Kimball presiding. Present: W.H. Brazil, R.P.Howe41, Ralph C. Kennedy, F.C.Kimball, Joseph Leary Absent: None The application of Ben Harris for building permit for an 8 unit Auto court and residence.on.Lots 4,5,6, block 4, Central Addition at a cost of $16,000. was granted on motion of R. P.Howell, seconded-by Joseph-Leary. The application of the United States of America for a building permit for a Recreation building for the Army, called "U.S.O. Building" on Lots 1.& 2, Block 32 was approved as a "Temporary permit" on motion of W.H. Brazil, seconded by F.C.Kimball upon a roll call vote: Ayes: W.H. Brazil, R.P. Howell, Ralph C. Kennedy, F. C. Kimball Noes: Joseph Leary Absent: None The applications of the Southern Counties Gas Co. for permit to break hole in pavement (1) on Monterey Street between Chorro and Morro Streets and (2) on Santa Rosa St. between Mill and Palm Streets were granted nn-motioh of R..P..Howell, seconded by W.H. Brazil; work to be done under the supervision of the City Engineer. The application of Robert L. Grossman for city license on Cigarette and Music Vending Machines and Mechanical Amusement Devices was referred to the Commissioner of Public Health and Safety for investigation and report. The application of Modern Neon Sign Co. for registration as a Class "F" Con- tractor, together with U.S. Fidelity and Guaranty Co. bond in the amount of $500. and registration fee of $10.00 received and on motion of Ralph.C. Kennedy, seconded by W.H. Brazil it was ordered that the surety be accepted, bond approved and registration granted. This being the time and place fixed by the Council as per minute order of December 8th, 1941 and in accordance with published notice for receiving bids for install- ing two traffic signals in the City of San Luis Obispo at the intersections of (1) Broad Street and Marsh Street and (2) at Santa, Rosa Street and Monterey Street, the following is a list of all those submitting bids, which were publicly opened and read: Econolite Corporation, 3517 W. Washington Blvd., Los Angeles, Calif. Amount of bid (1) $16000 " (2) 1900. This being the time.and place fixed by.the Council as perminute order of December 15th, 1941 and in accordance with published notice for receiving bids for furnish- ing all materials and. labor for floor covering for the New Municipal Building at 738 Pismo Street, the following is a list of all bids received, which were publicly opened and read: G. W. Davidson, San Luis Obispo, Calif. Amount of bid, 805.36 ( certified check in the amount of $80.53 accompanied bid.) County Roof Service, San Luis Obispo, Calif. Amount of bid, 685.00 ( cash in the amount of $70.00 accompanied bid. ) It appearing that the bid of the County Roof Service was the best and lowest bid received, it was moved by Ralph C. Kennedy, seconded by R.P.Howell that the bid be awarded to the (County Roof Service in the amount of $685.00 ( group C flooring ) as outlined in specifi- cations. Joseph Leary voted "No ". On motion of R.P. Howell, seconded by Ralph C. Kennedy, the City Clerk was instructed to return the certified check to the Davidson Furn. Co., they being the unsuccessful bidder. This being the time and place fixed by the Council as per minute order of December 15th, 1941 and in accordance with published notice-for receiving bids for furnish- ing all labor, material and electric fixtures for the New Municipal Building at 738 Pismo- Street, the following is a list of all bids received, which were piiblicly'opened and read: Allan Richard Ochs, San Luis Obispo - .Amount of bid being X500.00 and certified check in the amount of $100: accompanied the bid. On motion of R. P. Howell, seconded by W. H. Brazil it.was ordered that the bid be referred to the Building Inspector for an-estimate and study and to report back to the - Council at the next meeting. Communication- received from George M. Silva relative to leasing some land from the city for.f arming purposes. Same was ordered received and fired. Communication from George M. Taylor relative to the protection of guard's families in case of injury etc. Same was ordered received and filed.. This being the time and place fixed for the hearing on the'assessment for the Improvement of portions of Grove, Mill, Palm and Ida Streets, Hillcrest Place and Phillips Lane in the city of San Luis Obispo and in accordance with Resolution of.Inten- tion No. 583 (New Series) and in accordance with notice of such hearing dated December. 51 1941, the matter is now taken up by the Council. There were four written protests received which were overruled by, Resolution No. 643 (New Series) - A Resolution Dismissing appeals and ordering. Warrant, approving of the work done was duly and regularly adopted on motion of 'N.H.Brazil, seconded by R.P.Howe 11, by the following roll call vote: Ayes: W.n.Brazil,R.r.Howel 1,.Ralph C..Kennedy, F.C.Kimball, Joseph Leary Noes: None Absent: None ordered filed. The City Clerk's report for the month of November, 1941 was received and Applications.for renewal of city licenses were presented for the January quarter; same were referred to the Commissioner of Public Health and Safety, with power, to act. Notification from the State Board of Equalization relative to transfer of "On Sale Beer" license from G. E. Adler at 1057 Monterey Street to Leo Samel, 995 Higuera St. was ordered received and filed. Allen. relative to. placing a Stop Sign at the IdUction of Toro and Hathway AveT The Commissioner of Public Health and Safety asked ;hat the City Attorney draw up a resolution adopting the erection of a Stop Sign to be Dlaced at the above named intersection and as outlined inletter. Woods relative to repairing sidewalk on Morro St. was The City Collector's report for unpaid city licenses for the October quarter Nas ordered received and filed. Resolution No. 644 (New Series) - A Resolution-determining the General Ire- vailing Rate of Per Diem TiVages payable to apprentices, applicable to Defense Public Works Project, Docket No. Calif. 4 -144 was passed and adopted on motion of W. H. Brazil, seconded by R. P. Howell by the following roll call vote: Ayes: W.H. Brazil, R.P.Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary Toes: None Absent: None Ordinance No. 234 (New Series) - An Ordinance of the City of San Luis Obispo relating to Air Raid Precautions was introduced and passed to print on motion of Ralph C. Kimball, Joseph Leary Noes: None Absent: None Resolution No. 645 (New Series) - A.Reso�ution providing for the Execution of an Agreement between : the City of San Luis Obispo and Mack International Motor Truck Corp. to lease-a Mack Type 809 750 Gallon, triple combination pumping-engine, Serial No. 86 -S- 1017, Engine No: EP- 439 -F, was passed and adopted on motion of Ralph C.
