City Council met in regular session - Mayor F. C. Kimball presiding.

Absent: None
The reading of the Minutes of March 16th and 23rd were waived.
On motion of R.P. Howell, seconded by'W. H. Brazil,'the following building
permits were granted:

The application of Southern Counties Gas Co. for permit to break pavement on
sh St. between Santa Rosa and Toro Streets was granted on motion of R.P.Howell, seconded
by W. H. Brazil; work to be done under the supervision of the City Engineer.
The application of G. B. Stapp for permit to connect with sewer on Chorro Street
between Islay and Leff Streets was referred to the Commissioner of Public Works for inves-
tigation and report.
The petition filed by the Bud Hose Sign Service for permit to hang a wood and
metal sign at 725 Pacific St. was referred to the Commissioner of Public Health and Safety
for investigation and report.
The following miscellaneous permits were granted on motion of R.P.Howe 11, second
by 'N. H. Brazil; work to be done under the supervision of the City Engineer:

The petition of the Pacific Coast Coal Co. for permit to move building from
ismo Beach to the south side of High Street between Higuera and Beebee.St. and on to Block
Harford Addition was granted'on motion of R.P..Howe 11, seconded by Ralph C.Kennedy.
The following applications for contractor's licenses were received and on motion
R. P. Howell, seconded by W. H. Brazil, the bonds were approved, sureties accepted and
registration granted:
0. L. Frost - Class "E" Contractor - Glens Falls Indemnity Co. bond $1000.00,
registration fee 15.00;
L. A. Brisco - Class "E" Contractor - Hartford Accident and Indemnity Co. bond
in amount of $500.00 - registration fee $15.00.
F. R. Archibald - Class "D" Contractor - The Fidelity and Casualty Co. of New York
bond in amount of $1000.00; registration fee $25.00;
The applications of Martin Montano for Cigars Sideline and Soft Drinks at 100
iguera St. was referred to the Commissioner of Public Health and Safety for investigation
d report, as was also the application of Ben.,R. Harris for auto court of 8 units at
575 Monterey St.
The Merchandising bond of E. D. Ward in the amount of $200.00 with Herbert Andre
Cecil G. Evans as surety was received and on motion of Ralph C. Kennedy, seconded by
J. H. Brazil, the surety was accepted, and license ordered issued.

St. was granted on motion of Ralph C. Kennedy, seconded by W. H. Brazil.
Notification from the State Board of Equalization for transfer of "On Sale. Beer
and Thine" license issued to Max Lagao at 866 Palm St., same to be transferred to 3A
Higuera St., was referred to the Commissioner of Public Health and Safety.
Communication from F. C. Stolte Co. relative to delay in the construction of the
Sewer Treatment'Plant, due to the loss of,time in obtaining materials was ordered received
and filed, on motion of W. H. Brazil, seconded by R. P. Howell.
Communication received from Rudy A. Eissler at 520 Caudill Street asking refund of
building permit in the amount of $4.00; same was authorized to be refunded on motion of
W. H. Brazil, seconded by Ralph C. Kennedy.
Petition received from Marcel Carlon et al requesting a street fight between Palm
Street and Monterey Street on Morro Street; same was referred to the Commissioner of Public
Works for investigation and report as was also the petition of James H. Murphy et al relati
to do certain street and sidewalk improvements on Caudill Street and Lawton Ave.
Mr. E. C. Schwafel, Walter Louis and F. L. Dirkes appeared before the Council com-
plaining that trucking outfits in the neighborhood of Pacific, Beach and Carmel Streets we
not following the trucking routes and were creating a disturbance by noisy loading and un-
loading. The matter was referred to the Police Department.
The following reports were ordered received and filed on motion of R.P. Howell,
seconded by W. H. Brazil:

Claims against the City for the month of March were ordered paid subject to the
approval of the heads of the respective departments and the Mayor.
On motion of R. P. Howell, seconded by W.H.Brazil, the following applications were
granted; work to be done under the supervision of the City Engineer:
The Pacific Tel, and Tel. Co. - permit to :lace conduit underneath sidewalk on Santa
xosa St. between konterey and Higuera Streets
A. M. Tripp- Permit to open street for sewer connection on Nipomo St. between Palm
and Higuera Streets
Angelina R.Salacci - Permit to open ditch for sewer connection on French Street between
Higuera and city limits.
The petition of W. W. Mathews et al requesting a parking time -limit zone in the
300 block on Higuera Street was ordered received and filed.
Ordinance No. 239 (New Series)- An. Ordinance amending Section Four and One -half
of Ordinance No. 122 (New Series) was introduced and passed to print on motion of Ralph
C. Kennedy, seconded by W. H. Brazil upon the following vote:
Ayes: W.H.Brazil, R.P. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary.
Noes: None
Absent: None
Resolution No. 659 (New Series) - A Resolution providing for the execution of an
Agreement between the United States of America and the City of San Luis Obispo relating to
engineering services was passed and adopted' on motion of R. P. Howell, seconded by Ralph
C. Kennedy upon the following vote:
Ayes: W.H.Brazil, R.F.'Howell, Ralph C. Kennedy, F.C. Kimball, Joseph Leary
Noes: None
Absent: None
On motion of Ralph C. Kennedy, seconded by TeV. H. Brazil, the meeting adjourned to
April 13, 1942 upon the following roll call vote:
