City Hall, Monday, June 2, 1941 - 7:30 P. M. 93
City Council met in regular session - Mayor F. C. Kimball presiding.
Present: W.H..Brazil, R.P.Howell, Ralph C. Kennedy, F.C. Kimball, Joseph Leary
Absent: None
The minutes of May 19th and 26th were read and approved as read.
The following applications for permit to build were granted on motion of R. P.
Howell, seconded by W. H. Brazil:

The application of W. H. Donelson for permit to connect with sewer on Lawton
Street between Woodbridge and Caudill Streets was granted on motion-of R. P. Howell,
seconded by W. H. Brazil— work to be done under the supervision of the City Engineer.
The application of Edna M. Plato for permit to connect sewer and to have sewer
extended on Johnson Street 200 ft. beyond Spring Street was referred to the Commissioner
of Public Works for investigation and report, on motion of Joseph Leary, seconded by W. H.
Brazil.
The application of Rodney V. Johnson for permit to connect with sewer on Higuera
Street between Chorro and Broad Streets wasreferred to the Commissioner.of Public Works,
with power to act, on motion of W. H. Brazil, seconded by R. P. Howell, as was also the
application of Rachel Dennis for sewer connection on High Street between Cypress and Price
Streets.
The following applications for sidewalk and curbing were referred to the Commiss
of Public Works, with power to act, on motion of Joseph Leary, seconded by W.H. Brazil -
E. R. Shirley - to break curb and ramp sidewalk for driveway on the South side
of Monterey St. between Essex and Johnson Street.
W. W. Mathews - To cut 16 ft. of curb for driveway on the West side of Higuera
St. between Nipomo and South Streets.
The application of R. E. Barnet, ( The Public 'Delivery Service) for License for
Parcel Service at 222 Railroad Ave. was referred to the Commissioner of Public Health and
Safety for report, on motion of Joseph Leary, seconded by W.' H. Brazil.
The application of the Military Order of the Purple Heart, Local Post.'request-
ing permission for theatrical performances for two days, namely,'June 6th and 7th, 19414:
was granted on motion of W. H. Brazil, seconded by R. P. Howell.
Communications from A. C. Rutherford and Charles J. and Harriet Adler requesting
the city to investigate the water situation in the Yoakum Tract was read to the Council
and on motion of R. P. Howell, seconded by W. H. Brazil it was ordered received and placed
on file.
Claims against the city for the month of Maywere ordered paid, subject to L'he
approval of the heads of the respective departments and the Mayor.
The report of the Police Department for the month of May 1941 received and
ordered filed, as was also the report of the City Collector for the month of May, 1941.
The report of the City Collector for City Licenses remaining unpaid for the
April 1941 quarter, was received and on motion of R. P. Howell, seconded by W.H. Brazil,
same was referred to the Police Department for collection.

94 The report of the Police Judge for the month of April, 1941 was received
and ordered placed on file.
The application of A. E. Reis for permit to build garage and apartment
above was referred to the Commissioner of Public Works, with power to act, on motion of
W. H. Brazil, seconded by R. P. Howell.
The following applications for permit to connect with sewer were granted on
motion of R. P. Howell, seconded by W. H. Brazil - work to be done under the supervision
of the City Engineer:

The following applications for permit to hang signs were granted on motion
of'W.H. Brazil, seconded by Joseph Leary; signs to be hung under the supervision of the 1
City Engineer and in accordance with ordinance:

The Merchandising bond of Franklin E. Armstrong in the amount of $200.00
with U. S. Fidelity and Guaranty Co. as surety waa received and on motion of R.P. Howell,
seconded by W. H. Brazil, the surety was accepted, bond approved and license ordered is
The application for transfer of license for Lodging House from Theol Vega
to Lois K. Hawkins at 1716 Osos St. was granted on motio4 of W. H. Brazil, seconded by
R. P. Howell.
In Re: letter from Martin I. King , complaining of radio interference in his
neighborhood was referred to the Commissioner of Public Health and Safety for investi-
gation and report, and was also instructed to talk with Mr. Kelly of the Pacific Gas and
Electric Co. asking that they cooperate in checking in this radio interference.
Communication from the Freeman Sign Service was read to the Council submitting
prices on signs, previously referred- to Commissioner W. H. Brazil for comparison and pric
and on motion of Ralph C. Kennedy, seconded by W. H. Brazil it was ordered that the letter
be received and placed on file.
On motion of W. H. Brazil, seconded by R. P: Howell it was ordered that two
lots of street signs be purchased,by the city of San Luis-Obispo Area No. 1, known as
"Higuera and Monterey Streets, 51 signs;" Area.No. 2to be known as "Marsh and Chorro
Streets ", one lot of 61 signs or a total of 112 signs as outlined in the original list by
W. H. Brazil at a previous meeting: Joseph Leary voted "No ".
Resolution No. 584 (New Series) - A Resolution providing for the Execution
of an Agreement between the City -of San Luis Obispo and Goldtree Investment Co. relating
to the pro - viding for water service to the Goldtree Vineyard Tract was passed and adopted
on motion of R.P. Howell, seconded by W.-H. Brazil upon the following roll call vote:

Noes: None
Absent: None
Jack Anderson was granted a leave of.absence from the Police Department for
one year while in the Government service on motion of W. H. brazil, seconded by R.P.Howell
The City Engineer was requested todraw up specifications and the City Clerk
was instructed to advertise for bids obi pipe for the Goldtree Investment Co.'s line
extension, on motion of Joseph Leary, seconded by W. H. Brazil.
