City of San Luis Obispo; that charges against the respective properties be collected and deposited with the City Clerk prior to starting of such work. Motion carried. Re: petition of Mrs. C. Bianchi et al relative to crossing of San Luis Obispo Creek at the end of High Street: City Engineer presented an estimate of cost of proposed ' bridge; matter discussed; Commissioner R. P. Howell was requested to submit figures to the petitioners for their reaction and report back to the Council. The matter of a proposed ordinance in connection with the keeping of animals and poultry in the City of San Luis Obispo was discussed and held over for one week for further study. 1 Resolution No. 493 (New Series) - A Resolution determining the official name of the area conveyed to the City of San Luis Obispo by F. C. 1�insman et al as "Caudill Street" was passed and adopted on motion of Ralph C. Kennedy, seconded by W. H. Brazil by the following vote: Ayes: 7F1. H. Brazil, R. P. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary Noes: None Absent: None Resolution No. 494 (New Series) - A Resolution declaring the intersection of Marsh Street and Higuera .Streets, and a portion of Santa Rosa Street to be and constitu boulevards was Dassed and adopted on motion of W. Brazil and carried that a sodium vapor lir.ht be installed at Higuera and Marsh Streets and that a mercury vapor light be installed at Santa Rosa and Monterey Streets for demonstration purposes, in order that the Council may study the comparative merits of the respective types of light. Joseph Leary reported on the meeting of coordinating council relative to , recr- ational activities stating that Dr. L. W. Campbell representing City School Board, Dr. '.v'. H. Brazil representing City Council, W. T. Shipsey representing Mission School, Carl G. Beck representing Coordinating Council and Mrs. G. D. Kelker representative at large, had been suggested by the coordinating council as a committee to study the subject of recreational playground with possible appointment to "Acting Recreational Committee ". Matter continued to the next meeting. The matter of recreational room continued. On motion of R. P.-Howell, seconded by Ralph C. Kennedy the meeting ad,jour to Monday, February 26, 1940 at 7:30 P. M.
