Kennedy, F. C. Kimball, Joseph Leary Absent: None The Minutes of . Tanuary 4, 1943 were read and approved as read. On motion of R.P. Howell, seconded by W. H. Brazil, the following appli- cations for permit to build were granted: Priscilla Bri.ant - Bldg. for living quarters - Pt. of Lot 5, Blk. 178 Loomis Addn. Cost George H. White - Remodel bldg. addn. of 2 sleeping rooms, Pt. Lot 21 Block 88, M & C. Addn. Cost B. Bonetti Garage - Lot 33, Blk. 119 lVeills Addn. IT Southern Pacific Co. - To Move bldgs. Block 182, Loomis Addn. Southern Pacific Co. - Depot, Baggage room and offices- Block 182, Loomis Addn. Cost (with the proviso that the Inspector employed meets the requirements of the City Ordinance. ) $ 125.00 200.00 175.00 43,000.00 The following applications for sidewalk, and curbing were granted on motion of R.P. Howell, seconded by IN. H. Brazil, with the provision the sidewalk conforms with other walks in same block and under the supervision of the engineering department:- N. M. Jacobson - 50 ft. of 4 ft. sidewalk on the west side of Chorro St. between Lincoln and Nit. View Streets Paul Shirley - 50 ft. of 4 ft. sidewalk on the west side of Chorro St. between Lincoln and Mt. View Streets Frank Barcellos- 100 ft� of 2 ft. strips concrete from walk to garage on the Easterly side of Peach Street between Essex and Toro Streets. The application of M. Hilderbrand for a permit for retaining wall was denied, on motion of R.F. Howell, seconded by W. H. Brazil. The Merchandising Bond of Eric J. Leland and Arthur Mendolia in the amount of $200.00 with Fred H. Metzler and Raymond C. Davis as surety, was received and on motion of Ralph C. Kennedy, seconded by Gd. H. Brazil, the surety was accepted, bond approved and license ordered issued. The transfer of license of Oscar B. and Mary L. Vallancey, dba The Lorraine Shop at 731 Higuera Street to Mrs. Louis Bloom was granted on motion of W.H. Brazil, seconded by R. P. Howell. Communication received from the County of San Luis Obispo relative to sale of city property deeded to the State for delinquent taxes, which property is to be sold at public auction on February 6, 1943; same was ordered received and filed. A request was received from the Jones Transportation for permission for a new route as shown on sketch map,- and on motion of IV. H. Brazil, seconded by Joseph Leary it =,ias ordered received, approved and placed on file. and filed. Report of the City Clerk for the month of December, 1942 was ordered received The City Clerk asked the Council's permission to attend the War Department School to be held at Stanford University, the week of January 18, 1943 for instructions on Civilian Defense, and on motion of R.P. Howell, seconded by W.H.Brazil, the request was granted. A copy of a letter addressed to the Director of the U.S. 0. Club on Higuera street from Col. H. T. Bull relative to report of fire safety was ordered received and Piled. Communication received from Mrs. Florence Gilmore of 960 Toro St. complain- ing about the dogs in the neighborhood; same was referred to Commissioner W.H.Brazil for investigation. 1 1 1 1 1 1 1 1 1 ,1 The following applications for licenses were granted on motion of 241 ITV. Cook and George P. Bushong which were referred to Commissioner of Public Health and Safety;- the above applications were denied, without prejudice, to new applications, upon presentation of proper 0. D. T. certificates, on motion of N. H. Brazil, seconded by R.P.Howe 11. The following applications which were referred to Commissioner R.P.howell were granted on :motion of R.P. Howell, seconded by W. H. Brazil, with'the provision that ,,vork be done under the supervision of the city engineering department: J. F. Hickenbottom - Replication for sidewalk on the South side of Marsh Street between Osos and Santa Rosa Streets Mary Rodriguez - Application for sewer permit - reach St. between Broad and Chorro Streets The communication from Goldtree Investment Co. was laid over. Re: Communication from J. Earle Boyce relative to disposition of inactive accounts; - discussion was had and the Council informally determined to purchase' 440,000 matured value of -Series "F" War Bonds, and the City Attorney was instructed to present an appropriate resolution at the next meeting. Re: Report of tho Fire-Chief relative to fire safety at the U.S.O. Club on Higuera Street was again held over. Tlie application of the Richfield Oil Corp. for permit to relocate sign over sidewalk on Higu?ra Street between Osos and Santa Rosa Streets was granted on notion of W. H. Brazil, seconded by R. P. Howell, under the supervision of the engineering depart- ment and existing ordinance: The application for "Penny Arcade" by Dannie Jackson was denied, without prejudice, on motion of W. H. Brazil, seconded by R. P. Howell. Communication received from the'Office for Emergency Management, 64ashington, D. C. regarding General Order ODT 20, which prohibits the operation of taxicabs which were not licensed as of Sept. 1, 1942; on motion of R. P. Howe,, seconded by W.H.Brazil, the communication was ordered filed,- and further, that the City Clerk be instructed to issue no taxicab licenses, without presentation of ODT certificate by said taxicab operator, for each vehicle. Motion carried. Motion was made by R.P. Howell, seconded by 'N. H. Brazil that city employees be granted increase in wages according to the following table;- as of January 16, 1943. upon the following roll call vote: AYES: 1,7.H.Brazil, R.P.Howell, Ralph C. H. Brazil, seconded by R.P. Howell, the following employes be granted an increase in wages as of January 16, 1943: George Hardin - Dept.- Public Health and Safety - from $5.00 per day to $5.50 per day K. H. Cantrell - Salary Increased to $155.00; $105.00 paid.out of the Public Health and Safety Fund and $50.00 from the Administration Fund. I:Iotinn carried. On motion of Ralph C. Kennedy, seconded by R. F. Howell, it was ordered that the City renew its membership with the League of California Cities and that the annual dues of $225.00 be paid. Joseph Leary voted "No ". The City Attorney reported to the Council in reference to the present sitipa tion regarding the Franchise Bond of the Southern Counties Gas Co. and Pacific Gas and Electric Co., discussion followed in reference to placing franchise matters on the ballot at the city election to be held in April, for a vote of the people. The matter was referred to Commi,sioner P.;1ph C. Kennedy, with. instructions to contact both.the Pacific Gas and Electric Co. and the Southern Counties Gas Co. and secure from them adefinite offer regarding; franchises. On .motion of R. P.
