N. Davis to D. G. Patterson Communication from Adrian Mfg. Co. re: street sweeper Ordinance No. 248 (New Series) - An Ordinance granting to Pacific Gas and Electric Company, its successors and assigns, the franchise to use, for transmitting and distributing electricity within the City of San Luis Obispo for any and all purposes other than those authorized under Section 19 of Article XI of the Constitution of the State of California as said Section existed prior to its amendment on October 10, 1911, all notes, wires, conduits and appurtenances which are now or may hereafter be lawfully placed in the Public Streets, Idays and Flaces t:'it.hin said city, and to construct and use in said Public Streets, 'gays and Places all poles, wires, conduits and appurtenances, including communication circuits, necessary or proper for said purposes, was finally passed on, motion of R. P. Howell, seconded by Clyde T. O'Nan upon the following vote: Ayes: R.P.Ho-aell, Ralph C. Kennedy, F. C. Kimball, Clyde T. O'Nan Noes: Joseph Leary __bsent : None Ordinance No. 252 (Nei., Series) - An Ordinance levying a tax for the current fiscal year ( 1943 -1944) upon all taxable property within the.City of San Luis Obispo and fixing the rate of such tax was introduced and passed to print on motion of Ralph C. Kennedy, seconded by Joseph Leary upon the following roll call vote: Ayes: R.P.Howell, Ralph C. Kennedy, F.C.Kimball, Joseph Leary, Clyde T. O'Nan Noes: None Absent: None On motion of Clyde T. Garcelon, Librarian, addressed to the Mayor and City Council re: children's room in the library was ordered received and filed. The following communications and petitions were ordered received and filed: mmunication from Post Provost Marshal, Camp San Luis Obispo re: Loading zones for litary personnel; lication from Ernest W. Ritter for animal show and exhibit; ommunication from the Dept. of Health, San Luis Obispo, Division of Immigration and 28 V and Housing, Los Angeles, and from Vim. Payton, ,Fire Chief relative 'to the condition of the Elmo Rooms at 103 Santa Barbara Ave. were read, and it was ordered that the license of said Lodging House be revoked. Petition from Ethel Bradbury re: Opening of Humbert Ave. - ordered filed. The transfer of Lodging House license from W. N. Davis to D. G. Patterson at 1007 Chorro St. was again held over. The delinquent license list for the July 1943 quarter presented by the City Collector was referred to the Police Dept. for collection. Ordinance No. 252 (New Series).- An Ordinance levying a tax for the current fiscal year (1943 -1944) upon all taxable property within the City of San Luis Obispo and fixing the rate of such tax was finally passed on motion of Ralph C. Kennedy, seconded by Joseph Leary upon the following vote: Ayes: R.P.Howell, Ralph C. Kennedy, F.C. Kimball, Joseph.Leary, Clyde T. O'Nan Noes: None Absent: None Letter received from the Southern Counties Gas Co. accepting the terms and conditions of Franchise Ordinance No. 247 (New Series), and on motion of Ralph C. Kennedy, seconded by R.P. Howell same was ordered filed. Joseph Leary voting "No ". On motion of Ralph C. Kennedy, seconded by R. P. Howell, it was ordered that the bond of the Southern Counties Gas Co. covering franchise be accepted and approved; Joseph Leary voting "No ". On motion of Ralph C. Kennedy, seconded by R.P.Howell, it was ordered that the City accept checks from the Southern Counties Gas Co. in the following amounts:- $5000 payment for Franchise 2149.05 - for 1% of gross receipts from Nov. 1st, 1941 to December 31, 1942 inclusive. 151.05 - In payment for cost of publishing legals and estimate in connection with granting franchise Motion carried; Joseph Leary voting "No ". The application for circus license filed by Arthur Bros. Three Ring Circus from Oct. 1st to Oct. 3rd, 1943 was granted on motion of Joseph Leary, seconded by R.P. Sowell. The application filed by Veterans of Foreign Wars, by Agnes Tamo, for per- mission to show Groffs United Shows on Sept. 28th"to Oct. 4th inc, was referred to the Commissioner of Public Health and Safety for investigation and report. Communication received from Col. H. T. Bull re: letter of thanks and appre- ciation to the City of San Luis Obispo, Mr.S, S. Kinsey was appointed Special Police Officer, without ccmpensation from the City of San Luis Obispo, as outlined under Sec. 5, of Ordinance 5 (New Series)- On motion of Clyde T. O'Nan, seconded by Joseph Leary, the license issued to Mrs. M. K. Dillon to conduct a Lodging House at 103 Santa Barbara Ave. was ordered revoked. Resolution No. 708 (New Series) - A Resolution declaring portions of Grove Street, Essex Street, Osos Street, Higuera Street, Monterey Street and Santa Rosa Street to be and constitute boulevards was passed and adopted on motion of Clyde T. O}Nan, seconded by R.P.Howell upon the following roll call vote: Ayes: R.P.Howell, Ralph C. Kennedy, F.C. Kimball, Joseph Leary,Clyde T; O'Nan Noes: None Absent: None Mayor Kimbalj; appointed Commissioner R. P. Howell and Joseph Leary to make a study and survey of all types of zones for loading, 15 minute parking etc., and report back to the Council.. Permission was granted to the ,Nar Bond Committee to construct a speaker's platform in the 800 block on Higuera Street for the bonddrive. 1 i 1
