Brazil that the Council go on record as protesting the license, as was also the matter of the transfer of "Wine and Beer" license from Blanche and Thos. Mayne, of San 14iguel to Charlie M. Langdon at 152 Higuera Street. The reports of the City Treasurer and the Police Judge for the month of February, 1941 was received and ordered placed on file. Kyle for registration as a-Class "E" Contractor, together with the Great American Indemnity Co. bond in the amount of $1000.00 and regis- tration fee of $15.00 received, and on motion of Ralph C.-Kennedy, seconded by W. H.Brazii the surety was accepted, bond approved and registration granted-. The application for registration as Class "E" Contractor for Roy Vincent,'together with fee of $15.00 received and was referred to the Commissioner of Finance for inves- tigation and report to the Council. The matter of the Election Proclamation for the General Municipal Election and Consolidated Charter Amendment Election to be held in the-City of San Luis Obispo on Monday, April 7th, 1941, was now taken up. Election Precinct Polling Places were official designated, Election Officers were appointed and it was moved by R. P. Howell, seconded by W. H. Brazil that the Election Proclamation be adopted. The said Proclamation was adopted by the following vote: Ayes: VI.H.Brazil, R.P.Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary Noes: None Absent: None The following petitions of nominations of candidates for the respective offices to be voted on at the General Municipal Election and Consolidated Charter Amendment Election, to be held in the City of San LuisObispo on Monday, April 7, 1941, were presented to the Council and ordered placed on file: For Mayor - For Councilmen - For School Director - F. The applicjtion� of Ward Munger to recess curb for driveway and also, application of C. I. Letlow to break curb and ramp walk was granted on motion of R. P. Howell, seconded by W. H. Brazil, work to be done under the supervision of the City Engineer. The application of the Neon Sales & Service for permit to hang double faced neon sign for B & H Drug at 899 Higuera Street was granted on motion of 1. H. Brazil, seconded by R. P. Howell, with the provision that wort be done in accordance with. ordinance. The Assistant City Engineer, Leonard Lenger, reported on the Bids for Cast Iron Pipe, stating that the Bid of the United States Pipe and Foundry Co. Los °ngeles, was the best and lowest bid received in the amount of $5636.84; shipment to be made by rail and water to San Pedro, California and truck from San redro to San Luis Obispo yard or trench side; the above price is F.O.B. delivered, San Luis Obispo, sales tax included; it was then moved by R. P. Howell, seconded by Ralph C. Kennedy that the bid of the United States Pipe and Foundry Co. in the amount of $5636.84 be accepted by the following vote: 58 Ayes: W.H.Brazil,R.P.Howell, Ralph C. Kennedy, F. C. Kimball Noes: Joseph Leary Absent: None On motion duly seconded and carried it was ordered that the unsuccessful bidder's' bond be returned. On motion of W. H. Brazil, seconded by Ralph C. Kennedy the City Attorney was directed to draft a Resolution to present at the next meeting of the Council t'o place a "Stop Sign" at the corner of Chorro and Buchon Streets and at the corner of Garden and Buchon Streets. Motion carried. Re: Request of W. H. Brazil that a neon sign for the San Luis Obispo lire De- partment be purchased at a cost of :50.00; discussion followed and matter held over for further investigation, - and further, 1. H. Brazil submitted additional information re- " I ' garding street markers and presented several. samples. No action takt this time. On motion of Ralph C. Kennedy, seconded by W. H. Brazil, the Commissioner of Supt:lies, Joseph Leary, was requested to get prices for Street Cans to be placed on the streets of San Luis Obispo for refuse. The City Attorney was instructed to check into the matter'and report back to the Council regarding the proper insurance for taxi -cabs, doing business as a "tublic Conve The City Engineer was again instructed to give written notice to all Plumbing Contractors regarding the inspection of their work as mentioned in the previous meeting. On motion of Ralph C. Kennedy, seconded by W. H..Brazil it was moved that the Council adopt a Resolution asking the State Board of Equalization to refuse the transfer of "Beer and Wine" licenses from outside territory into the City of San Luis Obispo - Resolution to be identical as the one adopted on "Distilled Spirits ", by the following vote: Ayes: Ralph C. Kennedy, W. H. Brazil Noes: R.P. Howell, F. C. Kimball, Joseph Leary Absent: None Motion lost. A recuest for a traffic count at the corner of Santa Rosa and Monterey Streets was made by the State of California, Highway Department. The City Attorney was requested to prepare a Resolution requesting the State highway Department to investigate the necessity of a Traffic Control Signal at the corner of Marsh and Broad Streets. Commissioner W. H. Brazil brought up the matter of a possibility of a Traffic Control aignal at the corner of Morro and Higuera Streets. No action taken. On motion of R. P. Howell, seconded by Joseph Leary the meeting adjourned to March 24, 1941. Ayes: W.H.Brazil,R.P.Howell,Ralph C.
