Fairview Ave. and was advised by City Engineer Leonard Lenger that the street had been
gravelled.
On motion of R. P. Howell, seconded by '.V. H. Brazil, Commissioner Jos'_ Leary
was instructed to purchase a sewage flow meter.for the Cal Poly sewer lines. City Engineer
Leonard Lenger stated they could be purchased at a price range from $ 237.40 to $268.80.
On motion of R. P. Howell, seconded by W. H. Brazil, the meeting adjourned
to December -14, 19420

On motion of R. P. Howell, seconded by Ralph C. Kennedy, the application
of R. Marshall for permit to tear down tank house and rebuild for storage building,
onpart of Block 50, M. & C. Addition, at a cost of $100.00 was granted.
The application filed by Geo. H. White for permit to move a garage from
Lot 4, Block 59, M & C. Addition to Lot 2, Block 5, M & C. Addition was referred to
Commissioner of Public Works, with power to act, on motion of R. P. Howell, seconded by
Ralph C. Kennedy.
Application of the S. P..R. R. for permit to excavate for storm drain
across Osos St. along Southern Pacific R. R. right of way was granted nn motion of
R. Y. Howell, seconded by Joseph Leary; work to be done under the supervision of the
City Engineer.
The transfer of license of the Texaco Service. Station at 1136 Sta. Rosa
Street from Boriack Bros. to Clyde T. O'Nan was granted on motion of R. P. Howell,
seconded by Ralph C. Kennedy.
and filed.
The City Clerk's report for the month of November 1942 was ordered received
Communication received from Leonard Lenger, Assistant City Engineer, tender-
ing his resignation to become effective January 15, 1945, due to the fact that he was
called into the Armed forces of U.S. A. On motion of R.P. Howell, seconded.by Ralph
C. Kennedy, his resignation was accepted with regrets.
Communication . received from the Automobile Club of Southern California suggest
ing the Council consider eliminating unnecessary traffic control signs to i4crease gas
mileage for motorists due to gas rationing was ordered received and filed.
On motion of R.P. Howell, seconded by Ralph C. Kennedy, the City accepted the
agreement of Cecil G. Evans for the rental of storeroom at 166 Higuera Street rent to be
the sum of $1.00 per month for the duration of the war, or at their option.

Obispo was approved and accepted,.on motion of Ralph C. Kennedy, seconded by R. P.
Howell; appointment to be as of December, 15, 1942.
Applications for renewal-_ of city licenses for the January 1943 quarter
were referred to the Commissioner of Public Health and Safety for investigation and report
Ordinance No. 245 (New Series) - An Ordinance creating the Office of
Civilian Defense Director; prescribing the duties of such office;and declaring this
ordinance to be an urgency ordinance was finally passed on motion of Ralph C.Kennedy,
seconded by Joseph Leary upon the following roll call vote:

The application of Dannie Jackson for Penny Arcade was again referred to
Commissioner of Public Health.and Safety.
Communication from Lillie C. ` -uade re: power poles on her property was held
over awaiting full report from Commissioner Kennedy.
Re: Communication from U. S. 0. relative, to preparing grounds for planting
was ordered received and filed, on motion of R. P. Howell, seconded by Joseph Leary.
Petition received from the County of San Luis Obispo requesting the-can-
cellation of all city taxes and penalties on that portion of Block 24 of the City of
San Luis Obispo in the County of San Luis Obispo, State of California, assessed in the
name of Violet 71. Lilley and has now been acquired by the County of San Luis Obispo;
also, petition received from the San Luis Obispo High School District requesting
cancellation of all city taxes and penalties on all that portion of Lot 5 and the North-
east quarter of the Southeast quarter of Section 26, Township 30 South Range 12, East
Mount Diablo Meridian, in the County of San Luis Obispo, State of California, assessed
in the name of Charles F. Oliver, said property having been conveyed to said High School
District and having become publicly owned property, Upon motion of R.P.Howell, seconded
by W. H. Brazil, and duly carried, the City Clerk was directed to cancel on the Assess-
ment Roll for the fiscal year 1941 -42 all taxes and penalties, if any, levied or assessed
against said real property but no including any personal rroperty taxes.
Resolution No. 683 (New Series) - A Resolution Fixing the Salary to be paid
to the Civilian Defense Director was passed and adopted on motion of W. H. Brazil, secondec
by Joseph Leary upon the following vote:

On motion of Ralph C. Kennedy, seconded by W. H. Brazil, J. E. Brown was
appointed to the office of Civilian Defense Director for the City of San Luis Obispo
effective as of December 15, 19429
R
