H.Brazil, e� seconded by Ralph C. Kennedy it was ordered that seven lights be installed in Caudill Tract as outlined by the Commissioner of Public Works. The motion carried. The City Engineer was requested to provide the Council with an estimate of cost of certain water pipe needed in the Public Works Department. On motion of Ralph C. Kennedy, seconded by R. P. Brazil. The petition of Harry J. Nelson, the Typewriter Shop, at 1014 Court Street for transfer of license to Elmer Smith was referred to the Commissioner of Public Health and Safety for investigation and report. The application of Allan Ochs, by W. S. Hackett, for permit to install sewer connection on Lot 17, Block 2, Anholm Addition, on Lincoln Street between Center St. and Venable St. was granted on motion of Ralph C. Kennedy, seconded by W. H. Brazil. Application of Andrew Renetzky for permit to connect with the City sewer on Kentucky Street ( outside of the City) was referred to the Commissioner of Public Works, with power to act, on motion of W. H. Brazil, seconded by Ralph C. Kennedy. well The application of the Pacific Telephone and Telegraph Co. No. 3, for permit to do certain work on Higuera Street between Santa Rosa and Ozos Streets ( for the Standard Auto Parts Co. ) , more particularly set out ih application on file, was granted. on motion of W. H. Brazil, seconded by R. P. Howell. Joseph Leary voted "No ". The petition of Henry Brazil for permit to install a 16 inch.concrete pipe across Lots 1, 4 & 5, Block 3, of Norton Addition for drainage purposes was granted on motion of R. P. Howell, seconded by W. H. Brazil with the provision that work be done under the supervision of the City Engineer. On motion of W. H. Brazil, seconded by R. P. Howell, the American Legion Auxiliary No. 66 was granted the privilege of selling poppies on the streets of the city on Saturday, May.2 5th, 1940. In a communication, Willis H. Chase requested permission to remove four trees on Santa Rosa Street near Islay Street. Matter was referred to the Commissioner of Public Works, with power to act. The petition of R. B. Galbraith et al for the improvement of George Street between Osos and the end of the street by oil mix surface, and the petition of A.Lohrberg et al for the improvement of Alexander Street by the installation of curbs, gutters and pavement were received and ordered placed on file for future reference, on motion of R. P. Howell, seconded by Ralph C. Kennedy. The report of the City Clerk for the month of April was received and ordered placed on file. In a communication, R. K. Kaime, Secretary of the Chamber of Commerce, requested permit to erect two "Directional Signs" at the corner of Marsh and Morro Streets. Matter referred to the Commissioner of Public Health and Safety for investigation and report, on motion duly seconded and carried. A communication from W. Roy Guyer, Mayor of the City of Oxnard, inviting the Council of the City of San Luis Obispo to attend a meeting of the Channel Counties Regional League at Camp Bartlett, May 22nd, 1940 was ordered placed on file. The report of the City Collector on unpaid licenses for the April quarter was received and referred to the Commissioner of Public Health and Safety and the Police Department for collection. On motion of Ralph C. Kennedy, seconded by W. H. Brazil, the following licenses were ordered cancelled: ADril Quarter 1940: 2172 - John Norton Fountain Lunch - Lunch Counter - $ 5.00 ( Grace Calkins ) 2274 - San Luis Garbage Co. - Garbage - 5.00 10.00 W. T. Shipsey and Carl G. Beck, representing the temporary recreational com- mittee, were present and discussed with the Council the various provisions of a tentative ordinance submitted by the City Attorney for the establishment, 'operation and control of a permanent recreation commission. Matter continued to the next meeting. The application of the Standard Oil Co. for permit to install a 3000 gallon undergrolznd gasoline storage tank at Station No. 584,'205 Higuera Street was granted on motion of W. H. Brazil, seconded by Ralph C. Kennedy with the provision that the work be done under the supervision of the City Engineer and in accordance with rules and regu- lations of the Board of Fire Underwriters. The application of the Valley Electric Co. for permit to hand; a neon sign for the Pacific Gas and Electric Co. at the corner of Monterey and Morro Streets granted, on motion of i ^J. H. P. Howell, -with the provision that work be done 'under the supervision of the City Engineer and in accordance with provisions of ordinance. The'Commissioner of Public Works, R. P. Howell, reported on the request of the Fiesta Committee relative to the placing of street decorations. Since the City has no treet stringers on hand, the application was denied, without prejudice to the petiti It was further ordered that the Commissioner of Public Works be. given po�r)er to act on any permit with reference to hanging stringers for the Fiesta de Las Flores celebration. The application of E. B. Hemen, by Betty E��lers, for license for Lodging House at 878 Marsh Street was granted on favorable report of W. H. Brazil; seconded by R. P. Novell with the provision that the location is approved by the health department. On motion of W. H. Brazil, seconded by Ralph C. Kennedy, the following appli- cations for permit to hang signs were granted with the provision that work be done under the supervision of the City Engineer and in accordance with provisions of ordinance: Rundle's Inc. - Neon Sign - Carl E. Andrews - To enlarge a room, part of Lot 2, Block 38 by `;l. H. Brazil it County of San Luis Obispo - To build garages and storeroom, Block 11, Deleissigues Tract ( General Hospital property) On motion of R. P. Howell, seconded by W. F. Brazil the petition of F. D.Muzio for the improvement of Pismo Street between Osos and Morro Streets by road mix methods was received and ordered placed on file for future reference. The City Engineer submitted specifications for Coarse and Fine Aggregate (coarse aggregate 1400 cubic yards, fine aggregate 800 cubic yards) to be used in the con- struction of Reservoir No. 3.., Matter discussed and on motion of R. P. Howell, seconded by `;l. H. Brazil it was ordered that the said specifications be approved end that the City Clerk be, and she is hereby directed to advertise for Bids in accordance with said specifications; said Bids to be received up to 7:30 o'clock '. M. May 20th, 1940, at which time the said Bids will be publicly opened and read. The City Attorney called the attention of the Council to a quiet title suit. brought against the city in reference to property sold by the county for delinquent taxes, out of which scale the city received its arc rata portion of the money obtained atsuch sale, the property being Lot 24 in Block 186, Ingleside Homestead Tract. It ar,Denring that certain bills for 1riater furnished to such property were delinquent, the City :,,ttorney was requested to examine into the question as to whether or not such bills could be asserted as a lien against the property, under the provisions of City Ordinances.
