Kimball, Joseph Leary Noes: None Absent: None There was discussion relative to the use of Mitchell Lot as a Park and Recreatio Center. Matter continued for report from the City School Board. On motion of W. H. Brazil, seconded by Ralph C. Kennedy the City Attorney was 'instructed to draw a Resolution fixing the salary of members of the Police Department who have had two or more years of consecutive service in said department, at $15.0.00 per month On motion of W. H. Brazil, seconded by R. P: Howell the City Attorney was in- structed.to draw a Resolution fixing the-salary of Captain of Police at $160.00 per month. On motion of Joseph Leary, seconded by W. H. brazil the City'Atto,rney was in- structed to draw a Resolution fixing the salary of the Assistant City Clerk at $110.00 per month. Motion, carried. The City Attorney was directed to furnish the Council with a Resolution fixing the salaries of the employees of the Fire Department. On motion of R. P. Howell, seconded by W; H. brazil the Commissioner of Supplies was authorized and directed to enter into anrgreement with Booth Bros. for the lease renta I f a Dodge Truck; City Attorney to draw agreement. Motion carried. Commissioners Ralph C. Kennedy and W. H. Brazil were appointed a c6mmittee of tw to report on the matter-of hanging signs., Commissioner Ralph C. Kennedy reported on several possible sites which might be obtained for a-ball park. On motion of Ralph C. Kennedy, seconded by R. P. Howell, it was ordered that a istreet light be placed at the corner of Murray Ave. and Kentucky Street. On motion of Ralph C. Kennedy, seconded by W. H. " 155.00 On motion of Ralph C. Kennedy, seconded by R. P. Howell the application of Leona Piper, trustee for Billy J. F;oodcock for permit to build a residence on Lot 17, Block 151, Harford Addition was referred to the Commissioner of Public Works, with power to act. The following applications for permit to lay sidewalk and curbing were granted on motion of R. P. Howell, seconded by Ralph C. Kennedy with the provision that work be done under the supervision of the city engineer: 1 1 1 i John Ormo_nde - To lay 35 ft. of full width sidewalk and curbing on the 5 North Side of Sandercock St. between Beebee and Cypress Streets. Dr. F.R. Mugler - T_ . o fill in 43 ft. of parkway on the West side of Toro St. between Marsh and Higuera Streets. Ramona Dana - To recess curb for a distance of 12 ft and ramp sidewalk Osos for driveway on the Southside of Buchon St. between and Morro Streets. Notification from the State Board of Equalization, under date of September 179 1940 of Liquor License application of Elmer A. Schwarzberg for "On Sale Beer and Udine" at Elmer's Tower Cafe, 427 Higuera Street was received and ordered placed on file, on motion duly seconded and carried. The petition of E.--R. Parker for permit to sandblast the Castro Building at 978 Chorro Street was referred to the Commissiner of Public Works, with power to act, on motion of Ralph C. Kennedy, seconded by W. H. Brazil. The following applications for permit to connect with sewer were referred to the Commissioner of Public Works, with power to act, on motion of Ralph C. Kennedy, seconded by W. H. Brazil: A. 0. Johnson - To open street for sewer connection on Lincoln St. between Chcr ro St. and Montalbon St. J. Hollinger - To cut pavement on Broad St-. at Caudill St. for the purpose of making sewer connection. Resolution received from the Disabled American Veterans of the World Tar expressing appreciation to the Council for its cooperation in contributing to making the Convention recently held in this City successful. Such resolution was received and ordered placed on file. Communication received from R. K. Kaime, Secretary of the Chamber of Commerce, thanking the Council for its cooperation and assi.stande in the production of the "Days of the Dons" celebration - same was ordered placed on file, on motion duly seconded and carried. Communication from the Military Order of the Purple Heart was received and ordered placed on file on motion of Ralph C. Kennedy, seconded by R. P. Howell. The Crime Report of the Chief of Police for the month ending August 31, 1.940 was received and ordered placed on file. Applications for the quarterly licenses were presented, and on motion of R. P. Howell, seconded by Ralph C. Kennedy, said applications were referred to the Commissioner of Public Health and Safety for investigation and report to the Council. The petition of Tony Victorino et al relative to recreati ^nal activities was received and on motion of W. H. Brazil, seconded by R. P. Howell the same was ordered received and placed -on-file. The report of J. M. MacLean, Accountant, on the Water Account for the fiscal year ending June 30th, 1940 was presented. Matter continued until the next meeting. ' Communication received from R. C. Woods relative to park site, rest rooms, band stand, etc. was ordered placed on file on motion of Ralph C. Kennedy, seconded by W. H. Brazil. The applications of Steve Mendoza for licenses for Cigars Sideline and Billiards and Pool at 887 Palm Street were granted on favorable report and motion of W.H.Brazil, seconded by R. P. Howell. On favorable report and motion of R. P. Howell, seconded by Ralph C. Kennedy the following applications for permit to repair sidewalk were granted: Jennie Hill - To repair about 12 ft. of full width sidewalk and ramp, on the North side of Buchon St. between Broad and Nipomo Sts. Fitzgerald Estate and James Quaglino - To repair 25 Sq. Ft. of sidewalk on the North side of Higuera St. between Court St. and Morro St. 6 The application of Christine Hoerntlein for permit to lay 75 ft. of 4 ft. side- walk on the Sosthside of Spring Street between Fixlini Street and Johnson Ave. and 50 ft* of same on the West side of Fixlini Street at Spring Street was granted on favorable repo of R. P. Howell, seconded by W. A. Brazil with the provision that the work be done under the supervision of the City Engineer. An Order was made by the Council that the City Engineering Department issue notice to contractors that nb work be done until such time as an 0. K. is received from the Engineering.Department or the City "Council. The petition of the Pacific Tel. and Tel. Co. No. 4 for certain work on South Broad Street, more particularly described in application on file, was granted on motion of R. P. Howell, seconded by W. H. Brazil. On motion of W. H. Brazil, seconded by'R. P. Howell the following applications for permit to hang signs were granted, with the provision that work be done in accordance with the existing ordinance and under the supervision of the City Engineer: Neon Sales & Service - Neon sign for Blue Bell Coffee Shop - 987 Monterey St. Rudolph's Electric- " " Steak Hector Cafe - 1024 Morro St. Rudolph's Electric - " Bob Olgiati - 1019 Court St. On favorable report and motion of R. P. Howell, seconded by W. H. Brazil, the following applications for permit to connect with sewer were granted: Donald Moses - To open trench for sewer connection on Center St. between Chorro and Lincoln Streets Geo. W. Kilbern - To cut pavement.for sewer connection on Buchon St. between Broad St. and Nipomo St. . The applications of Minta Long, W. Fetters and Walter Peterson for permit to connect with se:-aer at various locations, as set out in applications on file, were again continued. The application of C. A. Maino relative to sewer connection on Johnson rive. between Mill and Palm Streets, also for the improvement of the street in the said block was again laid over. The petition of Laura C. Ruda et al-for the improvement of Walker, Archer and other streets and the petition of Nelson H. Russell relative,to the improvement of Ella Street were laid over for another week. Major bIorford of the Salvation Army appeared before the Council and requested financial assistance toward maintenance of the Salvation Army kitchen for the feeding of transients. Matter discussed and the Mayor appointed R. P. Howell and Joseph Leary as a committee of two, to confer with Major Morford and report recommendations to the Council! Resolution No. 536 (New Series) - A Resolution fixing the salary to be paid to the Assistant City Clerk was adopted on motion of W. H. brazil, seconded by R.
