Kelleher - Billiards and Pool ( 1006 Railroad Ave. Soft Drinks Cigars Sideline John Reed - Mdse ( Sale of Books) 1021 Morro Street The application of Hilda Birra for permit to recess curb for 12 ft. driveway on the north side of Mill Street between Chorro Street and Broad Street was referred, on motion of.Ralph C. Kennedy, seconded by W. H. Brazil, to the ConT,issioner of Public Works, with power to act, and if granted, work to be done under the supervision of the City Engineer. Application of Homer Cummings for permit to move a neon sign from 412 Higue ra Street to 354 Higuera Street for Rose's Eat Shop was referred to the Commissioner of Public Health and Safety for investigation and report, on motion duly seconded and carrie4. The petition of Neon Sales & Service for permit to hang a double faced neon sign at 895 Hiauera Street for the Tasty Bakery, was referred to the Commissioner of Public Health and Safety for investigation and report, on motion of Ralph C. Kennedy, seconded by 'N. H. Brazil. The application of the San Luis Cleaners, 1124 Broad Street for permit to.rehang a reconditioned metal sign at 1124 Broad Street was referred to the Commissioner of Public Health and Safety for investigation and report, on motion duly seconded and carried. On motion of Ralph C. Kennedy, seconded by W. H. Brazil, the petition of H. J. Dubin for permit to construct a concrete culvert, lot 4, block 95, Murray and.Churc Addition, was referred to the Commissioner of Public Works for investigation and report to the Council. The application of Hilda Birra for permit to open trench for sewer connection_ on Mill Street between Broad-Street and Charo Street was referred to the Commissioner of Public Works and the City Engineer, with power to act. -The application of the San Joaquin Power Division, Pacific Gas and Electric Co. No. 269 for permit to replace poles on Mitchell Drive and Lawrence Drive between South Broad Street and Story Street as per application on file, was granted on motion of Joseph Leary, seconded by W.-H. Brazil, with the provision that all new poles be painted and that sidewalk guy wires be installed. Motion carried. The reports of the City Clerk and the Chief of Police for the month of June, 1940, were recelved.and ordered placed on file. This being the date fixed for hearing pursuant to Resolution of Intention No. 518 (New Series) dated June 24th, 1940, for the improvement of portions of Chorrq Garden, Leff; Church and Upham Streets in the City of San Luis Obispo, - the matter is now taken ' up by the Council. City Attorney read Investigation Report under "Special Assessment Investigation, Limitation and Majority Protest Act of 1931 ", filed May 6th, 1940, re: Improvement of Chorro, Garden, Leff,Church and Upham Streets. There were no formal written or verbal protests filed by interested property owners. Kennedy, seconded by W. H. Brazil by the following vote Ayes: W.H. Brazil, Ralph C. Kennedy, F. C. Kimball, Joseph Leary Noes: None Absent: R. P. Howell Resolution No. 521 (New Series) - A Resolution directing preparation of In- vestigation Report was adopted on motion of Ralph C. Kennedy, seconded by W.H.Brazil by the following vote: Ayes: W.H. Brazil, Ralph C. Kennedy, F. C. Kimball, Joseph Leary Noes: None Absent: R. P. Howell Resolution No. 522 (New Series) - A-Resolution determining correction factor was adopted on motion of Ralph C. Kennedy, seconded by W. H. Brazil by the following vote: Ayes: W.H.Brazil, Ralph C. Kennedy, F.'C. Kimball, Joseph Leary Noes: None Absent: R. P. Howell Upon motion of Ralph C. Kennedy, seconded by.Joseph Leary the City Clerk was directed to file with the State Board of Equalization and with the County Assessor of the County of San Luis Obispo, a statement in reference to the annexation of the Caudill Tract and a part of the Imperial Addition, together with a map of boundaries thereof, as required by Section 3720 of the Political Code of the State of California. Motion duly carried. On motion of W. H. Brazil, seconded by Ralph C. Kennedy the commissioner of Public Health and Safety was directed to confer with the City Attorney and draw up specifi= cations for police cars and present at the next meeting of the Council. Motion carried. On motion of W. H. Brazil, seconded by Ralph C. Kennedy, it was ordered that Jerry Richards be appointed Assistant Fire Chief with an additional coupensaiion of $10.00 per month, beginning July 1st, 1940. Motion carried. Following discussion re: The appointment of a Captain of Police, the City Atto was directed to bring an amendment to the-present ordinance relative to same. The Commissioner of Public Health and Safety was authorized to check traffic at the intersection of Chorro and Higuera Streets. There was discussion relative to changing the names of Fig and Sycamore Streets. On motion of Joseph Leary, seconded by W. H. Brazil the meeting adjourned to Monday, July 22nd, 1940 at 7:30 P. M. Kimball Noes: Joseph Leary Absent: None Ordinance No. 217 (New Series) - An Ordinance changing the name of Sycamore Street and a portion of Hathway Ave. and repealing Ordinance No. 101 (Neva Series) was introduced and passed to print on motion of R. Howell, seconded by W. H. Brazil the petition of Fannie