City Council met in adjourned session - Mayor F. C. Kimball presiding.

The following applications for permit to build were "granted on motion of R. P.
Howell, seconded by Ralph C. Kennedy:

On motion of R. P. Howell, seconded by.Ralph C. Kennedy the following appli-
cation was referred to the Commissioner of Public Works, with power to act:

On motion of R. P. Howell,, seconded by W. H. Brazil the following applications
for permit to build were granted with the provision that the builder get a Contractor's
license with the City of San Luis Obispo:

adj. lot on Ellen Way, Blk. 71 of the Hathway Addn. Cost 5000.00

Application for permit to connect with sewer for Francis Radia, was referred to
the Commissioner of Public Works, with power to act, on motion of uJ, H. Brazil, seconded
by R. P. Howell.
Application for permit to lay 100 ft of 4 ft. sidewalk on the South side of
Pismo Street between Broad and Nipomo Streets for Chas. R. Maier, was referred to the Com-
missioner of Public Works, on motion of Ralph C. Kennedy, seconded by W. H. Brazil, with
power to act.
Application for a permit from the Santa Maria Gas Co. to install 180 ft. of
3 inch gas main on Broad Street between Higuera and Monterey Streets, to serve consumers
on Higuera Street was granted on motion of R. P. Howell, seconded by Ralph C. Kennedy -
work to be done under the supervision of the City Engineer.
The. application of Dannie Jackson, 400 Cypress St. Pismo, California, for license
for Mechanical Amusement Devices in the City of San Luis Obispo, was referred to the.Com-
missioner of rublic Health and Safety for report, on motion of R. P. Howell, seconded by
JW. H. Brazil.
The matter of an option from Fred L. Garret et ux to the City of San Luis Obispo
dated March 17, 1941 to the City Luis
granting of San Obispo, the option and right,tof
buy for the Full price of $2200.00, the following described real property situated in the
City of San Luis Obispo, County of San Luis Obispo, State of California, to -wit:
"All of Lots One (1), Two (2) and Three (3) in Block Two (2) of the
Breck Tract, except a triangular portion of Lot One (1) fronting
approximately 156.5 feet on Johnson Street together with a small
portion of Lot.Four (4) in said Block Two (2), all as shown on a
sketmh map prepared by Kenneth Beck, CitynEngineer, and entitled
"Map of proposed Munoz Street underpass and approaches, City of
San Luis Obispo, Calif., Feb. 1940 ".
was read before the Council, and on motion of R. P. Howell, seconded by W. H. Brazil, same
was ordered placed on file.
The application for Registration as a Plass "C" Contractor from C. C. Sharps, to-
gether with U. S. fidelity and Guaranty Co. bond in the amount of $3000.00 and registration
60 fee-of $50.00'received, and on motion of Ralph C. Kennedy, seconded by W. H.Brazil,
the surety was accepted, bond approved and registration granted.
Notification received from the State Board of Equalizatiozi under date of March
219 1941 on the application of George A. Litchfield, dba Litchfield!s,.695 Higuera Street
for "Off Sale beer & Wine" license, and on motion of Ralph C. Kennedy, seconded by W. H.
Brazil it was ordered that the application be placed on file.
Communication received from E. D. Bray of San Luis Obispo under date of Larch
209 1941, applying for position as Building Inspector for the City of San Luis Obispo , was
read and on motion of W. H. Brazil, seconded by R. P. Howell, it was ordered that same be
placed on file.
Petition was received from Cecil G. Evans asking permission to move the old
Luchessa House now located on Lot B of the Phillips Addition, to the Northeast corner of
Lot B, facing on Murray Ave., and on motion of R. P. Howell, seconded by v"l. H. Brazil,
it was referred to the Commissioner of Public Health and Safety for report.
The City Engineer, Kenneth Beck, presented a.list of-all unpaid assessments on
the Peach Street (Jt.) Improvement District and same was ordered filed.
The following applications were referred to the Commissioner of Public Health
and Safety for investigation and report, on motion of R..P. Howell, seconded by W. H.
Brazil:

