On motion of Ralph C. Kennedy, seconded by R. P. Howell, it was 317
ordered that the Plans and Specifications prepared by Kenneth Beck, City Engineer entitled;
"Plans and detail of paving and.Improvement of a portion of Osbs Street in the City of
San Luis Obispo,Calif, be accepted and the same are adopted as the plans according to
which such work shall be done ", and plans and specifications be received and filed.
Resolution No. 721.(New Series) - A Resolution determining the General
Prevailing rate of per diem wages was passed and adopted this 19th day of rune, 1944 on
motion of R. P. Howell, seconded by Ralph C. Kennedy upon the following roll call vote:
Ayes: R.P. Howell, Ralph C. Kennedy, F. C. Kimball, Jos. Leary, Clyde T. O'Nan
Noes: None
Absent: None
On motion of R. P. Howell, seconded by Ralph C. Kennedy the City Clerk was
instructed to advertise for bids for grading, repairing and repaving a portion of Osos
Street; date for receiving bids up to 10 o'clock A. U, ( P,W.T.) on the 26th day of June,
1944; same to be published for two consecutive days,in the Telegram Tribune newspaper.
Commissioner Joseph Leary was authorized to hire a full time Poundmaster on a
probationary basis at a salary of $165 per month.
Commissioner Ralph C. Kennedy was authorized to hire a part time janitor at
a salary not to exceed $75 per month.
On motion of Ralph C. Kennedy, seconded by R.P.Howell the meeting adjourned
to June 26, 1944 at 10 o'clock A.M,

The City Council met in adjourned session - Mayor F. C. Kimball presiding.
Present: R.P.Howell, Ralph'C. Kennedy, F.C.Kimball, Joseph Leary, Clyde T. O'Nan

The following matters were acted upon:
The application of the Pacific Tel. and Tel. Co. for permit to open street
on Marsh Street between Chorro and P.orro Streets was granted on motion of R. P.Howell,
seconded by Joseph Leary.
The application for rooming house license filed by the Methodist Church, C.E. Knott,
chairman, at 103 Santa Barbara Ave. was referred to the Commissioner of Public Health
and Safety, on motion of R.P. Howell, seconded by Clyde T. O'Nan.
Notification received from the State Board of Equalization for transfer of licenses
for "Off Sale -Beer and 'ovine" and " Off -Sale Dist. Spts." from Max Ossman to Alice S.
vvitcosky dba San Luis Market at 698 Higuera St.; same was ordered received and filed on
motion of Joseph Leary, seconded by Clyde T, O'Nan.
Communication received from the League of California cities re; Post War
plans as authorized by Senate Bill # 48 was referred to the Mayor, City Attorney and City
Engineer for study on motion of R. P. Howell, seconded by Clyde T. O'Nan.
Communication received from Fred L. Rakeman requesting withdrawal of appli-
cation for dance at 1530 Monterey St. was granted and communication ordered filed.
318 Petition received from 'an Luis Obispo Police Dept. re: p p salary increase
was ordered received and filed, together with return reports from the various cities, on
motion of Joseph Leary, seconded by Ralph C. Kennedy.
Applications for renewal of quarterly licenses were granted on motion of
Joseph Leary, seconded by R.P. Howell.
This being the date fixed by the Council for receiving Bids for the
grading,repairing and repaving a portion of Osos Street between Monterey Street and Palm
Street in accordance with published notice dated June 19, 1944; the bid of ':falter Roselip
in the amount of $2490 being the only bid received, and on motion of R.P. Howell, seconded
by Ralph C. Kennedy it was ordered the bid be accepted and contract be awarded to Walter
Roselip and cost of construction to be paid out of the Special Gas Tax Fund:
The application of Al Calkins dba Tower Cafe for Restaurant, Cigars Sideli
and Soft Drinks licenses were granted on motion of Joseph Leary, seconded by Clyde T. O'Na
The a oplication of Fred L. Rakeman for Club Dance at 1530 Monterey St. was
denied at the request of the petitioner as per his request as presented to the Council.
The petitions filed by Cline's Electric for permiiB to hang Neon signs for
McGregor Car Co. at 1229 Monterey St. and for the Wideawake Cafe at 1129 Monterey St. were
granted on motion of Joseph Leary, seconded by R. P. Howell; work to be done under the
supervision of the Engineering Department.
The application filed by James Wilton for bookstore at 848 Higuera St.
was denied on motion of Joseph Leary, seconded by R. P. Howell.
Resolution of Intention No. 722 (New Series) - A Resolution of the City
Council of the City of San Luis Obispo declaring its intention to vacate portions of
Ida Street, Pacific Street and Pismo Street was passed and adopted on motion of R. P.
Roviell, seconded by Ralph C. Kennedy upon the following vote:
Ayes: R.P.Howell, Ralph C. Kennedy, F. C. Kimball, Clyde T. O'Nan
Noes: Joseph Leary
Absent: None
Communication from S.L.O. City Schools re: closing of streets was ordered
received and filed.
Resolution.No. 723 (New Series) - A Resolution providing for the execut
of four Agreemtns between the City of San Luis Obispo and the Pacific Gas and Electric Co.
was passed and adopted on motion of R. P. Howell, seconded by Ralph C. Kennedy upon the
following vote:
Ayes: R.P.Howell,Ralph C. Kennedy, F. C. Kimball, Joseph Leary, Clyde T. O'Nan
Noes: None
Absent: None
The applications of C. Sliter for permit to build garage was denied as
construction was not up to building code and was instructed to file new application on
motion of R. P. Howell,.seconded by Ralph C. Kennedy.
On motion of.Joseph Leary, seconded by-Ralph C. Kennedy it was ordered
that Milton Bickell be approved as regular Police Officer as of flay 16th, 1944. Motion
carried.