Anderson for street light at Kentucky Street and Murray Ave., also improvement of said street was ordered filed for future reference. The application of Cline's Electric Shop for permit to install a double faced neon sign for the Interstate Cafe and for the Greyhound Stage Lines at 1009 Monterey Street were granted on motion of W. H. Brazil, seconded by R. P. Howell, with the pro- vision that the work be done in accordance with ordinance and under the supervision of the City Engineer. The petition of Emma Kinney for permit to excavate for garage on Leff Street between Osos Street and Morro Street was laid over for further report. The matter of a poisoning project under the supervision of the health depart- went for the eradication of rats in the City was continued,for further investigation. On motion of Ralph C. The City Council met in regular session - Mayor F. C. Kimball presiding. Present: W.H.Brazil, R.F. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary Absent: None . The minutes of July 15th, 22nd and 29th were read and approved as read. This being the time and place fixed for receiving bids, as set out in Resoluti No. 519 (New Series), for the improvement of Chorro, Garden, Leff, Church and Upham Street4, under Resolution of Intention No. 518 (New Series) dated June 24th, 1940, the following is a list of all bids received which were publicly opened and read: Brown & Doko , Pismo Beach, California F. H. Gates, Santa Maria, Californie The City Engineer checked the respective bids and reported to the Council. Matter dis- cussed and on motion of R. P. Howell, seconded by W. H.Brazil the said bids were referred to Kenneth Beck for final approval. The application of Mary J. Anderson for license for Restaurant and Soft Drinks at 406 Higuera Street were referred to the Commissioner of Public Health and Safety for investigation and report to the Council, on motion of R.P.Howell, seconded by Ralph C.Ke 1 1 J 1 1 1 1 1 1 The application of Norma Bell Schleim for-permit to lay sidewalk at the corner of Islay and Garden Streets, also, to ramp present curb for 12 ft. for driveway was referred to the Commissioner of Public Works, with power to act; on motion of W. H. Brazil, seconded by Ralph C. Kennedy. The petition of Parker Boiler Works, by E. R. Parker, for permit to sand blast Masonic Building, Marsh Street, also to block sidewalk area while working on front of said building was granted on motion of R. P. Howell, seconded by W. H. Brazil with the provision that the work be done under the supervision of the City Engineer and the Police Department. The reports of the City Collector, Police Judge, Pound Master and the Crime report of the Chief of Police for the month of July were received and ordered placed on file, on motion duly seconded and carried. A communication was received from R. K. Kaime, Secretary of the Rodeo Stock Show requesting that the City erect light stringers for the "Days of the Dons" celebration September 13th, 14th, and 15th was received and on motion of J. H. Brazil, seconded by R. P. Howell, the matter was referred to the Commissioner of Public Works for investigatio and report at the next meeting of the Council. Communication of C. A. Younglove relative to noise from a certain motor in the vicinity of his home was referred to the Commissioner of public Health and Safety and the Police Department for investigation and report back to the Council. Communication from the Gamewell Co. relative to fire siren received and ordere placed on file on motion duly seconded and carried. Claims against the City for the month of July were ordered paid on motion of Ralph C. Kennedy, seconded by W. H. Brazil, subject to the approval of the heads of the respective departments and the Mayor. Ordinance No. 216 (New Series) - An Ordinance amending Section 3 of Ordinance No. 46 (New Series) was finally passed on motion of R. F. Howell, seconded'by W.H.Brazil by the following vote: Ayes: W.H.Brazil, R.F. Howell, Ralph C. Kennedy, F. C. Kimball Noes: Joseph Leary Absent: None Ordinance No. 217 (New Series) - An Ordinance changing the name of Sycamore Street and a portion of Hathway Ave. and repealing 'Ordinance No. 101 (New Series) was finally passed on motion of W. H. Brazil, seconded by R. P. Howell by the following vote: Ayes: W.H.Brazil, R.P.Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary Noes: None Absent: None The application of San Joaeuin Power Division, Pacific Gas and Electric Co. No. 270 for permit to do certain work on Pismo Street between Essex Street and the San Luis Obispo High School, more particularly described in said application, was denied on motion of R. P. Howell, seconded by W. H. Brazil. S. Jackson Lowe appeared before the Council requesting that the City of San Luis Obispo lend its cooperati3n toward the establishment of a game refuge or sanctuary in Reservoir Canyon and prohibiting the shooting of animals in that district - Matter was discussed and the City Attorney was requested to investigate and bring back recom- mendations. On motion of W. H. Brazil, seconded by Ralph C. Kennedy it was ordered that the salary of Kenneth Cantrell, Pound Master, be increased from $110.00 per month to $ 125.00 per month, Leffective August 1st, 1940. 87
