The minutes of November 1st were read and approved as read.
On notion of R. P. Howell, seconded by Ralph C. Kennedy the following appli-

The application for sidetivalk and curbing filed by J. V. Piums for 37 ft. of

granted on motion of R. P. Howell,seconded by Ralph C. Kennedy.
The application for sidewalk and curbing filed by Dentzel & 'Whyte were
referred to the Commissioner of Public 'Yorks, for investigation and report on motion of
R. P. Howell, seconded by Clyde T. O'Nan.
The petition filed by the Golden State Co. for permission to set ladders
and scaffold on sidewalk for painting building on the 500 block of Higuera St. was granted,

Resolution No. 716 (Need Series) - Resolution of the City Council of the
City of San Luis Obispo adopting Budget and Approving Lemorandum of Agreement for Ex-
penditures of 1/4 cent gas tax allocated for streets of Major Importance was passed
and adopted on motion of R. P. Howell, seconded by Ralph C. Kennedy upon the following

Communication from Luippold Engineering Sales Co. re: Chlorine Contract for
1944 was referred to the City Engineer, Kenneth Beck, for study and report, on motion
of R. P. Howell, seconded by Ralph C. Kennedy.

ordered received and filed:

Communication received from Gainsborough Studio re: The Victory Bond House
in front of their place of business, requesting it be moved to another location; the
matter was referred to the Commissioner of Public Health and Safety with instructions
to comply with their request.

The City Clerk's report for the month of October, 1943 was ordered received
Re: Bids for Insurance for Public Liability and Property Damage on the City's
motorized equi_ment received on November, 1943; The City Attorney and Commissioner
Ralph C. Kennedy reported that the bid of H. J. Dubin, Agent, National Automobile
Insurance Co. in the amount of $454.17 was the lowest bid received. It was moved by
Ra -1ph C. Kennedy, seconded by R. P. Howell that the bid of H. J. Dubin, being the lowest
and best bid received, be accepted. Motion carried, Policy to be effective beginning
at noon, November 16, 19430
A delegation of property owners with.residences in the 300 Block Lawrence Drive!
appeared before the Council complaining of an insufficient seater supply, stating they
had to go without water at various times. Matter was discussed and referred to Com-
missioner R.P.Howell with instructions to check with Mr. Beck, City Engineer, for a
solution and to obtain the cost of a booster pump, if needed, and report their findings
back to the Council.

Commissioner Ralph C. Kennedy was excused from the meeting by the Mayor at
Rev. Hoviard, Minister of the Colored Christian Church, with headquarters in
Memphis Tenn., appeared before the Council, asking the Council's cooperation in establish -1
ing a church in San Luis Obispo and asking permission to solicit..funds.
On motion of Joseph Leary, seconded by Ralph C. Kennedy, Frank Martinez and
B. A. Ray were appointed as Special Officers to serve without compensation from the City
of San Luis Obispo as outlined in Sec. 5 of Ordinance No. 5 (New Series).
Re: Communication from Dentzel & Whyte relative to Contractor's license on
the Federal Housing Units was ordered received and filed.
The application of Eric Wickenden for Lodging House license was held over
awaiting reply from State Housing Authority.
On motion of R. P. Howell, seconded by Joseph Leary the following applications
for City licenses were denied:

City Attorney, Miles Fitzgerald, presented a suggested form of Ordinance pro-
hibiting the depositing in the seviers, of any substance detrimental to the Sewer Treat-
ment Plant; copies of the form were €iven to the Council for study.
