Kennedy;.Joseph'Leory, Olyde T. O'Nan Absent: F. C. Kimball The minutes of April 17th were read and approved as read. On motion of Joseph Leary, seconded by Ralph C. Kennedy the following applications for building permits were granted- E. A. Forbes - Garage - Lot 1, Isabel Tract - Cost 350.00 Jessie M. Foster- Addn. of Apt.. Lot 7 & Pt of 8. Block 101, Mission Vineyard Tract, " 200.00 W. R. Kinney - Alter for sleeping room - Lot 6, Blk, 171, Dallidet Addn, 300.00 Virgil Negranti- Remodel present bldg. Block 62, Cost 100.00 So. Counties Gas Co. - Addn. of partition of X-ray room; Lot.l, Block 96, M. V. Tract " 150.00 P. Mazza - Garage - Lot 11, Block 15, Buena Vista Addn. ^ 175.00 The following applications for sidewalk and curbing were granted on motion of Ralph C. Kennedy, seconded by Joseph Leary; work to be done under the supervision of the Engineering Department: Howard Elsberry - 50 ft. of 5 ft. sidewalk on the east side of Archer St. between Pacific and Pismo Streets Mission Laundry - 110 ft. of 5 ft. sidewalk on the east side of Archer St. between Pacific and Pismo Streets So. Counties Gas'Co. - 73 ft. of sidewalk on the North side of Marsh St. between Chorro and Garden Streets S. Spencer - 82 ft. of 7 ft..sidewa-lk on the So. side.of Mill St. between Santa Rosa and Osos Streets W. H. Chase - 72 ft. of 6 ft. sidewalk on the North side of Santa Rosa St. between Islay and Buchon Streets On motion of Joseph Leary, seconded by Ralph C. Kennedy the following applications were granted and ordered filed: Transfer of license of Macs Grocery at 1901 Broad St. from R. F. McCue to L. H. Ellsworth, dba Maus Grocery, subject to approval of the Health Dept. Notification from the State Board of Equalization for transfer of the following: "Ret. On -Sale Dist. Spirits" ( From F. J. Barcellos & W. H. Cook Ret. On -Sale Beer and Wine ( to Ret. Pkg. Off -Sale Dist. Spts. ( Morris Dorshkind & Reginald Bay ( dba "Gold Room" The application of Ed H. Anderson for registration as a Class "E" Contractor, together with U. S. Fidelity and Guaranty Co. bond in the amount of $500, and registration fee of $15.00 received and on motion-of Ralph'C. Kennedy, seconded by Joseph Leary it was ordered that the surety be accepted, bond approved and registration granted. The application of Russell Bros. Circus for circus to be held May 17, 1944 was referred to the Commissioner of Public Health and Safety with power to act. The petition of Lorin L. Coffin for permit to remove trees from curb line at 1334 Marsh St. was granted on motion of R. P. Howell, seconded by Joseph Leary. Communication receivdd from the San Luis Obispo City Schools in which they request the City Council to abandon all of Ida and Pismo Streets in the Schwartz Addne to be used for school purposes; the matter was referred to the Commissioner of Public Works for investigation and report on motion of Ralph C. Kennedy, seconded by Joseph Leary. Communication received from the office of Price Administration asking the City to continue the appointment of Mrs. Vera Russell for a period of one month from April 21st, 1944 was granted on motion of Ralph C. Kennedy, seconded by Joseph Leary. The communication of Lee Johnson tendering his resignation as Police Captain effective May 1, 1944 was accepted and letter was ordered received and filed on motion of Joseph Leary, seconded by Ralph C. Kennedy. 1 1 1 1 1 1 1 1 1 The communication received from the Fire Department addressed to 311 Commissioner Joseph Leary citing,.,the,,condition;.,dt the City Library was referred to Com- missioner of Public Health and Safety. The following reports were ordered received and filed on motion of Ralph C. Kennedy, seconded by Clyde T: O'Nan:- Report of City Collector for month of April 1944 " " Police Judge ^ " " " " " City Treasurer for the month of March, 1944 Claims against the city for the month of April, 1944 were ordered paid, subject to the approval of the heads of the respective departments and the Mayor. The petition of Mary F. Ritchey requesting the City to remove trees on Fig Street was referred to Commissioner of Public Works, with power to act, on motion of Ralph C. Kennedy, seconded by Clyde T. O'Nan. The petition of N. E. Hirsch again held over. On motion of Joseph Leary, seconded by Ralph C. Kennedy, D. H. Boling was appointed Special Police Officer; without compensation from the City of San Luis Obispo as outlined-under Sec. 5 of Ordinance 5 (New Series). R. E. Heidorn was appointed Police Captain to replace_Lee Johnson as of May 1st, 1944 on motion of Joseph.Leary, seconded by Ralph C. Kennedy. On motion of Joseph Leary, seconded by Ralph C. Kennedy, it was ordered the following men be appointed as regular police officers as of May 1, 1944 being approved by the Council as experienced Police - Officers at,a.base. pay of X175.00 per month: Samuel S. Kinsey; - Harlan W. Finch; - Albert Chambers, Milton Bickell was appointed City Pound Master effective May 1st, 1944. Mr. Harry Jenks., Designing engineer, of the..Sewage Treatment Plant appeared before the Council stating he would investigate reported complaints concerning a slowing down in the purification processes and would submit recommendations within the next few days. Commissioner Clyde T. O'Nan reported the Exchange Club have painted the new park benches and they would-be ready to place within the next week. On motion of Ralph C.
