Brazil, R. P. Howell, Ralph C. Kennedy, Joseph Leary Absent: Mayor F.C. Kimball Ordinance No. 212 (New Series) - An Ordinance approving the annexation of the Caudill Tract and part of the Imperial Addition to the City of San Luis Obispo was finally passed on motion of Ralph C. Kennedy, seconded by W. H. Brazil, by the foll ing vote: Ayes: W. H. Brazil, R. P. Howell, Ralph C. Kennedy, Joseph Leary Noes: None Absent: F. C. r.imball The application of W. R. Hawkins for permit to raze building on Lot 11, Block 175, Dallidet Addition, was granted on motion of Ralph C. Kennedy, seconded by W. H. Brazil. The application of IN. A. Newton for registration as class "D" contractor, to- :ether with U. S. Fidelity and Guaranty Co. bond in the amount of $1000.00 and regis- tration fee of $25.00 was received and on motion of Ralph C. Kennedy, seconded by W. H. Brazil it was ordered that the surety be accepted, bond approved and. registration granted On motion of Ralph C. Kennedy, seconded by W. H. Brazilit was ordered that the faithful performance bond-submitted by the San Luis Garbage Company with contract'for handling garbage under Ordinance No. 208 (New Series) be accepted and approved. City Hall, Monday, March 4, 1940 - 7:30 r, lf. City Council met in regular session - Mayor F. C. Kimball presiding. Present: vl. H. Brazil., R. P. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary llbsent : None The minutes of February 19th, 26th and 29th were read and approved as read. The following applications for permit to build were granted on motion of R. P. Howell, seconded by t7. H. Brazil: Christina Ioi. Jacobson - Addition to K. V. E. C. Studio, Anholm Addn. Cost $4500.00 First Baptist Church - Addition to Sunday School Room, Lot 2, Blk 1062 I:,issiori Vineyard Tract, Cost 3000.00 The application of Thornton C. Marshburn for license for Skating Rink at the I. D. E. S. H311 was referred to the Commissioner of Public Health and Safety for investigation and report to the Council. Application of the Freeman Sign Service, by Chas. E. Freeman, for permit to place a wooden sign flush with the front of building at 742 Higuera Street was referred 1 1 1 1 it 1 1 1 1 1 to the Commissioner of Public Health and Safety, with power to act, on motion of R. P. 4 Howell, seconded by VI. H. Brazil. The reports of the City Collector and the round Master for the month of February were received and ordered placed on file. App lic -ation of John Malin for permit to open trench on Branch Street. between Cypress and Beebee Streets, for the purpose of installing sewer, eras referred to the com- missioner of Public Viorks, with power to act on motion of Vi. H. Brazil, seconded by R. P. Howell. Petition of the Santa Yaria Gas Co.. for permit to break pavement on Marsh Street between Johnson Ave. and Ida Street to run gas service line for Bernard Hawkins residence was referred to the Commissioner of Public Works, with power to act, on motion duly seconded and carried. Claims against the City for the month of February 1940 were ordered paid, on motion of Ralph C. Kennedy, seconded by W. H. Brazil, subject to the approval of the heads of the respective departments and the Mayor. Tom Smith, President of the Junior Committee of the Chamber of Commerce, address the Council relative to placing Golden arrow Signs at important street intersections in the city, directing tourist travel to local places of interest. Matter discussed and it was moved by W. H. Brazil, seconded by R. P. Hov.,ell and carried that the Council approve the project and provide the labor for painting such signs. L. B. Graff of Morro Road appeared and addressed the Council relative to a certc- water meter at his residence. The petition of Neon Sales & Service, by E. M. Andrez, for permit to hang a neon sign at 1313 Broad Street for Modern Family Laundry was granted on favorable report and motion of W. H. Brazil, seconded by R. P. Howell, with the provision that work be done under the supervisioh of the City Engineer and in accordance with ordinance. The petition of the Christian Science Church, by Alberta Price, for permit to erect a directional sign at the corner of M--rsh and Garden Streets indicating location of the Christian Science Church was granted on motion of 71. H. Brazil, seconded by R. P. Howell with the provision that- work —be done under the supervision of the Commissimier of Public Health and Safety. On motion duly seconded and carried it wa-s ordered that the petition of J. A. McKinnon et al relative to the improvement of Upham Street between Johnson Ave. and Fixlini Street be placed on file for future reference, as was also, the oet.ition of Mrs. C. Bianchi et al regarding the creek crossing at the end of High Street. On motion of Joseph Leary, seconded by Ralph C. Kennedy the following named were appointed as a recreati: ?nal committee to serve until May 15, 1941; said coriaittee to cooperate vith the City Council and the school board relative to recreational activities and having co:-_sulting power only: Dr. L. 15. Campbell, representing School Board Dr. '.I1. H. Brazil, representing City Council v1. T. Shipsey, representing Mission School Carl G. Beck, representing Coordinating Council I.'srs. C. D. Kelker, representative at large. Commissioner R. P. Howwell reported favorable acti -n on application of Mrs. T.I. E. P^lmer for permit to connect with sewer on Upham Street between Johnson Ave. and Fixlini Street. On motion of W. H.
