26 The salary of Police Judge be raised from $85.00 to $125.00 per month, effective
January 1, 1941.
That the salary of the City Attorney be raised from $100.00 to $140.00 per month,
effective January 1, 1941;
That the sum of $25.00 per month be allowed the City Attorney for office rental,
incidental expenses, etc., effective January 1, 1941.
Motion carried.
On motion of R. P. Howell, seconded by W. H. Brazil the meeting adjourned.

City Council met in regular session - Mayor F. C. Kimball presiding.

Absent: None
The minutes of November 18th and 25th were read and-a- pproved as read.
The following applications for permit to build were granted on motion of
R. P. Howell, seconded by W. F. Brazil:
Vernon IV. Fraser - Double Garage with Apt. Lot 4, Blk 123,
Ingleside Tract,
Cost $ 2500.00
Jos. G. &. Mary Rainey - Three stall.garage and apt., Lot 13,
Blk. 180, Loomis & Osgood Addn. 2500.00
The application of H. J: Dubin for permit to move a portion of building from
Lot 3, to part of Lot 30 and 31, Block 149, Harford Addition was referred to the Commissi
of Public Works for investigation and report.
The application of J. W. Louk for permit to change the location of a garage
on Lot 14, Block 7, Southside Addition was referred to the Commissioner. of Public Works,
with power to act, on motion duly seconded and carried.
The application of T. A.• Greenleaf for permit to lay 105 ft.. of full width
sidewalk on the East side of Chorro Street between Higuera Street and Marsh Street was
granted on motion of R. P. Howell, seconded by W. H. Brazil.
The petition of R. Heidorn for permit to remove trees from sidewalk area in
front of his residence at 1417 Marsh Street was referred to the Commissioner of Public
Works, with power to act, on motion of W. H. Brazil, seconded by Ralph C. Kennedy.
The petition of J. E. McClure, President of the San Luis Obispo Chamber of
Commerce for permit to hang 40 stringers of flags across the streets of the city, also,
to place 90 lighted Christmas trees on the sidewalk area within the city was granted on
motion of W. H. Brazil, seconded by R. P. Howell.
The petition of J. E. McClure, President of the San Luis Obispo Chamber of
Commerce for permit to move a sign from 1020 Morro Street and erect same at 7S3 Marsh
Street, new location of the Chamber of Commerce Office, was referred to the Commissioner
of Public Health and Safety with power to act, on motion of-R. P. Howell, seconded by
Ralph C. Kennedy.

The petition of Faulstich Bros., by J. F. Faulstich, for permit to con-
struct a 5 ft. brick wall enclosing patio on Lots 11 and 12, Block 90, for W. H. Goettsche
was referred to the Commissioner of Public Works' with power to act, on motion duly
seconded and carried.
The petition of Singer Sewing Machine Co. by J. E. Hamilton, for permit to hang
a composition board sign flush with the building and one metal "S" sign at 718 Higuera
Street for the Singer Sewing Machine Co. was referred to the Commissioner of Public Health
and Safety for investigation and report.
The report of the City Collector for the month ending November 30th, 1940 was
received and ordered placed on file.
The report of the City Collector on Unpaid Licenses for the October quarter,.
1940 was referred to the Commissioner of Health and Safety and the Police Department for
collection.
On motion of V:. H. Brazil, seconded by R. P. Howell, a contract between the
Pacific Gas and Electric Co, and the City of San Luis Obispo covering the erection of
8 - 1000 candle power street lights and 13 - 600 candle power street lights for the
business section of the city was received and placed on file.
Claims against the city for the month of November, 1940 were ordered paid on
motion of R. P. Howell, seconded by W. H. Brazil, subject to the approval of the heads
of the respective departments and the Mayor.
This being the time and place in accordance with published notice calling for
bids for roofing of the new fire house to be submitted December 2nd, 1940 at 7:30 o'clock
P. ;dl., the matter is noiN taken up by the Council: the following is a list of those sub-
mitting bids:

Kyle Roofing Service- 1609 Osos St. " "
Vincent Roofing Service- 1602 Osos St. ft
The above bids were publicly opened and read. It appearing that the bid of the Vincent
Roofing Service was the lowest and best bid of all bids received, it was moved by R. F.
Howell, seconded by 1. H. Brazil that the bid of the Vincent Hoofing Service, in the
amount of $730.00 for tile roof for the new fire house be accepted and that the contract
be awarded to the Vincent Roofing Service at the price named in his bid. Roll call vote:

On motion of R. P. Howell, seconded by 1.7. H. Brazil it was ordered that the
certified checks accompanying the bids of the unsuccessful bidders be returned. Motion
carried.
Fred Gist appeared and requested the Council to paint bases of the Christmas
trees along the streets. It was moved by R. I. Howell, seconded by W. H. Brazil that the
Commissioner of Public Health and Safety arrange to have said bases sprayed green. Motion
carried.
On motion of R. P. Howell, seconded by W. H. Brazil the application of Miles
Mathews for permit to recess curb and ramp sidewalk for 8 ft. driveway on the west side
of Higuera Street between High Street and South Street was denied without prejudice to
the petitioner.
Application of R. H. Bradley for license for Bakery at 1804 Oabs Street was
granted on motion of W. H. Brazil, seconded by R. P. Howell.
The petition of Leon Sales & Service by Sam Holland, for permit to hang a
horizontal double faced neon sign at Berkemeyer's Garage, 1005 Monterey Street was granted,
28 on motion of W. H. Brazil, seconded by Ralph C. Kennedy, with the provision that the
work be done in accordance with ordinance and under the supervision of the City Engineer.
The petition of Rudolph Marshall for transfer of license for Lodging House
at 874 Hir,uera Street to H. A. Gorham was granted on motion of W. H. Brazil, seconded by
R. F. Howell.

Resolution No. 550 (New Series) - A Resolution providing for the execution

motor numbers 99A- 286623 and 99A - 286215 respectively ) was passed and adopted on motion

Resolution No. 551 (New Series) - A Resolution opposing the transfer into
the City of San Luis Obispo of any "On Sale Distilled Spirits" licenses was passed and
adopted on motion of R. P. Howell, seconded by W. H. Brazil by the following vote:

There was discussion relative to installation of a Stop and Go Signa; at the
intersection of Higuera and Chorro Streets. Commissioner of Public Health and Safety
was requested to bring more data in connection therewith.
There was discussion relative to proposed ordinance licensing bicycles.
