City Council met in regular session - Vice President R.P.Howell presiding. Present: W.H.Brazil, R.P.Howell, Ralph C. Kennedy, Joseph Leary Absent: F.C. Kimball The minutes of August 17th, 24th and 31st were read and approved as read. The following application for permit to build was granted on motion of Ralph C. Kennedy, seconded by *W. H. Brazil: E.V. and I. L. Novoa - Remodel present bldg. Pt Lots 1 & 21 Blk 59 Imperial Addn. Cost $ 150.00 The petition filed by Mission Laundry for permit to install 2 -3800 gallon Fuel I.Tanks in rear of Lots 1 & 2, Block 50 was granted on motion of W.A. Brazil, seconded by Ralph C. Kennedy, providing that same be installed under the supervision of the City Engineer and the Underwriter's Ordinance. The following reports were ordered received and filed: 46th Annual Report of the Public Library for the fiscal year ending June 30, 1942. Report of the Police Dept. for the month of August 1942 Report of the Police Judge " " 11 It " Report of the City Collector The report of the City Collector of licenses remaining uncollected for the July quarter was referred to the Commissioner of Public Health and Safety and the Police Dept. for collection, on motion of W.H.Brazil, seconded by Ralph C. Kennedy. The Voluntary Payroll Allotment Plan for purchase of War Savings Bonds offered by the Guarantee Bldg. and Loan Assn. of San Luis. Obispo was referred to the Commissioner of Finance, Ralph C. Kennedy and the City Attorney for investigation and report on motion of Joseph Leary, seconded by W. H. Brazil. _Claims against the City for the month of August, 1942 were ordered paid, subject to the approval of the heads of the respective departments and the Mayor. The application filed by Russell Bros. for permit to show a 3 Ring Circus at South Broad Street in the City of San Luis Obispo on Sept. 19, 1942 was referred to the Commissioner of Public Health and Safety for investigation and report on motion of Ralph C.. Kennedy, seconded by W. H. Brazil. Motion was made by Joseph Leary, protesting the payment of Hollis Brown's pay check for the last half of August, 1942. Motion lost for lack of a second. After much discussion the matter was held over until the neat ae eting, when the Mayor is present. Application of Elsie A. Villa for permission to connect with sewer on Francis Street near Victoria Street was granted on motion of Ralph C. Kennedy, seconded by W.H.