Application for permit from the Pacific Gas and Electric Co. to build temporary
building and bath house for the construction crew, on their own property on Vtalker, Archer
and Pacific Streets was received and on motion of R. P. Howell, seconded by 17. H. Brazil,
was referred to the City Engineer.
The following applications for transfer of licenses were granted on motion of
W. H. Brazil, seconded by R. P. Howell:

Petition from Cline's Electric Co: to hang double faced neon sign for Robinson
& Dunn, 1190 Monterey Street was granted on-motion of 111. H. Brazil, seconded by R. F .Howe 11,
nu. Re: Petition of Harold J.Anderson Post No. 1766, Veterans of r'oreign Cars,
for permit to hold show put on by the" Arthur's Mighty American Shows" from earth 31st,
1941 to April 6th, 1941, together with a petition of 50 signatures and check in the amount
of $25.00 received, and on motion of R. P. Howell, seconded by W. H. Brazil it was referred
to the Commissioner of Public Health and Safety and the City Attorney, with power to act.
The application for.renewal'of licenses for the April quarter were ordered placed
on file.
The matter of the petition of E. C. Schwafel which was presented to the City
Council on September 23, 1939 was again taken up by the Council: The Council accepted
the proposal of Mr. Schwafel to install a Boulevard Stop Sign at Beach and Pacific Streets,

stopping traffic on Pacific Street at Beach Street and on motion of W. H. Brazil,
seconded by R. P. Howell the City Attorney was instructed to draw up a Resolution and
present it to the Council. Motion carried.
Maj. Erwin W. Minger and Capt.' E. Hunt tirig,...Camp San Luis Obispo Morale Officers,
and a delegation from the American Legion appeared before the Council, asking the City's
help in establishing a "Soldier's Hut ", providing them a place to stop and meet friends
while visiting in the City. After discussion and on motion of R. P. Howell, seconded by
'W. H. Brazil, it was moved that the City pay 430.00 per month, plus utilities, towards
the expense upon the following roll call vote:

Noes: Joseph Leary
Absent: None
On motion of Ralph C. Kennedy, seconded by W. H. Brazil, the City Engineer was
asked to submit an estimate cost for a buildinE, to house prisoners on the City Farm;' the
City Attorney was also instructed to draw up an agreement with the District Attorney re-
garding same. Joseph Leary voted "No ".
The proposed Re- Subdivision.Map of Tract No. 31 ( adjacent to San Luis Obispo)
was presented to the Council and on motion of R. P. Howell, seconded by W.H. Brazil it
was ordered map be approved and the Mayor authorized to sign.
Resolution No. 560 -(New Series) - A Resolution declaring a portion of Buchon
Street to be and constitute a Boulevard was passed and adopted on motion of W.H. Brazil,.
seconded by Joseph Leary by the following vote:
Ayes: W.H. Brazil, R.P. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary
Noes: None

Resolution No. 561 (New Series)- A Resolution relatlag to the installation of
Automatic Traffic Control Signals at the intersection of Marsh and Broad Streets and in-
troduced and adopted on motion of W. H. Brazil, seconded by Ralph C. Kennedy by.the follow'tio
ing vote:
Ayes: 7J.H.Brazil, R.P.Howell, Ralph C. Kennedy, F.C. Kimball, Joseph Leary
Noes: None
Absent: None
On motion of W. H. Brazil, seconded by R. P. Howell,,it was moved that Parking
Ordinance No. 211 be amended by including the one and one -half hour parking limit on
Monterey Street from Osos Street to Johnson Ave. Motion carried.
A petition was presented and read before the City Council signed by the following
petitioners:

asking the Council to revoke the City License for Taxicabs from Leonard A. Burns. After
discussion the matter was referred to the City Attorney for report.
Preliminary drafts of an Ordinance prepared by the County Health Department and
the City Attorney were read and discussed. Action was deferred for further study.
On motion of R.P. Howell, seconded by W. H. Brazil the meeting adjourned to Monday,
March 319 1941 at 7:30 P. &S. upon the foliwing vote:
