roll callvote, the City Attorney was instructed to bring a revision of the present ordinance
relating to building permits, whereby the permit would be presented to the Building
Inspector instead of the City Clerk:

offering his services as Consulting Engineer- on the Proposed. ifiunicipal Sewage �v7orks
Project, and on motion of R. 1. Howell, seconded by Ralph C. Kennedy it !aa.s ordered this
proposition be accepted as outlined in his letter..
Letter received from Dorothea D. Nelson, Secy. of the Santa Maria Public Library
under date of July 9, 1941 was read to the Council, re: announcing that the new Library
Building is now completed, and on motion of ';d. H. Brazil, seconded by R. P. Howell, the
Clerk was instructed to send a telegram of congratulations of the opening of the new librar;
and the letter to be received and filed.
Letter from the League of California Cities dated July 10, 1941 was read and
ordered received and filed on motion of W. H. Brazil, seconded by R. P. Howell.
This being the date fixed by the Council as per minute order of June 30,'1941
and in accordance with published notice, for receiving bids for the Official Advertising
of the City of San Luis Obispo for the ensuing fiscal y,�--- r beginning July 1, 1941; the
following is a list of all bids received which were publicly opened and read:

and on motion of R. P. Howell, seconded by W. v. Brazil the bids were referred to the City
Attorney and the City Clerk for report back to the Council.
This being the time fixed by the City Council for receiving bids for the Improve-
mart of a portion of Ida, Grove, Palm, Yjtll. Streets 2 r'hillips Lane and Hillcrest Place,
(Grove St. (Jt.) Improvement) under Resolution of Intention No. 583 (New Series) and in
accordance with published notice invitingsealed proposals for said work dated June 16, 1941,
the following bid, which was publicly opened and read was the only bid received:

accompanied this bid
On motion of R. P. Howell, seconded by !. H. Brazil, the above bid was referred to the City
Engineer for one week for study and retort bath: to the Council.
ConLnunic-tion from the City Fire Department under date of July 14, 1941 request-
ing salary increase, was referred to the Commissioner of Public Health and Safety for in-
vestigation and report back, on motion of R. P. Howell, seconded by Ralph C. Kennedy.
Communication from W. L. Payton, Fire Chief, dated July 14, 1941 recommending
the purchase of 2000 ft. of double jacket fire hose was read to the Council and on
motion of Ralph C. Kennedy, seconded by Tni. H. Brazil, same was referred to the Commissioner
of Supplies and the Commissioner of Public Health and Safety, with power to act, as outlines
by the Chief of the Department.
Communication from the Santa Iviaria Gas Co. together with application asking for
a Gas Franchise under the "Franchise Act.of 1937" for a period not exceeding 35 years from
its effective date, was •again discussed by the Council, the City Attorney and Mr. R. E.
raston, General Manager of the Santa Maria Gas Co, but no action was taken at this time.
The following applications for permit to build were granted as amended, on
motion of R. F. Howell, seconded by N. H. Brazil:

On favorable- report and motion of R. F. Howell, seconded by W. H. Brazil the
following applications were granted:
John Dana - Sidewalk, curb and gutter on the North side of Fixlini Street
between Lizzie and the County Hospital Grounds
Mrs. A. M. Ferrini - Sidewalk and curb for a distance of 150 feet on the '.Nest side
of Essex St. between Palm and Mill Streets
( with the provision that work be done under the supervision of the City Engineer)
Transfer of license from Pat Dierlam ( rat's Shop) to Philomena Brooking, 1190 Morro St.
Gingham Girl Cafe_( Ma— ry Howe ) - Mdse. ( Conf. Lunch, etc. ),
Communication from R. B. Hollings relative to traffic regulations on Osos St,
and the Railroad was read and ordered placed on file.
Resolution No. 598 (New .Series) - A Resolution Accepting a Deed from Fred
L. Garrett and Florence V. Garrett, conveying to the City of San Luis Obispo certain pro-
perty of the Breck Tract, was introduced and adopted on motion of R. F. Howell, seconded
by W. H. Brazil by the following vote:

Noes: None
Absent: None
Further, the City Clerk was instructed to have said deed recorded in the office of the
County Recorder of the County of San Luis Obispo and to draw warrant in the amount of
$2200.00 inpayment for said property, ( see-Ordinance No. 227 (New Series) Council meeting
of May 5, 1941).
Ordinance No. 228 (New Series) -- An Ordinance amending Ordinance No.-122
(New Series) by adding thereto a new section to be numbered-24.1 relative to signs reading
"No Left Turn" at the intersection of Chorro and Higuera Streets was introduced and passed
to print on motion of W. H. Brazil, seconded by Ralph C. Kennedy by the following vote:
Ayes: W.H. Brazil, R.P. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary
Noes: None `
Absent: None
The City Council authorized Commissioner W. H. Brazil to commend Fire Chief
W. L. Payton for the action which possibly saved the lives of occupants of a car that drbve
into the path of his fire engine, by jumping the curb with the truck.
On motion of R. P. Howell, seconded by 1^1. H. Brazil the meeting adjourned.
