Resolution No. 557 (New Series) - A Resolution of the City Council of the Cit of San Luis Obispo proposing an Amendment to the Charter of the City of San Luis Obispo and providing for the submission of such Amendment to the qualified.electors of said City for adoption and ratification at the General Municipal Election to be held on the 7th day of April, 1941, was introduced and adopted on.motion of W. H. Brazil, seconded by R. F. Howell by the following vote: Ayes: W. H. Brazil, R. P. Howell, F. C. Kimball, Joseph Leary Noes: Ralph C. Kennedy Absent: None On motion of R. P. Howell, seconded by W. H. Brazil the Assistant City Engineer was instructed to prepare specifications for cast iron water mains needed by the city,- such specifications to be presented at the neat meeting of the Council. Block 61, 75.00 The application of M. A. and Elsie Cheda for permit to move a small cabin from Lot .14 Block 25 to Lot 6, Block 27 was granted on motion of R. P. Howell, seconded by W. H. brazil. The application of Eugene E. Gregg for licenses for Restaurant, Soft Drinks and Cigars Sideline at 162 Higuera Street was referred to the Commissioner of rublic Health and Safety for investigation and report to the Council, as was also the application of Leonard n. Burns for license for Taxicab at 2039 Broad Street. [1 1 1 E J ghe application.of of Crafts Golden State Shows for license for Carnival 49 was referred, on motion of R. P. Howell, seconded by W. H. Brazil, to the Commissioner of Public Health and Safety for investigation and report to the Council. On motion of R. P. Howell, seconded by 1 ^1. H. .Brazil the following applications of Neon Sales & Service for permit to hang neon signs were referred to the Commissioner of Public - Health and Safety for investigation and report to the Council: 1 - Sign at Beno's Army and Navy Store - Monterey & Chorro Street 1 - Sign at Lea's Shoe Store on Chorro Street. The application of E. J. Douglas for registration as a Class "D" Contractor ' together with Hartford Accident and Indemnity Co. bond in the amount of $1000.00 and re- gistration fee of $25.00 was received and on motion of Ralph !%. Kennedy, seconded by R. P. Howell it was ordered that the surety be accepted, bond approved and registration granted. Notification received from the State Board of Equalization under date of February 212 1941 relative to the transfer of "On Sale Beer and Wine" license from K. Takayama, 194 Higuera Street to Akiko Watanabe. On motion of Ralph C. Kennedy, seconded by Vi. H.Brazil the matter was referred to the Commissioner of Public Health and Safety for such action as he deems necessary. The report of the City Treasurer for the month ending January 31, 1941 was received and ordered placed on file. The report of the City Collector on Unpaid Licenses for the January Quarter was received and on motion of W. H. Brazil, seconded by R. P. Howell the same was referred to the Commissioner of Public Health and Safety and the Police Department for collection. Chas. J. Kelley of the Pacific Gas and Electric Co. appeared before the Council and presented a map for the installation of proposed additional street lights as set out on map presented as follows: 1 - Light on Morro Street between Monterey and Higuera Streets 1 1 - Light on Court Street IT " IT " 1- Light on Osos n n n n It ^ 1 - Light on Garden IT Higuera and Marsh Streets 1 - Light on Charm " " " 1 - Light on Morro IT " n r. 1- Light on Osos " n n it n 1 - Light on Higuera IT " Nipomo and Broad 0treets The above light standards to be equipped with 600 candle power lights. In addition to the above schedule it was proposed to install;a light standard at Higuera and Osos Streets and (Higuera and Morro Streets without lights. Matter discussed at length. On motion of R. P. Howell, seconded by W. H. Brazil it was ordered that the Pacific Gas and Electric Co. be instructed to install light standards as set out in the above schedule, also, that permission be granted toinstall 2 standards without lights. Motion carried. On motion of W. H. Brazil, seconded by R. P. Howell the following applications for licenses were granted: Paul Perrot,- Soft Drinks, Cigars Sideline and Restaurant in the New Maddalena Building. The application of Rundle's Inc. for permit to hang a double faced neon sign for . E. Tiernan, 645 Higuera Street was granted with the provision that the sign be hung under supervision of the City Engineer and in accordance with provisions of ordinance. The application of B. J. Haley, W. E. Smith and C. J. Bond for license for Sales b2erchandising ( Skill & Science ) at 1019 Morro Street was again laid over at the request If the Commissioner of Public Health and Safety. The petition of G. W. Davidson et al relative to extending lighting system through the 600 block on Higuera Street was received and ordered placed on file on motion of R. P. Howell, seconded by W. H. Brazil. .z On motion of W. H. Brazil, seconded by R. P. Howell, the letter from the Division of Highways relative to reporting traffic accidents, was received and ordered filed. e5 0 The application of Harold J. Anderson Post, No. 1766, Veterans of Foreign Wars, for license for show was again taken up and it was moved by Ralph C. Kennedy,.seconded by R. F. Howell that the application be granted under the provision of Section 75 of License Ordinance No. 76 (New aeries), and provided further that signatures of 50 residents be presented as a guarantee against financial loss on account of such exhibition in accordance, with ordinance, and if not presented, then the regular license fee shall be charged. The application of John F. Patric: for license for Mechanical Amusement Devices under Ordinance No. 222 (New Series) was held over until such ordinance becomes effective. Re: Application of J. G. Jones for franchise for Street Bus'Carrier line: Proposed ordinance was presented and discussed by the Council. Matter continued. Resolution No. 558 (New aeries) - A Resolution of the City Council of the City of San Luis Obispo proposing five amendments to the charter of the City of San Luis Obispo and Providing for the submission of such amendments to the qualified electors of said city for adoption and ratification at the General Municipal Election to be held on the 7th day of 1- 1.pril, 1941, was introduced and adopted on motion of Ralph C. Kennedy, seconded by 14. H. brazil by the following vote: Ayes: -4.H. Brazil, R. P. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary Noes: None Absent: None The Assistant City Engineer, Leonard Lenger, presented specifications for cast iron pipe needed by the city: 5820 linear feet of 4 inch.cast iron pipe, 1400 " " 10 " 'T it " together with miscellaneous fittings. It was moved by R. P. Howell, seconded by W. H. brazil that the specifications presented by the Assistant City Engineer be approved and that the City Clerk be instructed to advertise for bids, said bids to be received up to 7:30 F. M., March 10, 1941, at which time said bids will be publicly opened and read. On motion of Ralph C. Kennedy, seconded by R. Y. Howell the meeting adjourned.
